buildings.Bids w ill be received at the Housing Authority o f Portland. 8910 N.
Woolsey Avenue. Portland, Oregon 97203, until 2:00 p.m., Tuesday, August 14,
1990. Shortly thereafter, bids w ill be opened and publicly read. The attendance
o f bidders is welcomed.
Work to be performed consists o f demolition o f existing shingle roofs and
installation o f metal overlay roof at the following locations:
1. 8985-91 N. Woolsey Court
2. 9052-59 N. Woolsey Court
3. 9231-37 N. Woolsey Avenue
Bidders may obtain one set o f bid documents at the HAP Maintenance Office,
8910 N. Woolsey Avenue, Portland, Or. 97203, upon receipt o f deposit of $60,
which is refundable when documents are returned to HAP in good condition
within 10 days after bid opening. Additional sets may be acquired for $20 each,
which is not refundable.
A HAP representative w ill conduct a pre-bid tour o f the project commencing at
10:00 a.m., Thursday, August 2,1990, and the attendance o f bidders is requested.
Interested parties should meet at the HAP Maintenance Office, 8910 N. Woolsey
Avenue. Questions posed at that time, when not addressed in the specifications,
w ill be answered by addendum and mailed to all bidders.
No bid w ill be considered unless accompanied by bid security in the form o f
certified check; cashier’ s check, or surely bond payable to the Housing Authority
o f Portland in an amount equal to 5% o f the bid which is forfeited as fixed and
liquidated damages should the bidder neglect or refuse to enter into contract or
provide a suitable bond for the faithful performance o f the work when bidder is
notified o f contract award.
Attention is called to the provisions addressed in “ Supplement to Instructions to
Bidders” regarding MBE participation and to Division H “ Special Conditions” ,
regarding Equal Employment Opportunity, EEO compliance reports, certifica­
tion o f non-segregated facilities and a waiver from enforcing the payment o f non-
federal prevailing wages when said wages, exclusive o f any fringe benefits,
exceeds the applicable wage rate determined by the Secretary o f HUD.
No bidder may withdraw bid after the hour set for opening thereof until after the
lapse o f sixty (60) days from the bid opening.
The Housing Authority o f Portland may reject any bid not in compliance with the
prescribed bidding procedures and requirements and may reject any or all bids
and waive all informalities if, in the judgment o f HAP, it is in the public interest

For The Repainting Of Seeger Reservoir
The City o f Salem w ill receive sealed bids at the office o f the City Recorder,
Room 205, City Hall, Salem, Oregon 97301, until, but not after 11:00 a.m.,
August 1,1990, at which time daid bids w ill be publicly opened and read in the
C ity Council Chambers, Room, 240, City Hall, for the project specified herein.
The proposed work consists of: Exterior surface preparation and repainting
Seeger Reservoir, and appurtenant work.
Plans, specifications, and other bid documents may be inspected and obtained at
the office o f the City o f Salem, Department o f Public Works, 555 Liberty Street
SE, Room 325, Salem, Oregon (503) 588-6211). The bidder shall not file the book
o f “ Standard Construction Specifications” W ith his bid.
Bids must be submitted on the proposal forms furnished to the bidders. Proposals
shall be submitted in a sealed envelope plainly marked “ BID ON THE RE­
PAIN TIN G OF SEEGER RESERVOIR - Bid #3737” , and show the name and
business address o f the bidder.
Any objections to or comments upon the bid specifications must be submitted in
writing to the Department o f Public Works, Room 325, 555 Liberty Street SE,
Salem OR 97301. The must be received no later than five (5) working days before
the bid opening date.
A surety bond, cashier’s check, or certified check o f the bidder in the amount o f
ten percent (10%) o f the bid must be attached to each proposal as bid security.
Unsuccessful bidders w ill have their security refunded to them when the contract
has been awarded.
No bids, exceeding $10,000, w ill be received or considered by the City o f Salem
or any o f its officers unless the bid contains a statement by the bidder (by signing
on his proposal) that the provisions o f ORS 279.350 shall be included in his
contract. Every contractor or subcontractor is required to post the applicable
Prevailing Wage Rates (PWR) in a conspicuous and accessible place in or about
the work-site for the duration o f the job. Contractors and subcontractors who in­
tentionally fail to post the PWR can be made ineligible to receive any public
works contract for up to three years.
RECIPROCAL PREFERENCE LAW : In compliance with ORS 279.029,
bidders must state on their proposal whether they are a resident or non-resident
bidder. Proposals that fail to provide this information w ill be considered non-re-
sponsive.
The City o f Salem reserves the right to reject any or all bids, to waive formalities
and o f postponing the award o f the contract for thirty (30) days.
Prices quoted shall be firm for a period o f 30 days after the closing date.
The attention o f bidders is directed to the provisions o f Chapter 97, Salem Revised
Code, concerning unlawful employment practices. Violation o f such provisions
shall be grounds for immediate termination o f this contract without recourse by
the contractor.
The provisions o f Executive Order 11246, as amended, require the cooperation o f
bidders, contractors, sub-contractors and proposed sub-contractors in the admini­
stration o f the compliance with equal employment opportunity and affirmative
action requiremenL In addition, attendance at pre-award and/or pre-construction

Briefly, the work consists o f all weather resurfacing marking and minor
modification(s) o f the existing Oregon City High School track to 400 meters.
Also included is the resurfacing o f high jum p area, pole vault/long jumpramp(s).

ramp; an additional tract drainage system; a new curbing system and two (2) new
asphalt paved coaching areas.

This announcement w ill serve as notice of Washington State Department o f
Transportation’s (WSDOT) annual Disadvantaged Business Enterprise (DBE)
goals for the year beginning October 1,1990. WSDOT proposes an overall goal
o f 16 percent DBE participation in its construction projects funded by the Federal
Highway Administration. WSDOT also proposes an overall goal o f 16 percent
DBE participation in those contractual opportunities funded by the Urban Mass
Transportation Administration,
This notice is published in accordance with the Code o f Federal Regulations 49,
Part 23, Subpart C.
The method used to establish the goals included past historical experience and
the statewide overall annual goals established by the Office of M inority and
Women’s Business Enterprises. The support documentation for determining
these goals w ill be available for inspection 8 a.m. to 5 p.m., at the Washington
State Department o f Transportation (WSDOT) for 30 days following the date of
this notice. WSDOT w ill accept comments on goals for informational purposes
