Operations Unit. The position is
responsible for planning, organ­
izing, coordinating, and directing
the work of the traffic Analysis
Team. Includes supervision of
data collection, level of service
and inadequate road determina­
tions; review of traffic mitigation
reports; development of computer
databases; and direction of sub­
ordinate staff. Work is performed
with considerable professional in­
dependence and judgment un­
der the general supervision of
the Traffic Engineer. Provides
traffic engineering advice and
assistance to other county units,
represents the unit before the
public, County Council, and man­
agement. A Bachelor of Science
degree in civil engineering or a
related field, and four (4) years of
civil engineering experience, three
(3) years o f which were in mu­
nicipal traffic engineering work;
OR, any equivalent combination
of education and experience
which provides the required
knowledge, skill and ability to
perform the work. A Professional
Engineer's License or the ability
to obtain one by demonstrated
( training or experience is required.

current Watermaster vacancy in
John Day. Watermasters are re­
sponsible for enforcing Oregon
water laws. Duties include re­
sponding to complaints, settling
disputes among water users,
conducting dam safety inspec­
tions, collecting and compiling
hydrologic data, inspecting well
construction, supervising county
employees and preparing and
submitting office budgets to
counties and other funding
sources. Applicants must be will­
ing to work alone, wade in swift
cold streams, and work from small
cable cars suspended from steel
cables over streams, and have
the ability to work well with a va­
riety of water users and interest
groups.
To Qualify you must have three
years experience enforcing wa­
ter laws; regulating appropria­
tion and use of water; and, en­
suring compliance with state water
laws and policies, court decrees,
state permits, and user rights;
OR three years of civil engineer­
ing experience including land sur­
veying; water flow measurement;
collecting and reporting hydro-
logical data; and experience pro­
viding a knowledge of water stor­
age, irrigation system , and water
transportation facility design and
construction. A Bachelor’s de­
gree with major coursework in
Civil Engineering may substitute
for the above experience; or an
Associate degree in Civil Engi­
neering or Water Resource Tech­
nology may substitute for two
years of the experience.
