The City of Salem will receive sealed bids at the office of the City
Recorder, City Hall, Room 205, Salem, Oregon until, but not
after 11:00 a.m ., May 22, 1991, at which time said bids will be
publicly opened and read aloud in the City Council Chambers,
Room 240,555 Liberty Street S.E.,Salem Oregon for the project
specified herein.
The proposed work consists of: approximatley 420 lineal feet
of 8-inch sanitary sewer, 12 sewer service replacements, and
m iscellaneous appurtenante work.
Plans, specifications and other bid documents may be inspected
and obtained at the office of the City of Salem, Department of
Public W orks, 555 Liberty Street S.E., Room 325, Salem, Oregon
((503) 588-6211). The bidder shall not file the book of “ Standard
Construction Specifications” with his bid.
Bids m ust be submitted on the proposal forms furnished to the
bidders. Proposals shall be submitted in a sealed envelope
plainly marked “ BID ON THE SEWER REHABLITATON IN 19TH
STREET SE FROM SHELTON STREET TO NORTH OF LEE
STREET - Bid #3893“ , and show the name and business
address of the bidder.
Any objections to or comments upon the bid specifications
must be submitted In writing to the Department of Public
W orks, Room 325, 555 Liberty Street, SE, Salem OR 97301.
They must be received no later than ten (10) working days
before the bid closing date.
A surety bond, cashier’s check, or certified check of the bidder in
the am ount of ten percent (10%) of the bid must be attached to
each proposal as bid security. Unsuccessful bidders will have
their security refunded to them when the contract has been
awarded.
No bid, EXCEEDING $10,000, will be received or considered by
the City of Salem or any of its officers unless the bid contains a
statement by the bidder (by signing his proposal) that the provi­
sions of ORS 279.350 shall be included in his contract. Every
contractor or subcontractor is required to post the applicable
Prevailing W age Rates (PWR) in a conspicuous and accessible
place in or about the work-site for the duration of the job.
Contractors and subcontractors who intentionally fail to post the
PWR can be made ineligible to receive any public works contract
for up to three years.
RECIPROCAL PREFERENCE LAW: In compliance with ORS
279.029, bidders must state on their proposal whether they are a
resident or non-resident bidder. Proposals that fall to provide
this Inform ation will be considered non-responsive.
The City of Salem reserves the right to reject any or all bids, to
waive form alities and of postponing the award of the contract for
thirty (30) days.
Prices quoted shall be firm for a period of 30 days after the closing
date.
The attention of bidders is directed to the provisions of Chapter
97, Salem Revised Code, concerning unlawful employment prac­
tices. Violation of such provisions shall be grounds for immediate
termination of this contract without recourse by the contractor.

A MANDATORY site orientation will be held at the south side of the
airport terminal building, 2990 25th St. SE. Salem, OR 97302, at
10:00 a.m., on Friday, May 17, 1991. Only one orientation will be
held. All bidders MUST attend. Attendance at the entire orientation,
which is expected to last approximately one hour is required. The
purpose of this orientation is to explain the bid requirements and to
answer any questions bidders may have. Regardless of state­
ments made at the orientation, bidders are cautioned that bid re­
quirements will change only if confirmed by a written addendum is­
sued by the Purchasing Division.

NOTE:This project (No. 3-41 -0055-03) is federally funded through
the Federal Aviation Administration (FAA) and all requirements of
that agency pertaining to bidding and contract performance shall be
strictly adhered to. The total FAA grant allocation - 90%; additional
10% cost to be provided by the City of Salem. In all instances where
there is a conflict between the state or city and federal provisions,
federal provisions prevail, which provisions include, but are not
limited to U.S. Department of Transportation Disadvantaged Busi­
ness Enterprises programs and federal wage rates.
The proposed contract is under and subject to Executive Order
11246, as amended, of September 2 4 ,1 9 6 5 , and Equal Em ploy­
ment Opportunity (EEO) and Federal Labor Provisions. All labor on
the project shall be paid no less than the minimum wage rates as es­
tablished by the Secretary of Labor. The EEO requirements, labor
provisions and wage rates as established by the secretary of Labor.
The EEO requirements, labor provisions and wage rates are
included in the bid documents/specifications and are also available
for inspection at the City of Salem Purchasing Division.
A contractor having 50 or more employees and his subcontractors
having 50 or more employees and who may be awarded a contract
of $50,000 or more will be required to maintain an affirmative action
program, the standards for which are contained in the specifica­
tions. To be eligible for award, each bidder must comply with the af­

Notice is hereby given that upon request by any interested per­
son a public hearing will be held by the Tri-County Metropolitan
Transportation District of Oregon (Tri-Met) at 3:30 P.M.,
W ednesday, May 29, 1991 at the Portland Building, 1120 S.W.
5th Avenue, Second floor, Meeting Room C, for the purpose of
considering a project for which federal assistance under Title 23
U.S.C., Section 103 (e) (4) Interstate Transfer funds is being
sought. Anyone interested in requesting that this hearing be
convened should contact by telephone or in writing Cynthia

Public Services Division, 4012 S.E. 17th Avenue, Portland, OR,
97202 by Friday, May 10, 1991.
The grant application requests partial funding for construction of
the North Transit Mall Extension. A total budget of $3,750,000
($3,187,500 federal share) in (e)(4) funding is requested. Those
interstate transfer dollars will be combined with $6,361,100 (Fed­
eral share: $5,088,880) requested in a separate UMTA "Section
3 ” application to fully complete the Transit Mall Extension.
Tri-Met, in conjunction with the Portland Development Comm is­
sion and the City of Portland, proposes to extend the Transit Mall
north from W est Burnside Street to Union Station. The project
would reconstruct sixteen blocks on NW Fifth and Sixth Avenues,
between, and including, West Burnside and NW Irving Streets.
On the affected streets (except NW Irving between NW Sixth and
Broadway) the sidewalks would be widened and the roadways
narrowed. The right-hand travel lane would be reserved for transit
vehicles only, and the left lane would be for buses and general
traffic. On-street parking would be eliminated. Transit amenities
would be provided, including on passenger shelter per block,
benches and street trees. Materials and finishes would closely
resemble the existing Transit Mall.
No persons, families or businesses will be displaced by this
project.
This project is in conformance with comprehensive land use and
transportation planing in the area and will be programmed in the
Transportation Improvement Program.
A statement of Tri-Met's charter bus service is available for in­
spection at the Tri-Met Administration offices.
Tri-Met will not be engaging in school bus operations.
Private transportation enterprise will not be directly affected by
this project.
This project is currently under review by the state clearinghouse.
At the hearing, Tri-Met will afford opportunity for interested per­
sons or agencies to be heard with respect to the social, economic
and environmental aspects of the project.
A copy of the grant application for the proposed project, and en­
vironmental assessment and a transit development plan for the
area are available for public inspection at Tri-Met, Public Services
