o provide the following services:
Pre-Employment Services in Washington County of adult participants who are
eligible for Job opportunities Basic Skills (JOBS) and Job Training Partnership Act
JTPA) activities. Pre-Employment Services includes the recruitment and orienta-
ion of JTPA clients, basic skill and vocational testing, assessment, pre-em ploy­
ment training, indivioual plan development, provision of assessment information
and referral of clients to other program components, provision of JTPA support
services, maintenance of client attendance and file information, and tracking of
JTPA clients.
Job Placement Services in Washington County for adult participants who have
been enrolled in the Job Training Partnership Act (JTPA) and Job Opportunities
Basic Skills (JOBS) programs. Job Placement Services are the recruitment and ori­
entation of JTPA clients, provision of an on-going Job Club, job search counseling,
ob placement services retention s e r ,. es, provision of JTPA S upportt wrvices, and
maintenance of client attendance and file information.
Case Management services for Job Opportunities Basic Skills (JOBS) eligible Teen
Parents in all school districts within Washington County. Case Management is the
assessment, case plan development, ongoing individual counseling, facilitation of
support groups, resource development, attendance and progress reporting, and
coordination with agencies.
Contractors are urged to attend a vendor conference scheduled for Pre-Employ­
ment Services, and Job Placement and Retention Services for Adults at 1:00 p.m.,
local time, on April 17,1991, and for Case Management Services for Teen Parents
at 3:00 p.m., local time, on April 17,1991, at Portland Community College, Rock
Creek Campus, Building 2, Room 214,1 7 7 0 5 N.W. Springville Road, Portland,
Oregon.
The conference will include technical assistance and training on how to respond to
the request for proposals, the contracting system and an orientation to the activities
and services being requested.

CONSTRUCTION BIDS COME IN

FOR LIBRARY EXPANSION PROJECT
CITY OF ST. HELENS
WASTEWATER TREATMENT PLANT UPGRADE
Bids were opened Wednesday (April 10) for the first phase of the University of
Oregon’s project to make a major addition to its Knight Library, the state's primary
humanities and social sciences research center.
The apparent low bid of $12,168,700 from L.D. Mattson, Inc., of Salem came in
about five percent below the pre-bid cost estimates, according to Chris Ramey, UO
associate planner.
All tour bids submitted on the project will be forwarded immediately for review by the
Oregon State System of Higher Education’s facilities division, which reviews them
to ensure that project specification and statutory requirements are met by the
apparent low bidder.
Ramey said the contract is expected to be awarded within two weeks. Construc­
tion will begin in mid-May. Completion is set for fall 1992.
The other three bids were $12,990,000 from Wildish Paving Co. doing business as
Wildish Building Co.of Eugene; $12,597,294 from John Byland Construction, Inc.,
of Eugene and $12,465,000 from Marion Construction Co. of Salem.
"This is great news because all of the bids were very close and well within our
budget estimate,” Ramey said. "Credit goes to the architects for doing such a good
job of describing the building.”
Project architects are TBG Architects and Planners/PC of Eugene. Sheppley,
Bulfinch, Richardson and Abbott of Boston is the design consultant.
The expansion which includes building another floor on topof the rear of the existing
building and extension of the west and south wings, will add 132,000 square feet
to the current 237,000 square feet of floor space. Since the last expansion in 1966,
the collection has grown 40 percent, and UO enrollment has increased 42 percent.
A second phase of the Knight Library expansion program, primarily involving reno­
vations to the existing structure, will follow the new addition and is expected to take
24 months to complete.
Planning for the expansion began in 1987 with seed money from the Oregon Leg­
islature. A total of $17,474,000 was authorized by the 1987 and 1989 Legislatures
from the state's general fund, with another $9,926,000 to be raised by the univer­
sity from private gifts and grants. To date, more than $7 million in private money has
been committed to the project.
Seated proposals for the construction of the City of St. Helens Wastewater Treat­
ment Plant Upgrade, addressed to the Director of Public Works, City of St. Helens,

Any objections to or com m ents upon the bid specifications must be subm it­

A surety bond, cashier’s check or certified check of the bidder, in the amount of ten
percent (10%) of the bid must be attached to each proposal as security. Unsuc­
cessful bidders will have their security refunded to them when the contract has

No bids, exceeding $2,000, will be received or considered by the City of Salem or

Proposals that fail to Provide this information will be considered nonresponsive.
The City of Salem reserves the right to reject any or all bids, to waive formalities

The attention of bidders is directed to the provisions of Chapter 97, Salem Revised

The Metropolitan Exposition-Recreation Commission (MERC) is soliciting written
