posals from qualified consultants to develop and implement a more effective
computer software package to perform computations involved in Cost Respon
sibility Studies for road user taxation. This contract will consist of two phases.
The first phase involves an evaluation of existing software, an investigation of
desirable changes, and the submission of a proposal identifying options and a
recommended course of action. Upon the approval of the Division of the rec
ommended course of action, the second phase will be initiated involving devel

Associate Planner
The Port of Portland has an opening for an Associate Planner working under the
direction of a senior planner/project manager to provide support to Port de
partments in developing a variety of planning projects and studies.
The successful candidate will be responsible for:

•Preparing reports evaluating land use planning and site development prob
lems.

•Course work or experience in land use planning.

to perform a major needs assessment and financial study for Oregon’s roads for
the years 1993-2013. This study will detail road needs in all areas of road
funding: construction and expansion, repair and preservation, and operations
and maintenance. The study will be approximately 15 months in duration with

$1 million range.

REQUEST FOR NEGOTIATED PROPOSALS

The Housing Authority of Portland (HAP) is requesting proposals to
construct sitework at the Hillsdale Terrace Apartments, located at 6775 S.W.
26th Avenue, Portland, OR. Proposals will be received at the HAP Mainte
nance Office, 8910 N. Woolsey Avenue, Portland, OR 97203, until 4:30 p.m.,
Tuesday, September 18,1990. After completion of a seven (7) day assessment
and evaluation period, a contract award will be made to the responsible offeror,
price and criterion factors considered, whose proposal is most advantageous to
HAP. A 100% performance and payment bond will be required of the
successful proponent.
Basically, the work consists of site demolition and construction of stairs,
landings, walkways, handrails, retaining walls, lighting, drain facilities and
landscaping. Total costs to consider for construction is $400,000. Criterion to
consider in the development of the proposal is outlined for proponents review
and is contained in the instructions to contractors in the project manual.
Interested proponents may obtain one set of construction documents at the
HAP Maintenance Office, mentioned above, upon receipt of $75 deposit which
is refundable when documents are returned in good condition within 10 days
after notice of award. Additional sets may be acquired for $40 each which is
non-refundable.
A HAP representative will conduct a tour of the project commencing at
10:00 a.rn., Thursday, September 6,1990, and the attendance of proponents is
requested. Interested parties should meet at the HAP Maintenance Office noted
above for instructions and orientation prior to the tour. Questions posed at that
time, when not addressed in the project manual will be clarified by addendum
and mailed to all proponents.
Attention is called to the provisions addressed in Division H “ Special
Conditions,” regarding Equal Employment Opportunity, a minimum of 20%
MBE participation, EEO compliance reports, certification of non-segregated
facilities and a waiver from enforcing the payment of nonfederal prevailing
wages when said wagers, exclusive of any fringe benefits, exceeds the appli
cable wage rate determined by the Secretary of HUD.
The Housing Authority of Portland may reject any offer not in compliance
with the prescribed procedures and may reject any or all proposals and waive
all informalities if, in the judgment of HAP, it is in the public interest to do so.

the rehabilitation and historic preservation of the Shoreline Hotel building

The work consists of remodeling portions of the existing building to
accommodate approximately 62 single room occupancy low-income living

ON WASTEWATER TREATMENT PLANT EFFLUENT
Background
The City of Gresham Wastewater Treatment Plant (WWTP) treats
approximately 10 mgd dry weather flow and manages an EPA-approved
pretreatment program. Current regulatory emphasis on water quality based
standards for receiving waters raises issues regarding what impact present and
future regulations may have on the operation of the WWTP. The City,
therefore, seeks a consultant to provide an analysis and recommendations
regarding these issues.
Proposal
Proposals must be submitted by 5:00 PM, Pacific Daylight Time, Septem
ber 26, 1990. Proposals must include task details describing the work to be
done under each task, hours by professional category for each task, estimate
of cost by task, and project schedule by task.
The consultant should include in his proposal the following items:
1. The name and resumes of the Project Manager, Project Engineer, and
all key personnel for the project
2. The firm name and key personnel of any subconsultants on this Project.
Also, list this firm’s qualifications for the proposed work.
3. Firm’s background with similar type of projects in the past. The firm ’s
capability to complete all phases of the project within the time schedule.
4. The name, address, and telephone number of the person who will be the
contact on firm ’s behalf and to whom all correspondence will be sent.
5. Firm’s approach to Project.
6. Project schedule.
7. Estimated co st
Proposals would be no more than five pages excluding standard firm
brochures.
Scope of work
The scope of work includes the following:
1. Perform whole effluent toxicity (WET) testing on WWTP effluent
using approved laboratory procedures. Determine concentrations, duration,
and frequency of WET testing necessary to begin building a database of
effluent toxicity.
2. Perform analysis of the WWTP outfall, resulting in technically-based
determination o f the mixing zone and zone of initial dilution as they relate to
water quality based discharge limits. Evaluate adequacy of outfall pipe to
provide mixing and assess potential need for high rate diffuser or alternative
location.
3. Determine the possible impacts of water quality based limits on the
NPDES renewal process and the current industrial pretreatment program.
Evaluation of Proposals
The proposals will be evaluated on the following criteria:
1. Conceptual understanding of the project as demonstrated in the
proposal.
2. Firm ’s resources and capability to compete work in a timely manner.
3. Firm’s experience and expertise for the type o f services required.
4. Proposed fees vs. proposed staffing and services.
A consultant evaluation committee will make recommendations to the
City Engineer. The selected consultant will be asked to negotiate an agree
ment with the City. In the event that negotiations are unsuccessful, the next
ranking consultant will be selected for negotiations. The negotiated agree
ment will be on an hourly rate basis with a “ not-to-exceed” cost lim it
