The attention o f Bidders is directed to the requirements and conditions o f
employment to be observed and m inim um rates to be paid under the Contract. The

The bidder’s attention is directed to the provisions o f these Contracts that
related to the utilization o f small, m in ority, and women business enterprises
during the performance period o f the Contract. The fo llo w in g goals are set fo r this
Contract:
1. Eight percent o f the dollar amount o f the construction services and/or
supply services is to be performed by m in ority subcontractors and/or m in ority
suppliers.
2. Four percent o f the dollar amount o f the construction services and/or
supply services is to be performed by women subcontractors and/or women
suppliers.
P rior to award o f Contract, EPA w ill review the Proposals w ith respect to the
B idder’ s degree o f compliance w ith the above goals; a low Bidder who has not
achieved these goals must demonstrate to the satisfaction o f the Director, O ffice
o f C iv il Rights and Urban A ffa irs, EPA Region 10, that the goals are not attainable
on the Contract work.
Before a Contract w ill be awarded, compliance w ith all EPA and OCD
requirements specified in the Contract Documents w ill be subject to EPA review
and approval. The Owner reserves the rig ht to accept or reject any or a ll proposals
and to waive any inform alities in said Proposals. The rig ht is reserved to delete any
portion o f bid schedule at O w ner’ s discretion, and to award each schedule separate
to the lowest responsive/responsiblc bidder on each schedule.
A pre-bid conference to be held 1:00 o ’clock p.m., local tim e on the 10th day
o f September, 1990, beginning at the A d air Village C ity H all. A tour o f the
wastewater and proposed construction work w ill be conducted. A t this meeting all
questions concerning the Contract Documents or proposed work w ill be dis­
cussed.
N o bid w ill be received or considered by the C ity o f A dair V illag e or any
o ffic e r thereof unless the Bid contains a statement by the bidder as a part o f his bid
that the provisions required by ORS 279.350 shall be included in this Contract.
The C ity o f A d a ir V illag e reserves the rig ht to reject any or all bids and to
waive all inform alities. No bidder may w ithdraw his bid after the hour set fo r the

I f the total amount o f the b id exceeds $25,000, the successful Bidder w ill be re­
quired to furnish and pay fo r satisfactory Performance and Payment Bond, or,
separate performance and payment bonds, each fo r 50% or more o f the contract
price, or a 20% cash escrow or a 25% irrevocable letter o f credit.
A ttention is called to the provisions fo r equal employment opportunity, insur­
ance requirements, and the payment o f not less than the m inim um salaries and
wages as set forth in the Specifications.
A ny prevailing wage rate (including basic hourly rate and any fringe benefits)
determined under State or tribal law to be prevailing w ith respect to an employee
