Amendment Affecting DBE Participation on ODOT,
Highway Division (Federal Aid) Construction Projects.
CALL FOR BIDS
Effective August 1,1991 , prime contractors submitting propos­
als to perform work on ODOT Highway Division federal aid con­
struction projects must do following:
Sealed bids will be received until 9 a.m. on August 22, 1991, for
the project listed below:

Bidders must complete and submit with their sealed bid
DBE Participation Commitment Form No. 1, included in the
Bidder’s Proposal, listing the name, address and value of
work committed to each DBE subcontractor, lessor, m anufac­
turer, supplier or service provider to be used on the project
should the bidder be awarded the contract.
Umatilla Stanfield Safety Rest Area, Old Oregon Trail (Route I-
84) approx. 25 mi. E. of Boardman. Landscaping and
buildings. DBE Goal.
Plans, specifications, and bid documents may be obtained in Rm
10, Transportation Building, Salem, OR 97310. Prime contrac­
tors must be prequalified ten days prior to the bid opening day.

Bidders failing to meet the assigned DBE participation com ­
mitment contract goal must submit with their bid docum enta­
tion of “good faith efforts” toward meeting the assigned goal,
as required by Section 6, (Good Faith Effort Requirements) of
the Supplemental Required Contract Provisions Disadvan­
taged Business Enterprise (DBE).
If your business in not certified as a Disadvantaged Business
Enterprise (DBE) o ra Women Business Enterprise (WBE), please
contact the Office of Minority, Women, and Emerging Small

The apparent low bidder must submit DBE Participation Com ­
mitment Form No. 2, included in the Bidder’s Proposal, to the
Manager of Commission Services before the close of busi­
ness on the day following the day of bid opening. Form No. 2
requires identification of the name(s), address(es), and phone
number(s) of the DBE(s) to be awarded the work on the
project, along with a detailed description of the bid items
including bid item numbers, respective dollar amount(s), bid
and dollar amount(s) to be subcontracted.
Contractors are encouraged to familiarize themselves with the
amended provisions when preparing their bid proposals. Failure
to submit the required forms will render the bid unresponsive.
Public Notice
This announcement will serve as notice of Washington State De­
partment of Transportation’s (WSDOT) annual Disadvantaged
Business Enterprise(DBE) goals for the year beginning October
1, 1991. WSDOT proposes an overall goal of 16 percent DBE
participation in its federally funded contracting opportunities,
namely:
Highways’ planning, research, design and construction projects
funded by the Federal Highway Administration;
Questions regarding the amended provisions should be directed
to the ODOT, Civil Rights Section at 378-8077.
Public transportation planning, technical assistance, purchase of
goods and services, and marine vessel refurbishment funded by
the Urban Mass Transportation Administration;

Airports system planning projects funded by the Federal Aviation
Administration, and;
In addition, W SDOT proposes an overall goal of 8 percent DBE
participation in its federally funded leasing opportunities associ­
ated with marine term inals and vessels funded by Urban Mass

This notice is published in accordance with the Code of Federal
Regulations 49, Part 23, Subpart C.
The method used to establish the goals included past historical
experience and the statewide overall annual goals established
by the Office of Minority and W om en’s Business Enterprises.
The support documentation for determining these goals will be
available for inspection 8 a.m. to 5 p.m. at the Washington State
Department of Transportation Building in Olympia, Washington,
for 30 days following the date of this notice. HSDOT will accept
comments on goals for information purposes only, until August
31 ,1 9 9 1 . Written comments should be submitted to Harold G.

Pacific Power and Light (PP&L) wishes to receive statements
of interest from potential bidders in a low-income residential con­
servation program, the cost of which is expected to exceed $5 million.
Participating conservation contractors would weatherize electrically
heated residences of the company's low-income customers in the com­
pany's Mid-Willamette Valley, Northeast Portland, and Southern
Oregon service territories on a pay-for-performance basis.
Contractors and subcontractors must be licensed for asbestos
abatement work if the project involves working with asbestos.
No proposal will be considered unless accompanied by a check
payable to M ultnomah County, certified by a responsible bank, or
in lieu thereof, a surety bond for an am ount equal to ten percent
(10%) of the aggregate proposal. The successful bidder shall
furnish a bond satisfactory to the Board in the full amount of the
contract.

- at the office of the Vancouver Housing Authority, 500 Omaha
Way, Vancouver, WA 98661, 206-694-2501, upon deposit of
$25.00. Deposits will be refunded if the docum ents are returned
in good condition within ten (10) days after bid opening. Addi­
tional sets or parts of sets will be made available upon request
at cost of reproduction, which is not refundable.
Each bid shall be accompanied by Previous Participation Certi­
fication, Non-collusive Affidavit, and a certified check or bank
draft, payable to the Housing Authority of the City of Vancouver,
or U.S. G overnment bonds, or a satisfactory bid Bond Executed
by the Bidder and a Surety that is acceptable to the Federal Gov­
ernment, in an amount equal to five percent of the bid.
Attention is called to the provisions for equal em ploym ent oppor­
tunity, insurance requirements, and the paym ent of not less than
the minimum salaries and wages as set forth in the Specifica­
tions.
Any prevailing wage rate (including basic hourly rate and any
fringe benefits) determined under State or tribal law to be prevail­
ing with respect to a employee in any trade or position em ployed
under the contract is inapplicable to the contract and shall not be
enforced against the contractor or any subcontractor with re­
spect to employees engaged under the contract w henever either
of the following occurs: (i) such non-federal prevailing wage rate
exceeds (A) the applicable wage rate determined by the Secre­
tary of labor pursuant to the Davis-Bacon Act (40 U.S.C. 276a et
seq.) to be prevailing in the locality with respect to such trade; (B)
an applicable apprentice wage rate based thereon specified in
an apprenticeship program registered with the Departm ent of
Labor or a DOL-recognized State Apprenticeship agency; or (C)
an applicable trainee wage rate based thereon specified in a
DOL-certified trainee program, or (ii) such non-federal prevailing
wage rate determined by the Secretary of HUD to be prevailing
in the locality with respect to such trade or position.
The Housing Authority of the City of Vancouver reserves the right
to reject any or all bids, or to waive any inform alities in the
bidding.
No bidder may withdraw his bid within thirty days after the date
of bid opening.

Sealed bids to furnish all labor, materials, equipment, permits
and fees required to retrofit an existing 100-unit, 10-story high-
rise building at 410 West 13th Street, Vancouver, W A, with a fire/
life safety system to include a fire sprinkler system, call assist
and fire alarm system, and entry security system will be received
at the office of the Housing Authority of the City of Vancouver,
500 Omaha Way, Vancouver, WA, until 2:00 o’clock p.m.,’
August 8,1991, and then at said office publicly opened and read
aloud.
If the total amount of the bid exceeds $25,000, the successful
Bidder will be required to furnish and pay for satisfactory Per­
formance and Payment Bond, or, separate Perform ance and
Payment Bonds, each for 50% or more of the contract price, or
a 20% cash escrow or a 25% irrevocable letter of credit.

The Contract will be awarded on the basis of the base bid unless
it overruns the amount budgeted for this work. In the case of such
overrrun, deductible alternatives will be taken by the VHA in nu­
merical order as they are listed to the extent necessary to come
within the budgeted total. If there are no deductible alternates or
taking all deductible alternates in resultant still exceeds the
budgeted amount, the VHA reserves the right to reject all bids,
or to secure additional funds necessary to awarding the Con­
tract.
