Scope:
Replacement of: existing control tower a irfie ld lighting control panels and
related control equipment and w irin g w ith a new computerized control system;
tower runway control console and rearrangement o f existing F A A control panels
to accommodate installation o f new a irfie ld ligh ting control panel and C R T; in ­
stallation o f three constant current regulators (CCR) and m odifying existing CCR

ment, ai 1 new maintenance operation center computer term inal at the Central
U tility Plant control room.
A prebid conference w ill be held on Tuesday, August 7, 1990, at 10:30 a.m. to
discuss a ll phases o f the w ork. The conference w ill be held in Conference room
B on the mezzanine level in the Term inal B uilding at Portland International
A irport, fake the stairs near the clock tower in the concession lobby, turn left at
the top o f the stairs, and go down the hall to the conference rooms.

Bids muse be on the bid form which w ill be provided to prospective bidders and
must be accompanied by a certified or cashier’ s check drawn on a United Slates
bank or a bid bond payable to The Port o f Portland in an amount equal to at least
10 percent o f the total amount bid.
Bidders are required to prequalify in the fo llo w in g category:

Bidders are reminded o f the fact that public funds w ill be used for this W ork and,
therefore, certain provisions o f the Oregon Revised Statutes must be observed,
among which is law (ORS 2789-350) pertaining to prevailing wage rates as
jrovided by the State Bureau o f Labor.
Bids shall be made out on o ffic ia l form s (a sample o f which may be found in the
Bidding Documents), and shall be accompanied by a certified check, cashier’ s
check, or b id bond payable to Clackamas School D istrict No. 62, in the amount
equal to ten percent (10%) o f the total amount o f the proposal. Such a bid security
constitutes liquidated damages fo r the Owner, should the apparent low bidder fail

The successful bidder w ill be required to furnish a performance bond and a labor
and materials payment bond, each in the amount o f one hundred percent (100%)

The Bidder understands and agrees that i f a Contract is awarded, the Owner may
elect to award a ll schedules under one Contract, separately, or in any combination
that best suits the interest o f the Owner.
Each bid must contain a statement as to whether the bidder is a resident bidder,
as defined in ORS 279.029.
Contractor must include an a ffid a v it o f non-collusion (ORS 279.350).
The successful bidder fo r Schedule A must enter into a R ight o f Entry Agreement
w ith the Union Pacific Railroad as a condition o f award o f the bid. The agreement
is attached in part I.
In determining the lowest responsible bidder, the public contracting agency shall,
fo r the purpose o f awarding the contract, add a percent increase on the bid o f a
non-resident bidder equal to the percent, i f any, o f the preference given to that
bidder in the state in w hich the bidder resides.

is in conformance w ith comprehensive land use and transportation planning in the
area and w ill be programmed in the Transportation Improvement Program.

T ri-M e t w ill not be engaging in school bus operations.
Private transportation enterprise w ill not be directly affected by this project.
