City of Portland Development Commission
Statements of Qualifications due by 3:00 p.m. January 3,1991.
The Portland Development Commission (PDC) on behalf of the building owner,
Central City Concern (CCC), seeks Statements of Qualifications from general con­
tractors tor the renovatgion of the Shoreline Building. The building is part of the City
of Portland single room Occupancy (SRO) Downtown Housing Preservation
Program commitment. The building is located on the northeast corner of the inter­
section of N.W. Second Avenue and W. Burnside Street and will contain approxi­
mately 62 units of SRO housing on two upper floors, commercial leased space
(presently occupied) and lobby space on the ground floor, and work In the base­
ment. Statements of Qualifications from general contractors will be evaluated and
the three (3) most qualified contractors, as determined by the Commission, will be
invited to submit Proposals to perform the work. These contractors must be pre­
qualified with the City of Portland prior to submitting their proposals. The construc­
tion work will be performed on a cost-plus-fixed-fee basis with a Guaranteed Maxi­
mum Price.
The Portland Development Commission is committed to acting affirmatively to en­
courage and facilitate the participation of Emerging Small Businesses (ESB), Mi­
nority Business Enterprises (MBE), and Women Business Enterprises (WBE) in
Comissiion projects and operations. The contractor selected for this project must
comply with ESB/MBE/WBE goals established by the Commission.
A copy of the Request for Qualifications and preliminary drawings will be available
by 3:00 p.m., Wednesday, December 19,1990, from Tony Poneck, PDC, (503)
823-3240, by depositing with the Portland Development Commission a check for
$15.00 per set, refundable upon return of the documents in re-useable condition.
Statements of Qualifications must be received by the Commission, attention of
