1991, for labor and materials to make site and dwelling improvements at an existing
apartm ent site. Shortly thereafter, bids will be opened and publicly read. Interested
parties are welcome to attend.
The basic work consists of new security lighting, patio ooors and metal siding at
Townhouse Terrace Apartments. 3001-3135 SE 136th, Portland, Oregon.
Interested bidders may obtain one set of bid documents at the HAP Maintenance
Office, noted above, upon receipt of $50 (Fifty Dollar) deposit, which is refundable
when documents are returned in good condition within 10 days after bid opening.
Additional sets may be acquired for a $20 (Twenty Dollar) non-refundable fee.
A HAP representative will conduct a pre-bid tour of the project commencing at the
HAP Maintenance Office, address above, at 10:00 a.m „ PDT, Thursday, May 9,
1991, and the attendance of bidders is requested. An orientation will be given prior
to moving to the project site. Questions posed during the tour, when not addressed
in the specifications, will be answered by addendum and mailed to all bidders.
Attention s called to the provisions in "Supplemental Instructions to Bidders"
regarding MBE participation and Division “ H", “ Special Conditions” , regarding
Equal Employment Opportunity, EEO compliance reports, certification of non-
segregated facilities and a waiver from enforcing the payment of non-federal pre­
vailing wages when said wages, exclusive of any fringe benefits, exceeds the
applicable wage rate determined by the secretary of HUD.
A bid security of 5% of the bid is required as prescribed in the "Instructions to

No bidder may withdraw their bid after the hour set for opening there of until after
the lapse of sixty (60) days from the bid opening.
The Housing Authority of Portland may reject any bid not in compliance with the
prescribed bidding procedures and requirements and may reject any or all bids and
waive all informalities if, in the judgment of HAP, it is in the public interest to do so.

CONSTRUCTION OF ALUMINUM HANDRAILS
AT THE GRESHAM
WASTEWATER TREATMENT PLANT
Project No. 063-91-1
Sealed proposals will be received by the City Engineer at the Gresham City Hall,
1333 N.W. Eastman Parkway, Gresham, Oregon 97030, until 10:00 A.M. Pacific
Daylight Time, Thursday, May 9,1991, at which time they will be opened for the
construction of ALUMINUM HANDRAILS AT THE GRESHAM W ASTEWATER
TREATMENT PLANT.
The major quantities involved are as follows:
1. Demolition of existing steel handrail at primary clarifiers No. 1 and No. 2.
2. Installation of aluminum handrail at primary clarifiers No.l and No.2.
3. Installation of aluminum handrail at secondary clarifier steps.
Contractor for this work shall furnish all labor at current State of Oregon prevail­
ing wage rates, materials and equipment, and services of all kinds to complete
the work in accordance with the plans and specifications therefore.
Plans and specifications may be examined at the office of the Gresham City En­
gineer, 1333 N. W. Eastman Parkway, Gresham, Oregon. Copies of said plans
and specifications may be obtained upon application to the City Engineer and by
posting a non-refundable fee of $10.00 with the City Engineer for each set of
plans and specifications requested.
Contractors must prequalify for General Public Works Construction with the City
of Gresham, as required by the laws of the State of Oregon, before the date of a
bid opening. Otherwise their proposal may not be given consideration.
All proposals must be submitted on the regular forms furnished by the City of
Gresham, addressed and mailed or delivered to the Engineering Division, City of
Gresham, in a sealed envelope plainly marked, “ SEALED BID ON CONSTRUC­
TION OF ALUMINUM HANDRAILS AT THE GRESHAM WASTEWATER TREAT­
MENT P LAN T bearing the name and address of the bidder. Each must be
accompanied by a certified check, cashier's check or bid bond in an amount not
less than ten percent (10%) of the total bid. A performance and payment corpo­
rate surety bond in the full amount of the contract shall be required to guarantee
faithful performance of the terms of the contract at the time of contract execution.
In determining the lowest responsible bidder, the public contracting agency shall,
for the purpose of awarding the contract, add a percent increase on the bid of a
nonresident bidder equal to the percent, if any, of the preference given to that
bidder in the state in which the bidder resides.
Each bid must contain a statement as to whether the bidder is a resident bidder,
as defined in ORS 279.029.
Each bid must contain a statement by the bidder that the provisions of ORS
279.350 will be complied with.
Each bidder must file with his bid an affidavit of non-collusion.

Electrical. To provide electrical, technical, and inspection skills for the
construction of new facilities.
The successful candidate will be responsible for:
1. Providing on-site inspection of electrical work.
2. Assisting with nonelectrical inspection as requested.
3. Keeping as-built drawings up to date.
4. Verifying proper licensing and registration of electrical contractors.
