Sex Offenders Should be
Tracked, Supervised
The Governor’s Task Force on Sex
Offenses Against Children has recom­
mended that those convicted be required
to register with the state for the rest of
their life. Support has also been given to
a Corrections Task Force recommenda­
tion that convicted sex offenders be
directly supervised for up to 20 years.
Covering many changes in both the
law and administrative rules, the pro­
posals are part of the Task Force report
to Governor Neil Goldschmidt. He for­
mally received the document today from
Kevin W. Concannon, director of the
Oregon Department of Human Resources.
The Governor directed Concannon to
appoint the special study group.
“ We believe our multi-facted sug­
gestions for change,” said Concannon,
“ will advance the cause of protecting
children. But we want to know what
Oregonians think.” The Governor has
asked Concannon to pursue that objec­
tive in a series of public meetings across
the State. Details are not complete, but
the hearings will likely be held in late
September.
Other recommendations in the re­
port:
*Fund programs to provide treat­
ment to victims of sex offenders.
•Empower judges to verbally order
adults who pose threats out of the homes
of children on an emergency basis.
•Establish a certification system for
providers of sex abuse treatment
♦Increase access to Victim’s Com ­
pensation.
•Improve restitution programs for
victims.
•Require educational programs at
all levels on the issue of sex abuse.
•Carry out a massive public educa­
tion program.
“ These recommendations cover a
substantial amount of territory,” acknowl­
edged Concannon, “ and they cannot all
be implemented immediately.” After
hearing from Oregonians, the Task Force
will incorporate the public viewpoint in
a report that will ultimately be offered to
lawmakers for further consideration.
Governor Neil Goldschmidt asked
for the Sex Offenses Against Children
study to develop legislative proposals.
The group met eight times over a period
of thirteen weeks. It heard from victims,
providers of services, and the public.
