NOTICE OF PUBLIC HEARING
PROJECT #3394E
Notice is hereby given that a public hearing will be held by the Tri-
County Metropolitan Transportation District of Oregon (Tri-Met)
at 3:30 P.M ., W ednesday, July 31,1991 at the Portland Building,
1120 S.W. 5th Avenue, Second Floor, Meeting Room C, for the
purpose of considering a project for which federal assistance
under Section 3 of the Urban Mass Transportation Act of 1964,
as amended, is being sought.
The project under consideration is the W estside Light Rail Exten­
sion project. The proposed light rail alignm ent to Beaverton is ap­
proxim ately 11.5 miles long, beginning at the present SW 11th
Avenue terminus of the eastside light rail system in downtown
Portland and term inating just west of SW 185th in W ashington
County. An alternatives analysis study for extension of westside
light rail from SW 185th to Hillsboro is under development. The
estim ated project costs for the project from downtown Portland to
SW 185th is $760 million.
Included in the grant request is funding for right of way acquisi­
tion, final design and construction management, construction
(trackwork, tunnel, 12 stations, 5 park-and-rides lots, m ainte­
nance facility), electrification, signals, communications, 29 light
rail vehicles, related equipm ent and im provem ents and project
administration.
A detailed description of the alignment, with station and park-
and-ride locations, is included in the draft grant application, as
well as an itemized budget.
A discussion of displacem ent of persons, families and busi­
nesses is included in the draft Final Environmental Impact State­
ment for the project.
This project is in conform ance with com prehensive land use and
transportation planning in the area and is programmed in the
region's Transportation Improvement Program.
A statem ent of Tri-M ets’s charter bus service is available for in­
spection at the Tri-M et Administration offices.
Sealed bids for the construction of a Pump Station for the Crown
Point area for the Charleston Sanitary District, Coos County, O re­
gon, will be received until 4:00 p.m., August 2,1991 Bids subm it­
ted prior to the opening will be received by Charleston Sanitary
District. 4570 Eel Avenue, P.O. Box 5522, Charleston, Oregon
97420. Bid opening will be conducted at the Charleston Sanitary
District Office, and publicly opened and read aloud.
The project includes a basic bid for the construction of a new
Pump Station on Crown Point, including mechanical and electri­
cal equipm ent, for a concrete and masonry structure. Alternates
are provided for potential reductions in the project scope to re­
duce the project scope within available financial resources, and
for m ajor electrical relocations of telem etry and monitoring equip­
ment.

One copy may be obtained by prequalified prospective bidders
upon receipt of cash or check in the am ount of $ 5 i .90 made
payable to the Engineer. Deposits made upon procurem ent of
drawings, specifications, and form s of Contract Documents will
be non-refundable. Individual sheets and specification pages
may be purchased for the cost of reproduction: Drawings - $2.00
per sheet, Specifications - $0.25 per sheet.
Bidders must prequalify with O wner on Standard Oregon Review
Board Prequalification Forms, ten (10) days prior to bid opening.
Prequalification form s may be obtained from the Engineer and
should be subm itted to Owner via Engineer. If a prequal form is
on file with the Engineer and is not over one year old, refiling is not
necessary unless there has been a substantial change in Con­
tractor status.
No bid will be considered unless fully com pleted in the manner
provided in the “ Instructions to Bidders” upon the bid form pro­
vided by the Engineer and accom panied by a bid bond executed
in favor of the Charleston Sanitary District in an am ount no less
than ten percent (10%) of the total am ount of the bid. Bid bond is
to be forfeited as a fixed and liquidated dam age should the bidder
neglect or refuse to enter into a contract and provide suitable
bonds for the faithful perform ance of the work in the event the
contract is awarded him. Funds for the im provem ents are avail­
able, and monthly paym ents will be made by check.
No bid will be received or considered by the Charleston Sanitary
District or any officer thereof unless the bid contains a statement
by the bidder as a part of his bid that the provisions required by
ORS 279.350 shall be included in this contract.
The Charleston Sanitary District reserves the right to reject any or
all bids and to waive all form alities. No bidder may withdraw or
modify his bid after the hour set for the opening and thereafter
until the lapse of sixty (60) days from the bid opening.

Prequalification of Bidders: Pursuant to the Multnomah County
Public Contract Review Board Adm inistrative Rules (AR 40.030)
Prequalification shall be required for this project for the following
class(es) of work: Asphalt Concrete Pavement and Oiling -
Highways, Roads, Streets, and Airport Runways.
Prequalification applications or statem ents must be prepared
during the period of one year prior to the bid date. Prequalifica­
tion application and proof of prequalification by the Oregon De­
partm ent of Transportation must be actually received or post­
marked to Multnomah County Purchasing Section by not later
than 10 days prior to bid opening.
All bidders must com ply with the requirem ents of the prevailing
wage law in ORS 279.350.

Contractors and subcontractors m ust be licensed for asbestos
abatem ent work if the project involves working with asbestos.
No proposal will be considered unless accom panied by a check
payable to M ultnomah County, certified by a responsible bank, or
in lieu thereof, a surety bond for an am ount equal to ten percent
(10%) of the aggregate proposal. The successful bidder shall
furnish a bond satisfactory to the Board in the full am ount of the
contract.

the project.
This project is currently under review by the state and district
clearinghouses.
At the hearing, Tri-Met will afford opportunity for interested per­
sons or agencies to be heard with respect to the social, economic
and environm ental aspects of the projects.
A copy of the draft grant application for the proposed project, a
draft Final Environmental Impact Statement, and a transit devel­
opment plan for the area are currently available for public inspec­
tion at the westside Corridor Project Office, 115 NW First avenue,

Request For Proposal
The Metropolitan Service District (Metro) is requesting proposals
for the transport, recycling, treatment, storage, and disposal of
materials collected at the Metro South Household Hazardous
W aste Collection Facility and the Metro Household Hazardous
Waste Collection Facility (RFP #91R-30-SW ). Copies of the
Proposal Documents can be obtained by contacting the Metro
Solid W aste Department at 221-1646.
Proposals must be delivered to the Solid W aste Department,
Metropolitan Service District, 2000 SW First Avenue, Portland,
OR 97201 -5398, to the attention of Jim Quinn, Hazardous Waste
Specialist, no later than 3:00 p.m .P D T on August 12,1991. Each
Proposal must contain a statem ent as to whether the proposer is
a resident Proposer, as defined in ORS 279.029. Proposers are
not required to have an asbestos abatem ent license as provided
in ORS 468.883.
The work contem plated consists of pickup and transportation of
presorted, drum m ed wastes collected at M etro’s perm anent
household hazardous waste collection facilities and delivery to
recycling treatm ent and disposal facilities.
Two facilities are to be built; the first is expected to begin
operation in late fall of 1991, the second in early 1992. When
these facilities are fully operational it is expected that 30-40
drums of various wastes will be generated each week, requiring
transportation and disposal.
Metro may reject for good cause any or all Proposals upon a find­
ing of the agency it is in the public interest to do so.
