NOTICE OF PUBLIC HEARING
NOTICE is hereby given that the Tri-County Metropolitan Transportation
District of Oregon (Tri-Mel) will hold a public hearing on Wednesday, June 27,
1990, at 3:30 p.m., in Second Floor Meeting Room “ C ” of the Portland
Building, 1120 S.W. 5th Avenue, to receive public comment on proposed fare
changes. Fare changes may be adopted at the meeting and may include changes
to one or more of the following: (1) monthly passes; (2) pre-purchased discount
tickets; (3) cash fares; and (4) student tickets.
Written or oral comments may be submitted in advance of the hearing to the
Board of Directors, Tri-Met, 4012 S.E. 17th Avenue, Portland, Oregon 97202,
or at the hearing. Further information concerning the proposed changes may

NOTICE OF CANCELLATION OF PUBLIC HEARING
Notice is hereby given that the public hearing previously scheduled to be held
by the Tri-County Metropolitan Transportation District of Oregon (Tri-Met) at
3:30 P.M. Wednesday, May 30,1990, at the Portland Building, 1120 S.W. 5th
Avenue, Second Floor Meeting Room "C" will not be held because no requests
for hearing were received.
The hearing would have been held for the purpose of considering a grant
application for Interstate Transfer and Federal Aid Urban Systems funds for
procurement of three to four light rail vehicles. The vehicles are intended to
augment the current 26-car fleet in service on the Portland region's MAX light
rail transit line. These vehicles, plus five to six requested to be funded with
Section 9 Capital Assistance, will enable Tri-Mei to meet ridership demand
growth in the 1990s.

The Salem Area Mass Transit District is seeking bids for cleaning passenger
shelters, Cherriot Station, and certain adjacent areas. There are 105 shelters
located throughout the service area.
The District will receive proposals at 3140 Del Webb Avenue NE, Salem,
Oregon 97303 until, but not after, 2:00 p.m.. Local Time, Wednesday, June 20,
1990, at which time said proposals will be publicly opened and read.
A Pre-Bid Conference will be conducted on Friday, June 8,1990, at 1:30 p.m.
at the location shown above. Bidders are strongly encouraged to attend. Non-
Oregon resident bidders from states with local preference laws may have their
bids adjusted for purposes of contract award.
All bidders must certify that they are not on the Lists of Parties Excluded from
Federal Procurement or Nonprocurement Programs.
SAMTD reserves the right to reject any bid not in compliance with the

The Portland Development Commission will receive sealed Bids for:
Interim Roadway Improvements - SWF
City of Portland, OREGON
until 4:00 p.m., Pacific Standard Time (PST) on June 12, 1990, at 1120 S.W.
Fifth Avenue, Suite 1102, Portland, Oregon 97204-1968, at which time and
place all Bids will be publicly opened and read aloud. A Pre-Bid conference
will be held on June 6,1990 at the Portland Development Commission office.
The jobsite tour will be held on June 6, 1990.
Contract Documents, including Drawings and Specifications, are on file at the
office of the Portland Development Commission, at 1120 S.W. Fifth Avenue,
Suite 1100, Portland, Oregon 97204-1968. Inquiries should be directed to

Copies of the Contract Documents may be obtained at the Portland Develop­
ment Commission, by depositing $ 10.00 for each set of documents so obtained.
Each such deposit will be refunded if the Drawings and Contract Documents
are returned, unmarked and in good condition within ten (10) days after the Bid
Opening.
All bidders must comply with the provision of Chapter 279, Oregon Revised
Statutes, relating to the qualification of bidders. The bidder’s prequalification
statements shall be prepared and presented on the City of Portland Prcqualifi-
cation Application and filed with the Portland City Engineer not later than nine
(9) business days prior to the bid opening time for classifications suitable, in the
Commission’s opinion, for this work.
A certified check or bank draft, payable to the order of the Portland Develop­
ment Commission, negotiable U.S. Government Bonds (at par value), or a
satisfactory Bid Bond executed by the Bidder and an acceptable Surety, in an
amount equal to ten percent (10%) of the total Bid shall be submitted with each
Bid.
The successful Bidder will be required to furnish and pay for satisfactory
Performance and Payment Bond or Bonds.
Attention is called to the fact that not less than the minimum salaries and wages
as set forth in the Contract Documents must be paid on the Project, and that the
Contractor must ensure that employees and applicants for employment are not
discriminated against because of their race, color, religion, sex or national
origin, and that the Contractor must comply with all provisions required by
ORS 279.356.
The Portland Portland Development Commission is committed to taking
affirmative action to encourage and facilitate the participation of Minority and
Women Business Enterprises in Commission projects and operations. To help
meet Commission goals, prime contractors are encouraged to consider and
utilize qualified MBE/WBE subcontractors in this project. The Commission’s
goal for this project has been established as 10% Minority Business Enterprise
and 2.5% Women Business Enterprise utilization as a percentage of the total
dollar amount of this contract.
The Portland Development Commission reserves the sole right to reject any or
all bids or to waive any informalities in the bidding.
Bids may be held by the Portland Development Commission for a period not
to exceed forty-five (45) days from the date of the opening of bids for the
purpose of reviewing the bids and investigating the qualification of the bidders
prior to awarding the contract.

The proposed work provides for the furnishing and delivery of one articulated
wheel loader with integrated tool earner including pallet forks, power broom,
bucket, and material handling arm for the Gresham Wastewater Treatment
Plant located near the intersection of Sandy Boulevard and N.E. 201st Avenue
in the City of Gresham, Oregon. The work will include delivery, installation
check, field evaluation testing, and startup, adjustment, and training services.
All bids must be in accordance with the Contract Document on file at the City
of Gresham, City Engineer’s office, 1333 N.W. Eastman Parkway, Gresham,
Oregon 97030. Copies of the Contract Documents for use in preparing Bids
may be obtained from the City of Gresham at the address stipulated above upon
a nonrefundable deposit of $10.00 for each complete set of documents.
Bids will include the lump sum articulated wheel loader price as well as all
operating and performance commitments requested on the bid form. Bid
security in the amount of 10 percent of the total lump sum bid equipment price
must accompany each bid.
Delivery of the wheel loader is required within 120 days after award.
Successful bidder on this work will be required to comply with the President s
Executive Order 11246 of September 24,1965, as amended. The requirements
for contractors under this order will be indicated in the Contract Documents.
Any contract or contracts awarded under this Invitation to Bid are expected to
be funded in part by a grant from the United States Environmental Protection
Agency. Neither the United States nor any of its departments, agencies, or
employees is or will be a party to this Invitation to Bid or any resulting contract.
Procurement will be subject to regulations contained in 40 CFR Part 33. These
regulations are contained in the Contract Documents.
By submission of a bid, the contractor agrees to comply with ORS 279.350 for
work carried out at the treatment plant site.
The owner reserves the right to reject all bids, to waive informalities, and to
reject nonconforming, nonresponsive, or conditional bids.

this agency's Co-operative Purchasing program. Bids will be received by

ENGINEERING AIDE
The Port o f Portland has an immediate opening for an Engineering Aide to
prepare engineering and planning drawings through the use of manual drafting
and Computer-Aided Drafting (CAD) techniques and provide basic mathe­
matical skills required for the preparation of engineering documents.
The successful candidate will:
1. Work under close to minimal supervision.
2. Perform duties of draftsperson.
3. Provide manual and CAD services for engineering and planning drawings
that may include but are not limited to the following: plan views, elevations,
sections, profiles, details, topographic maps, hydrographic surveys, and pres­
entation drawings.
4. Provide other related drafting services that may include:
a) Preparing overlay drawings used photographically in producing final en­
gineering drawings.
b) Performing basic field measurements.
5. Prepare both exhibit plats and lease plats.
6. Prepare basic engineering and planning drawings which utilize data base in­
formation and sketches provided by the engineer.
7. Provide basic design services for engineering drawings that may include but
are not limited to the following: details for a specific element within a total
project, necessary mathematical computations, design computations, and
volume or material takeoff computations.
Preferred qualifications include:
- Course work or experience equivalent to a two-year associate degree in en­
gineering or drafting technology.
- Course work or experience in use of CAD systems.
- Demonstrated ability to perform complicated mathematical computations re­
lated to algebra and trigonometry.
- Demonstrated knowledge of standard drafting terminology and standard
techniques.
- Demonstrated ability to draft in pencil and in on both vellum and polyester
film.
- Demonstrated ability to use a mechanical lettering device.
- Experience working on a CAD system in a multidiscipline production envi­
ronment.
- Demonstrated knowledge of surveying terminology and basic survey tech­
niques.
In addition to a starting salary range of $21,104 to $23,948 per year, commen­
surate with experience, the Port offers a comprehensive benefit package.
