Sealed bids are requested for labor and materials to complete the FIRE REHABILI­
TATION PROJECTS described as BLANDENA RESIDENCE and EASTWOOD
COURT. Separate iump sum bids will be received by the Housing Authority of
Portland, (HAP), 135 SW Ash, Portland, Oregon 97204, until 2:00 P.M., PST,
Tuesday, Febr. 12,1991. Shortly thereafter bids will be opened and publicly read.
The attendance of bidders Is welcomed.
The Work consists of Fire Restoration for two separate projects, specifically,
restoring a single family residence and an apartment complex housing unit that
were subjected to extensive fire damage. The basic clean-up has been completed
by the Owner and an assessment of structural damages and repairs required are
visually evident.
Proposed forms of Contract Documents, including Plans and Specifications are on
file at the HAP office noted above and at the following plan centers;

Interested bidders may obtain Bid Documents at the HAP office first above men­
tioned upon receipt of $20.00 for each job set which is refundable when Documents
are returned in good condition within 10 days after bid opening. Additional sets may
be acquired for printing costs which is not refundable.
A HAP representative will conduct a pre-bid tour of the Projects commencing at
9:00 am., on Thursday, Jan. 24,1991 and the attendance of bidders is requested.
Interested parlies should first meet at the BLANDENA project site, 623 N. Blandena
St. The meeting will continue at the EASTWOOD COURT project, 18246 SE
Yamhill and questions posed during these meetings, when not addressed in the
Specifications, will be answered by Addendum and mailed to all bidders.
A bid security of 5% of the bid is required as prescribed in the "Instructions to
Bidders". (Document B)
Attention is called to the provisions addressed in Document H, "Special Condi­
tions” , regarding Equal Employment Opportunity; the utilization of 20% MBE
Participation; the filing of EEO compliance reports ; the Contractors Certification of
Non-segregated Facilities, and a w aiverf rom enforcing the payment of non-federal
prevailing wages when said wages, exclusive of any fringe benefits, exceeds the
applicable wage rate determined by the Secretary of HUD.
No bidder may withdraw their bid after the hour set for opening thereof until after
the lapse of sixty (60) days following the bid opening.
The Housing Authority of Portland may reject any bid not in compliance with the
prescribed bidding procedures and may reject any or all bids and waive all infor­
malities if, in the judgement of HAP, it is in the public interest to do so. Questions

NOTICE OF INTENT
The Oregon Departm ent of Transportation, Highway Division, is seeking qualifi­
cations from consulting engineering firm s with experience in structural and con­
struction engineering for small to moderate size bridges. The Division is also
seeking firms with experience in various bridge studies including hydraulic stud­
ies, foundation studies, load ratings, and aesthetic studies.
The Division proposes to enter into a flexible service contract with the consultant
to provide services in one or all of the above areas on selected projects through­
out the state. The maximum value of this one (1) year contract will be $250,000
with an option for renewal if both parties agree.

The Oregon State Bar Affirmative Action Program requests proposals for consultants to
Its mentonng program for calendar year 1991.
PURPOSE OF PROGRAM: The goal of the Professional Partnership Program ("PPP” )
Is to provide a quality mentor relationship between participating law students of color and
experienced attorneys. Amount of contract Is $2500.
DURATION OF CONTRACT: Calendar year 1991. Includes three workshops - one
spring workshop for all current program participants, and two separate fall orientation
workshops for new program participants (attorneys and students). Spring workshop will
be scheduled for late February or early March, 1991. Possibility of renewal.
ROLE OF THE CONSULTANT : Work with committee members and Bar staff to develop
programming, prepare materials, lead participatory workshops In spring and fall on
cultural awareness and intercultural communications Issues to student and attorney PPP
participants, and share In program evaluation. Currently, there are approximately 40PPP
participants. Must demonstrate awareness of American law firm culture and appreciation
of diverse cultures. Must be comfortable with talking about racism In mixed race groups,
r-rior experience with mentor programs a plus.
