Sealed bids will be received by Portland Community College,
H.E. Lile, Director of Business Services, Room A-6, Ross Island
Center, 049 S.W. Porter, Portland, Oregon 97201 until 2:00 p.m.
local time, July 17,1991, for Portland Community College, Ross
Island Center, Re-Roofing, as described in the specifications on
file at said office.
Said college has determined specifications for such bids, copies
of which may be obtained at the above location, and has
appointed as the time for the opening of all such bids, the hour of
2:15 p.m., local time, on the 17th day of July 1991, at the above

NOTICE OF INTENT
NOTICE TO CONTRACTORS
The Oregon Department of Transportation, Highway Division, is
seeking statements of qualifications from qualified consultants
to perform preliminary site investigations (in accordance with
OAR 340-122-240) and prepare corrective action plan (in accor­
dance with OAR 340-122-250) for leaking storage tank sites at
Detroit, Minto and McMinnville. The selected consultant may be
requested to perform corrective action plans and/or to monitor
the execution of those plans.
Sealed bids for the construction of Water System Improvements
for the City of Yachats, Lincoln County, Oregon, will be received
by the City until 1:00 P.M., PDT, on July 18,1991. Bids subm itted
prior to opening are to be delivered to the City Hall, Yachats,
Oregon. Bid opening will be conducted by the Yachats City
Council in Room #8 of the Yachats Commons and publicly
opened and read aloud at 1:15 P.M., PDT, on July 18, 1991.
The project consists of the construction of a 500,000 gpd W ater
Treatm ent Plant, a 1,000,000 gallon poured-in-place concrete
reservoir, a fire pump, two pressure reducing stations, and distri­
bution system improvements. Project components and esti­
mated quantities are as follows:

Description of W ork to be Accomplished:
The work will include the removal of existing roofing and replace­
ment with a new bituminous built-up roofing system, some HVAC
and electrical work is involved as is minor demolition.
Bidders may not withdraw their bids after the hour set for the
opening thereof until after the elapse of thirty (30) days from the
bid opening, and all bid proposals shall contain a statement that
the provisions of ORS 279.350 relating to the prevailing wage
rates shall be complied with.
Prequalification is not required for this work. Bidders are required
to be registered with the State of Oregon Construction Contrac­
tors Board, pursuant to ORS 701.055(1).

Emerging Small Business Enterprises will be afforded full oppor­
tunity to subm it bids in response to this solicitation and will not be
discriminated against on the grounds of race, color, or national
origin in consideration for an award of any Contract entered into
pursuant to this advertisement.
Subcontracting goals on any Contract to be awarded as a result
of this solicitation are 10% for Emerging Small Business Enter­
prises. Bidders responding must meet these goals or demon-
strate good faith efforts to do so. Only those firms certified by the
Oregon Executive Department will be counted toward meeting
these goals.
It is the position of Portland Community College not to contract
with a company that is chartered or licensed in South Africa, a
company chartered or licensed in another country whose primary
facility is in South Africa, or a company that wholly owns a
subsidiary whose primary facility is in South Africa.
Each bid must contain a statement as to whether that Bidder is a
resident Bidder as defined in ORS 279.029.
The College may reject any bid not in compliance with all pre­
scribed public bidding procedures and requirements, and may
reject for good cause any or all bids upon a finding of the College
that it is in the public interest to do so.

FOR THE NORTH RIVER ROAD SANITARY SEWER
DIVERSION STRUCTURE
The City of Salem will receive sealed bids at the office of the City
Recorder, City Hall, Room 205, Salem, Oregon, until but not
after 11:00 a.m., July 17,1991, at which time said bids will be
publicly opened and read in the City Council Chambers, Room
240,555 Liberty Street S.E., Salem, Oregon for the project speci­
fied herein.
The proposed work consists of: Construction of a new sewage di­
version structure and installation of Owner-furnished slide gates,
conversion of an existing manhole to a new connection structure,
m odifications to an existing sewage diversion structure, installa­
tion of approximately 20 linear feet of 72-inch diameter intercep­
tor sewer, 22 linear feet of 12-inch diameter sanitary sewer and
other miscellaneous piping modifications, site improvements
including approximately 215 linear feet of access road im prove­
ments, and other miscellaneous appurtenant work.
Plans, specifications and other bid documents may be inspected
and obtained at the office of the City of Salem, Department of
Public Works, 555 Liberty Street S.E., Room 325, Salem, Oregon
((503) 588-6211). The bidder shall not file the book of “ Standard
Construction Specifications" with his bid.
Bids must be submitted on the proposal forms furnished to the
bidders. Proposals shall be submitted in a sealed envelope
plainly marked “ BID ON THE NORTH RIVER ROAD DIVER­
SION STRUCTURE - B id #3930” and show the name and busi­
ness address of the bidder.
Any objections to or comments upon the bid specifications
must be submitted in writing to the Department of Public
Works, Room 325, 555 Liberty St. S.E., Salem, OR 97301.
They must be received no later than ten (10) working days
before the bid opening date.
A surety bond, cashier's check, or certified check of the bidder in
the amount of ten percent (10%) of the bid must be attached to
each proposal as bid security. Unsuccessful bidders will have
their security refunded to them when the contract has been
awarded.
No bids, exceeding $10,000, will be received or considered by
the City of Salem or any of its officers unless the bid contains a
statem ent by the bidder (by signing his proposal) that the provi­
sions of ORS 279.350 shall be included in his contract. Every
contractor or subcontractor is required to post the applicable
prevailing wage rates (PWR) in a conspicuous and accessible
place in or about the work-site for the duration of the job. Contrac­
tors and subcontractors who intentionally fail to post the PWR
can be made ineligible to receive any public works contract for up
to three years.
RECIPROCAL PREFERENCE LAW: In compliance with ORS
279.029, bidders must state on their proposal whether they are
a resident or non-resident bidder. Proposals that fail to provide
this information will be considered non-responsive.
Specifications may be obtained at the above office. Each bid
must contain a statement as to whether or not the bidder is a
resident bidder as defined in ORS 279.029. The District may
reject any bid not in compliance with all prescribed public bidding
procedures and requirements, and may reject for good cause any
or all bids upon a finding of the agency it is in the public interest
to do so. No bid will be considered that is received after the
appointed date and time.
The City of Salem reserves the right to reject any or all bids, to
waive form alities and of postponing the award of the contract for
thirty (30) days.
Prices quoted shall be firm for a period of 30 days after the clos­
ing date.
The attention of bidders is directed to the provisions of Chapter
97, Salem Revised Code, concerning unlawful employment prac­
tices. Violation of such provisions shall be grounds for immediate
termination of this contract without recourse by the contractor.

A Pre-Bid Conference will be held at 1:00 o ’clockp.m ., local time,
on July 9,1991, beginning at the Yachats Commons Building. A
tour of the proposed construction sites will be conducted. At this
meeting all questions concerning the Contract Documents or
proposed work will be discussed.
One copy of the Contract Documents may be obtained by pro­
spective bidders upon receipt of cash or check in the amount of
$100.00 made payable to the Engineer. Deposit made upon pro­
curement of drawings, specifications, and forms of contract
documents will be non-refundable. Individual sheets and speci­
fication pages may be purchased for the cost of reproduction:
Drawings $2.00 per sheet; Specifications $0.25 per sheet.
Bidders must prequalify with Owner, on Standard Oregon Re­
view Board Prequalification forms, ten (10) days prior to bid
opening. Disqualification statements shall be issued not later
than 4 days before bid opening by the Owner. Prequalification
forms may be obtained from the Engineer and should be subm it­
ted to the Owner via the Engineer. If a prequalification form is on
file with the Engineer and is not over one year old, refiling is not
necessary unless there has been a substantial change in Con­
tractor’s status.
No bid will be considered unless fully completed in the m anner
provided in the "Instructions to Bidders” upon the bid form pro­
vided by the Engineer and accompanied by a bid bond executed
in favor of the City of Yachats in an amount not less than ten
percent (10%) of the total amount of the bid. Bid bond is to be
forfeited as a fixed and liquidated damage should the bidder
neglect or refuse to enter into a contract and provide suitable
bond for the faithful performance of the work in the event the
contract is awarded him. Funds for the improvements are avail­
able, and monthly payments will be made by check.
Any Contract award under the Invitation to Bid is expected to be
funded in part by a grant and loan from the Farmers Home Ad­
ministration (FmHA). Before a Contract will be awarded, com pli­
ance with all FmHA requirements specified in the Contract Docu­
ments will be subject to FmHA review and approval.
No bid will be received or considered by the City of Yachats or any
officer thereof unless the bid contains a statement by the bidder
as a part of his bid that the provisions required by ORS 279.350
shall be included in this Contractor.
The City of Yachats reserves the right to reject any or all bids and
