Sealed bids for the construction of a Pump Station for the Crown
Point area for the Charleston Sanitary District, Coos County,
Oregon, will be received until 5:00 P M ., August 16,1991. All bids
subm itted will be received by the Charleston Sanitary District,
4570 Eel Avenue, P.O. Box 5522, Charleston, Oregon 97420.
Bid opening will be conducted at 5:00 P.M. during a special Sani­
tary District meeting, and publicly opened and read aloud.
The project includes a basic bid for the construction of a new
Pump Station on Crown Point, including mechanical and electri­
cal equipment, for a concrete and masonry structure.

Bidders must prequalify with Owner on Standard Oregon Review
Board Prequalification Forms, ten (10) days prior to bid opening.
Prequalification forms may be obtained from the Engineer and
should be submitted to Owner via Engineer. If a prequal form is
on file with the Engineer and is not over one year old, refiling is not
necessary unless there has been a substantial change in Con­
tractor status.

PUBLIC NOTICE
Each bid must contain a statement as to whether the Bidder is a
Resident Bidder as defined in ORS 279.029.
DBE GOALS

No bid will be considered unless fully completed in the manner
provided in the “ Instructions to Bidders" upon the bid form pro­
vided by the Engineer and accompanied by a bid bond executed
in favor of the Charleston Sanitary District in an amount no less
than ten percent (10%) of the total amount of the bid. Bid bond
is to be forfeited as a fixed and liquidated damage should the
bidder neglect or refuse to enter into a contract and provide
suitable bonds for the faithful performance of the work in the
event the contract is awarded him. Funds for the improvements
are available, and monthly payments will be made by check.
It is the policy of the Oregon Department of Transportation that
Disadvantaged Business Enterprises (DBE), as defined in Title
49 Code of Federal Regulations Part 23 and as it may be
amended shall have the maximum opportunity to participate in
the performance of contracts.
No bid will be received or considered by the Charleston Sanitary
District or any officer thereof unless the bid contains a statement
by the Bidder as a part of his bid that the provisions required by
ORS 279.350 shall be included in this contract.
No bid will be considered by the Charleston Sanitary District un­
less the Bidder is registered with the Construction Contractor’s
Board or licensed by the State Landscape Contractor’s Board as
required by ORS 671.530. Bidder is not required to be licensed
under ORS 468.883.
To carry out this policy, the Department has established an
overall statewide goal for DBE participation for fiscal year O cto­
ber 1, 1991 through Septem ber 30, 1992, as follows:

Documents concerning the goals and a description of how they
were selected are available for review until Septem ber 1, 1991,
during normal business hours, Monday through Friday, 8:00 a.m.

The Charleston Sanitary District may reject any bid not in com pli­
ance with all prescribed public bidding procedures and require­
ments, and may reject for good cause any and all bids upon the
finding of the Charleston Sanitary Diatrict it is in the public interest
to do so. No Bidder may withdraw or modify his bid after the hour
set for the opening and thereafter until the lapse of sixty (60) days
from the bid opening.
The public may subm it written comments of the goals until Sep­
tember 16,1991. These comments will be used for informational
purposes only and can be sent to: Harvey Lockett, DBE Program

Sealed bids to furnish all labor, materials, equipment, perm its
and fees required to retrofit an existing 100-unit, 10-story high-
rise building a t 410 W est 13th Street, Vancouver, WA, with a fire /
life safety system to include a fire sprinkler system, call assist
and fire alarm system, and entry security system will be received
at the office of the Housing Authority of the City of Vancouver,
500 Omaha Way, Vancouver, WA, until 2:00 o ’clock p.m.,
August 8,1991, and then at said office publicly opened and read
aloud.
There will be a pre-bid meeting August 1,1991, at 2:00 p.m., at
Van Vista Plaza, 410 west 13th Street, Vancouver, WA.
The information for Bidders, Form of Bid Proposal, Bid bond,
Contract, Performance paym ent Bond, Plans, Specifications,
and other contract docum ents may be exam ined at the following

$25.00. Deposits will be refunded if the docum ents are returned
in good condition within ten (10) days after bid opening. Addi­
tional sets or parts of sets will be made available upon request
at cost of reproduction, which is not refundable.
Each bid shall be accom panied by Previous Participation C erti­
fication, Non-collusive Affidavit, and a certified check or bank
draft, payable to the Housing Authority of the City of Vancouver,
or U.S. Government bonds, or a satisfactory bid Bond Executed
by the Bidder and a Surety that is acceptable to the Federal G ov­
ernment, in an amount equal to five percent of the bid.
The Contract will be awarded on the basis of the base bid unless
it overruns the amount budgeted for this work. In the case of such
overrrun, deductible alternatives will be taken by the VHA in nu­
merical order as they are listed to the extent necessary to come
within the budgeted total. If there are no deductible alternates or
taking all deductible alternates in resultant still exceeds the
budgeted amount, the VHA reserves the right to reject all bids,
or to secure additional funds necessary to awarding the C on­
tract.
If the total amount of the bid exceeds $25,000, the successful
Bidder will be required to furnish and pay for satisfactory Per­
formance and Payment Bond, or, separate Perform ance and
Payment Bonds, each for 50% or more of the contract price, or
a 20% cash escrow or a 25% irrevocable letter of credit.
Attention is called to the provisions for equal em ploym ent oppor­
tunity, insurance requirements, and the paym ent of not less than
the minimum salaries and wages as set forth in the Specifica­
tions.

Any prevailing wage rate (including basic hourly rate and any
fringe benefits) determ ined u n d e rsta te or tribal law to be prevail­
ing with respect to a em ployee in any trade or position employed
under the contract is inapplicable to the contract and shall not be
enforced against the contractor or any subcontractor with re­
spect to employees engaged under the contract w henever either
of the following occurs: (I) such non-federal prevailing wage rate
exceeds (A) the applicable wage rate determ ined by the Secre­
tary of labor pursuant to the Davis-Bacon Act (40 U.S.C. 276a et
seq.) to be prevailing in the locality with respect to such trade; (B)
an applicable apprentice wage rate based thereon specified in
an apprenticeship program registered with the Departm ent of
Labor or a DOL-recognized State Apprenticeship agency; or (C)
an applicable trainee wage rate based thereon specified in a
DOL-certified trainee program, or (ii) such non-federal prevailing
wage rate determined by the Secretary of HUD to be prevailing
in the locality with respect to such trade or position.
The Housing Authority of the City of Vancouver reserves the right
to reject any or all bids, or to waive any inform alities in the
bidding.
No bidder may withdraw his bid within thirty days after the date
of bid opening.
