The City of Salem will receive sealed bids at the office of the City
Recorder, City Hall, Room 205, Salem, Oregon until, but not
a fte r 11:00 a.m., May 29,1991, at which time said bids will be
publicly opened and read aloud in the City Council Chambers,
Room 240, City Hall, for the project specified herein.

at the office of the Purchasing Supervisor, 555 Liberty St. S.E./
Room 330, Salem, Oregon 97301-3503, telephone (503) 588-

W ORK DESCRIPTION: Construction of a three-story wood frame
apartm ent building containing 48 resident units, com munity room
and other common areas. (Project includes related work, such as
site preparation, utilities, parking lots and sidewalk construction,
etc.)
Bids must be submitted on the proposal forms furnished to the
bidders. Proposals shall be submitted in a sealed envelope
plainly marked ‘‘ BID ON ENGLEW OOD WEST APARTM ENTS
FOR THE ELDERLY-- Bid #3890” , and show the name and busi­
ness address of the bidder.
Any objections to or comments upon the Bid specifications
m u st be su b m itte d in w ritin g to the office of the Purchas­
ing Supervisor, City Hall, room 330, 555 Liberty Street, SE,
Salem OR 97301. They m u st be received no la te r than
ten (10) w o rk in g days before the bid c lo s in g date.
A surety bond, cashier’s check, or certified check of the bidder in
the amount of ten percent (10%) of the bid must be attached to
each proposal as bid security. Unsuccessful bidders will have
their security refunded to them when the contract has been
awarded.
No bid, EXCEEDING $10,000, will be received or considered by
the City of Salem or any of its officers unless the bid contains a
statement by the bidder (by signing his proposal) that the provi­
sions of ORS 279.350 shall be included in his contract. Every
contractor or subcontractor is re quire d to post the applicable
prevailing wage rates in a conspicuous and accessible place in or
about the work-site for the duration of the job. Contractors and
subcontractors who intentionally fail to post the PWR can be
made ineligible to receive any public works contract for up to three
years.
RECIPROCAL PREFERENCE LAW: In compliance with ORS
279.029, bidders must state on their proposal whether they are a

The City of Salem reserves the right to reject any or all bids, to
waive form alities and of postponing the award of the contract for

97, Salem Revised Code, concerning unlawful employment prac­
tices. Violation of such provisions shall be grounds for immediate
termination of this contract without recourse by the contractor.

PREQUALIFICATION OF BIDDERS Pursuant to the Multnomah
County Public Contract Review Board Administrative Rules (AR
40.030) Prequalification shall be required for this project
for the following class(es) of work: Mining and rock crushing.
Prequalification applications or statements must be prepared
during the period of one year prior to the bid date. Prequalification
application and proof of prequalification by the Oregon Depart­
ment of Transportation must be actually received or postmarked
to Multnomah County Purchasing Section by not later than 10
days prior to bid opening.
All bidders must comply with the requirements of the prevailing
wage law in ORS 279.350.

Contractors and subcontractors must be licensed for asbestos

(10%) of the aggregate proposal. The successful bidder shall
furnish a bond satisfactory to the Board in the full amount of the

ADVERTISEMENT FOR BIDS
Sealed bids for Inlow Hall W indow Restoration Project, Eastern
Oregon State College, La Grande, Oregon, will be received by the
Oregon State Board of Higher Education at Conference Room
113, Inlow Hall, Eastern Oregon State College, La Grande,
Oregon until 2:00 p.m., PDT, Thursday, May 30,199 1, and then
publicly opened and read aloud by the Undersigned or the
Undersigned’s designated representative.
The project includes the replacement of existing “ Double-hung"
and “ casem ent” wood sash at designated windows. The project
also includes cleaning, repairing, and painting of all exterior wood
trim at designated windows. The project also includes rebuilding
and/or total replacem ent of existing wood window sills, as desig­
nated.
Bids will be received on a lump-sum basis for all of the work as
shown on the Drawings, Details,and as described in the Specifi­
cations. One (1) set of the Project Manual may be obtained from
Sodertstrom Architects, P.C., 1200 N.W. Front, Suite 410, Port­

The Portland Development Commission is soliciting proposals
from firms wishing to be pre-qualified for future work. Only firms
who have been pre-qualified according to the specifications of
this Request For Proposals (RFP) will be considered for future
contracts to provide professional services related to wetland fill
and mitigation in the Airport Way Urban Renewal Area.
Pre-qualified firms will be asked to present cost proposals on
individual projects as they become known. It is anticipated that
over a period of five years, between 1991 and 1996,11 projects
may be undertaken.
