Contractor for this work shall furnish all labor at current U S. De­
partment of Labor prevailing wage rates, materials and equip­
ment and services of all kinds to com plete the work in accordance
with the plans and specifications therefor.
Plans and specifications may be examined at the office of the
Gresham City Engineer, 1333 N.W. Eastman Parkway, Gresham
Oregon. Copies of said plans and specifications may be obtained
upon application to the City Engineer and by posting a non-re-
fundable fee of $25.00 with the City Engineer for each set of plans
and specifications requested.
Contractors must prequalify for sanitary sewer construction with
the City of Gresham, as required by the laws of the State of O re­
gon, before the date of a bid opening. Otherwise, their proposals
may not be given consideration.
All proposals must be subm itted on the regular forms furnished
by the City of Gresham, addressed and mailed or delivered to the

accom panied by a certified check, cashier's check or bid bond in
an amount not less than ten percent (10%) of the total bid. A per­
form ance and payment corporate surety bond in the full amount
of the contract at the time of contract execution.
Each bid must contain a statement as to whether the bidder is a
resident bidder, as defined in ORS 279.029.
In determing the lowest responsible bidder, the public contract­
ing agency shall, for the purpose of awarding the contract, add a
percent increase on the bid of a nonresident bidder equal to the
percent, if a n y , of the preference given to that bidder in that state
in which the bidder resides.
Each bid must contain a statement by the bidder that the provi­
sions of ORS 279.350 will be com plied with. Each bidder must file
with his bid an affidavit of non-collusion. The City of Gresham

Environmental Assessments and Findings of No
Significant Impact
for the
North Transit Mall Extension,
North Terminal Facility
and
Tigard Park and Ride Lot
Notice is hereby given by the Tri-County Metropolitan Transpor­
tation District of Oregon (Tri-Met) that separate Environmental
Assessments for the North Transit Mall Extension,the North Ter-
minal facility, and Tigard Park and Ride lot projects are available
for public review.
The North Transit Mall project consists of final design of the ex­
tension of the existing transit mall on NW Fifth and Sixth Avenues
north from W est Burnside Street and including NW Irving Street.
Proposed im provem ents include sidewalk widening, narrowing
of the street to one bus-only lane and one auto lane which could
also be used for bus passing, and installation of passenger
shelters, lights and landscaping. Several mitigation measures
are identified in the environm ental assessm ent which are condi­
tions of federal grant participation in the project.
The North Term inal facility will provide an off-street layover area
north of Burnside Street, allowing for bus staging in conjunction
with the transit mall. The project is proposed for a partial block
bounded by NW Fifth, NW Hoyt, and the railroad tracks. The
majority of the site will be paved for bus parking. A driver break
area including restroom s, a passenger waiting area and land­
scaping are also planned for the site. Two mitigation measures
related to reconstruction of Hoyt Street and visual aesthetics are
included in the environm ental assessm ent and are conditions of
federal grant participation.
The Tigard Park and Ride project includes final engineering and
construction of a potential 200 space lot off SW 74th Avenue and
Pacific Highway 99W. One water quality mitigation measure is
included in the environm ental assessm ent and is a condition of
federal funding.
The Urban Mass Transportation Administration has issued a
Finding of No Significant Impact for each of these projects.
