Each bid shall be accompanied by Previous Participation Certification, Non-
Collusi ve A ffidavit, and a certified check or bank draft, payable to The Housing
Authority o f the City o f Vancouver, or U.S. Government bonds, or a satisfac­
tory Bid Bond executed by the Bidder and a Surety that is acceptable to the
Federal Government, in an amount equal to five percent of the bid.
The Contract w ill be awarded on the basis of the base bid unless it overruns the
amount budgeted for this work. In the case o f such overrun, deductible
alternates w ill be taken by the VH A in numerical order as they are listed to the
extent necessary to come within the budgeted total. I f there are no deductible
alternates or taking all deductible alternates the resultant still exceeds the budg­
eted amount, the V HA reserves the right to reject all bids, or to secure additional
funds necessary to awarding the Contract.
If the total amount of the bid exceeds $25,000, the successful Bidder w ill be re­
quired to furnish and pay for satisfactory Performance and Payment Bond, or,
separate performance and payment bonds, each for 50% or more o f the contract
price, or a 20% cash escrow or a 25% irrevocable letter o f credit.
Attention is called to the provisions for equal employment opportunity, insur­
ance requirements, and the payment o f not less than the minimum salaries and
wages as set forth in the Specifications.
Any prevailing wage rate (including basic hourly rate and any fringe benefits)
determined under State or tribal law to be prevailing with respect to an
employee in any trade or position employed under the contract is inapplicable
to the contract and shall not be enforced against the contractor or any subcon­
tractor with respect to employees engaged under the contract whenever either
of the follow ing occurs:
(1) Such nonfederal prevailing wage rate exceeds (A) the Bacon Act (40 U.S.C.
276a et seq.) to be prevailing in the locality with respect to such trade; (B) an
applicable apprentice wage rate based thereon specified in an apprcnticehip
program registered with the Department o f Labor or a DOL-recognized State
Apprenticeship Agency; or (C) an applicable trainee wage rate based thereon
specified in a DOL-certified trained program, or (ii) Such nonfederal prevail­
ing wage rate, exclusive of any fringe benefits, exceeds the applicable wage rate
determined by the Secretary o f HUD to be prevailing in the locality with respect
to such trade or position.
The Housing Authority of the City o f Vancouver reserves the right to reject any
or all bids, or to waive any informalities in the bidding.

Opening.
A ll bidders must comply with the provision o f Chapter 279, Oregon Revised
Statutes, relating to the qualification of bidders. The bidder’ s prequalification
statements shall be prepared and presented on the City o f Portland Prequalifi­
cation Application and filed with the Portland City Engineer not later than nine
(9) business days prior to the bid opening time for classifications suitable, in the
Commission’s opinion, for this work.
A certified check or bank draft, payable to the order of the Portland Develop­
ment Commission, negotiable U.S. Government Bonds (at par value), or a
satisfactory Bid Bond executed by the Bi8dder and an acceptable Surety, in an
amount equal to ten percent (10%) o f the total Bid shall be submitted with each
Bid.
The successful Bidder w ill be required to furnish and pay for satisfactory Per­
formance and Payment Bond or Bonds.
Attention is called to the fact that not less than the minimum salaries and wages
as set forth in the Contract Documents must be paid on the Project, and that the
Contractor must ensure that employees and applicants for employment are not

The City o f Salem w ill receive sealed bids at the office o f the City Recorder, City
Hall, Room 205, Salem, Oregon, u n til but not after 11:00 a.m., September 5,

The proposed work consists of: Approximately 550 lineal feet o f 10-inch sani­
tary sewer, 160 lineal feet of 18-inch steel casing bored under Highway 22,4
manholes, and appurtenant work.

name and business address o f the bidder.
Any objections to or comments upon the bid specifications must be
submitted in w ritin g to the Departm ent o f Public W orks, Room 325,
555 L ib e rty Street, SE, Salem OR 97301. They must be received no
later than five <51 workin g davs before the bid opening date.
A surety bond, cashier’s check or certified check o f the bidder, in the amount of
ten percent (10%) o f the bid must be attached to each proposal as security. Un­
successful bidders w ill have their security refunded to them when the contract
has been awarded.
No bids, exceeding $ 10,000, w ill be received or considered by the City o f Salem
or any o f its offices unless the bid contains a statement by the bidder (by sign­
ing his proposal) that the provisions o f ORS 279.350 shall be included in his con­
tract. Every contractor or subcontractor is required to post the applicable Pre­
vailing Wage Rates (PWR) in a conspicuous and accessible place in or about the
work-site for the duration o f the job. Contractors and subcontractors who inten­
tionally fail to post the PWT can be make ineligible to receive any public works
contract for up to three years.
