The City is requesting proposals for design of a wastewater treatment facility.
The selected engineering firm will evaluate the City’s selected alternative from
its Sewer Facility Plan and design the facility to meet DEQ standards. The
engineer shall meet all requirements of Oregon Administrative Rules (OAR)
Chapter 340, Division 52 and as otherwise directed.
The City is under a compliance order from DEQ to plan and construct improve­
ments to its sewer facilities. A Facilities Plan has been completed. Engineering
plans and design are to be completed by June 1,1991 and construction is to be
completed by December 31,1992. The engineer will be required to meet these
deadlines.
The engineer will be required to periodically meet with City staff, City Council,
and DEQ in order to have his plans adequately reviewed and approved. The City
will provide the Sewer Facility Plan and such other documents or information
engineer may need in order to complete his work in a timely manner.
It is the intent of the City to award a construction engineering and administration
contract to the selected firm upon satisfactory completion of the design project.
Proposal Requirem ents: The proposal must include, as a minimum, the follow­
ing items:
1) A scope of work indicating an in-depth understanding of the work required.
2) A detailed work schedule that clearly shows work phases and specific tasks
up to the time of completion.
3) A listing of project personnel and designation of project manager. Include in­
dividual resumes for all team personnel with particular emphasis on prior
experience with design and construction A & E. Include names, addresses and
phone numbers for reference.
4) A Listing of former clients with a summary of work for design and
construction A & E. Include names, addresses and phone number for reference.
5) A listing of former clients with similar work with whom disagreements have
resulted in resolution by a third party. Include a brief summary and list of parties
involved such as a mediator, arbitrator, etc. Include also any contract that was
suspended or cancelled.
6) Total cost for services and proposed method of compensation. Include also
a proposed services contract.
Selection C riteria: Selection of engineer will be based on the following as a
whole, not individually. The City may make its selection from the proposals
without interviews.
1) A demonstrated understanding and familiarity with the work to be accom­
plished.
2) Experience and performance of team individuals.
3) The firm's experience, technical competence, and resources.
4) The proposed work schedule.
5) The proposed fee.
Submission Deadline: Formal, complete proposals (5 copies) must be received
by no later than 4pm, January 10,1991 at City hall, 48318 E. First St., Oakridge,

hen Ed Scarbrough decided to re­
open his father’s oil delivery busi
ness in February of 1988, he
decided also to name the com
pany “ Dad’s oil” in honor of the
founder, Naymon Scarbrough.
After retiring, Naymon sold the business but the new owners
couldn’t make it go, so they closed it. Consequently, the
property fell into disrepair. Ed had left the business ten years
before his father retired to be a freight truck driver, but in late
1987, the truckers were striking against the company he
worked for. Since he had a lot of time on his hands he
decided to tackle the job of cleaning up the property on N.E.
Russell. As he did the repair work, many passersby com­
mented that they hoped he was reopening. Ed decided to
give it a try and hasn’t looked back since. “ I love being my
own man. I like not having someone standing over me,” he
commented.
In 1942, when Naymon Scarbrough moved to Port­
land from Birmingham, Alabama, he started delivering coal
and wood to the government housing projects (duplexes and

Swan Island. After the war, when businesses and houses
were converting to oil, he started delivering oil with Ed
helping out. “ At first we just delivered oil in five gallon
cans,” recalled Ed. But soon houses were constructed with
large, underground tanks. Now Ed makes two or three trips
daily in his truck to the Rivergate docks on Front Street and
fills up from the huge oil storage tanks there.
His early experience has paid off. Dad’s Oil is doing
well and Ed hopes to expand in the near future. The secret
to his success is personal service. “ I specialize in fast
service,” said Ed. “ The bigger companies can’t get to you
sometimes for two or three days if you ned oil. And a lot of
them won’t deliver under 200 gallons at a time. I deliver
seven days a week all year long-on Sundays and even
Christmas Day.” In fact, last year on Christmas Day three
churches ruan out of oil and made frantic calls to Ed to save
their freezing congregations. “ People don’t check their
tanks. The weather gets colder and they don’t think about
how much oil their furnace is burning,” he commented.
Ed doesn’t see the problems in the Middle East af­
fecting his business drastically. “ Prices went up a little at
first but now they’re down by 30 cents a gallon from a year
ago,” he said. And few people are converting to gas. “ It
costs a lot of money and no matter what you use for heat-gas
or oil or electricity, it’s all going to cost you money,” he
added.
The greatest challenge Ed has faced so far “ was
getting the business back off the ground.” His next chal­
lenge was buying and equipping a second tank truck last
summer and now he’s facing the challlenge of expanding the
business. And he’s committed to staying a minority busi­
ness owner. “ I think having black-owned business is vital.
I hope I’m seen as a role model. I’m running my own
business and I’m successful,” he said.
Ed was bom in Alabama and was two years old when
the family moved to Portland. “ I like to travel, but I’m
always glad to get back to the Northwest. I love the coast and
the mountains.” He has two daughter, both in college-Tina
is a business major at Howard University and Angacla is
attending Jackson Stale University in Jackson, Mississippi.
Ed’s father and mother arc still participating in the
business by taking the orders over the telephone.
Dad’s oil is located at 104 N.E. Russell. They spe­
cialize in same-day oil delivery for residence and busi­
