INVITATION TO BID
For the Construction of a Sanitary Sewer In Rural Avenue From Berry
Street to Reynor Street
The City of Salem will receive sealed bids at the office of the City
Recorder, City Hall, Room 205, Salem, Oregon until but not after 11:00
a.m., June 6,1990. at which time said bids will be publicly opened and read
aloud in the City Council Chambers, Room 240, 555 Liberty Street S.E.,
Salem, Oregon for the project specified herein.
The proposed work consists of: 602 lineal feet of 10-inch PVC pipe, 16
service connections, 1 manhold, and appurtenant work.
Plans, specifications and other bid documents may be inspected and
obtained at the office of the City of Salem, Department of Public Works,
555 Liberty Street S.E., Room 325, Salem, Oregon ((503) 588-6211). The
bidder shall not file the book of “ Standard Construction Specifications”
with his bid.
Bids must be submitted on the proposal forms furnished to the bidders.
Proposals shall be submitted in a sealed envelope plainly marked “ BID
ON THE SANITARY SEWER IN RURAL AVENUE - Bid #3716” and
show the name and business address of the bidder.
Any objections to or comments upon the bid specifications must be
submitted in writing to the Department of Public Works, Room 325,555
Liberty Street, SE, Salem, OR 97301. They must be received no later than
five (5) working days before the bid opening date.
A surety bond, cashier’s check or certified check of the bidder, in the
amount of ten percent (10%) o f the bid must be attached to each proposal
as security. Unsuccessful bidders will have their security refunded to them
when the contract has been awarded.
No bids, exceeding $10,000, will be received or considered by the City of
Salem or any of its officers unless the bid contains a statement by the
bidder (by signing his proposal) that the provisions of ORS 279.350 shall
included in his contract. Every contractor or subcontractor is required to
post the applicable Prevailing Wage Rates (PWR) in a conspicuous and ac­
cessible place in or about the work-site for the duration of the job. Con­
tractors and subcontractors who intentionally fail to post the PWR can be
made ineligible to receive any public works contract for up to three years.
RECIPROCAL PREFERENCE LAW: In compliance with ORS 279.029,
bidders must state on their proposal whether they are a resident or nonresi­
dent bidder. Proposals that fail to provide this information will be consid­
ered nonresponsive.
The City of Salem reserves the right to reject any or all bids, to waive for­
malities and of postponing the award of the contract for thirty (30) days.
Prices quoted shall be firm for a period of 30 days after closing date.
The attention of bidders is directed to the provisions of Chapter 97, Salem
Revised code, concerning unlawful employment practices. Violation of
such provisions shall be grounds for immediate termination of contract
without recourse by the contractor.

Prequalification shall be required for this project for the following
class(es) of work: Municipal Street Construction.
Prequalification applications or statements must be prepared during the
period of one year prior to the bid date. Prequalification applications and
proof of prequalification by the Oregon Department of Transportation
must be actually received or postmarked to Multnomah County Purchas­
ing Section by not later than 10 days prior to bid opening.

in ORS 279.350.

Feasibility Study
The Regional Rail Program is soliciting proposals from qualified consult­
ants for the preparation of a feasibility study on the potential of direct in­
volvement by the City of Portland in encouraging development around
proposed transit stations that would support future light rail corridors.
TheCity of Portland encourages participation of minority/women business
enterprise contractors in its projects.

A Technical Assistant Provider to assist in implementing the Nchemiah
Housing Opportunities Program. The Nehemiah Program is a home
ownership program for low and mdoerate income first-time homebuy
ers to be directed by the Northeast Community Development Corpora
tion.
Nehemiah will provide low-interest financial assistance and a forgiveable
second mortgage to purchasers of 100 newly constructed and 150 rehabili­
tated homes in four inner Northeast neighborhoods.
Sealed proposals for the above project will be received at the NECDC
office at 1726 N.E. Alberta, Portland, Oregon 97211, until 3:00 p.m. PDT
on June 15th, 1990 and thereafter shall be opened and read.
The NECDC Technical Assistance Contractor will provide:

4. An approximate fee for performing the tasks included inthc scope of
work. Budgets may be based on a time and materials basis with a “ not-
to-exceed” limit for each area identified in the scope of work.

ADVERTISEMENT FOR BIDS
Sealed bids for the Student Health Center Reroofing Project, University of
Oregon, Eugene, Oregon, will be received by the Oregon State Board of
Higher Education at University of ORegon, Physical Plant Department,
Conference Room 2, 1295 Franklin Boulevard, Eugene, Oregon until 4:00
p.m. PDT, Thursday, June 14, 1990, and then publicly opened and read
aloud by the Undersigned or his designated representative.
Briefly, the project includes reroofing portions of the Student Health
Center, including the removal of existing teme metal roofing system,
approximately 8,765 SF of sloped roof, 2,100 ST of parapet and coping with
25 through wall scuppers, and 955 ST of built-in guttering. Installation in­
cludes new furring, plywood, and standing seam sheet metal roofing
systems. On a unit price basis only: Roof insulation replacement and
precast concrete joint sealant replacement.
Bids will be received on a lump-sum basis for the Student Health Center, as
shown on the Drawings and as described in the Specifications. One (1) set
of the Project Manual may be obtained from Söderström Architects, P.C.,
320 S.W. Stark Street, Suite 690, Portland, Oregon 97204,503/228-617 by
bidders only upon deposit of $50.00. Additional sets may be obtained for
the cost of reproduction.
Deposits will be refunded for documents returned in “ good condition” by
actual bidders within two weeks after opening of bids or by non-bidders by
the bid opening date.

Plant, Eugene; Daily Journal of Commerce Plan Center, Portland; Con­
struction Data, Portland; Eugene Builder’s Exchange, Eugene; Salem Con­

Notice is hereby given y the Tri-County Metropolitan Transit District of
Oregon (Tri-met) that Environmental Assessments for the North Transit
Mall extension and a Tigard Park and Ride Facility are available for
public review. The environmental Assessment for the Mall Extension
addresses the impacts of extending the Portland Transit Mall from West
Burnside to NW Irving on NW Fifth and Sixth Avenues.
The Environmental Assessment for a Tigard Park and Ride Facility ad­
dresses tehimpacts of construction of a 175-200 space park and ride fa­
cility at SW 74th and Pacific Highway in Tigard, Oregon.
Public comment on the documents is invited. Comments must be
received by Tri-M etby June 18,1990, and will be incorporated into final
report documentation.

Notice is hereby given that the City of Portland intends to contract for
Street Construction Inspection Services. These services will consist of
performing all work necessary to assure qualiTy control inspection of
public works street construction projects to the satisfaction of the City of
Portland, Bureau of Transportation Engineering. The title of the project
is: Street Construction Inspection.
The Bureau of Transportation Engineering requests statements of quali­
fications from firms with expertise in the above service. This is not an
offer, but a request for qualification statements.

REQUEST FOR PROPOSALS
Cost Estimates for replacing the
Sellwood Bridge with provision for Light Rail Service
The Regional Rail Program is soliciting proposals from qualified consultants
for a study to determine the cost of replacing the Sellwood Bridge with existing
or expanded service for auto traffic plus the provision for light rail service.
Consultants submitting proposals should have experience with light rail transit
planning, engineering bridge design and cost estimation experience. The con­
sultant will examine the cost of replacing the bridge with no provision for light
rail. The cost to replace the bridge with light rail, and the cost to build a new
bridge for light rail only, in addition to replacing the existing bridge for auto
only use. The light rail bridge would cross in the Sellwood area with the intent
of serving Milwaukie.
The City of Portland encourages participation of minority/women business
