B id proposals w ill be received only at the o ffice o f the C ity C lerk in the
Camas C ity H a ll,6 1 6 N E Fourth Avenue, Camas. Washington. Propos­
als received after the tim e fixed fo r opening w ill not be considered.
The w ork to be performed w ill include the furnishing o f a ll labor,
materials, equipment, and incidentals necessary to make the im prove­
ments as required by the Drawings and Specifications.
The Onsite Installation work may be generally described as follows:
Construction o f approximately 122 Onsite STEP sewage collection
tanks and associated appurtenances, electrical connections, service line
installation, together w ith required restoration o f other associated u tili­
ties and surface improvements.
The collection system work may be generally described as
follows:

Construction o f approximately 4,500 linear feet o f new 10", 150 linear
feet o f 8 "; 1,500 linear feet o f 4 "; 2,200 Unear feet o f 3"; 6,800 linear feet
o f 2 " diameter sanitary sewer force mains and associated appurtenances,
together w ith a ll required restoration and repair o f other associated
u tilitie s and surface im provem ent
B id w ill be awarded to the bidder determined by the C ity in its discretion
to be the lowest responsive responsible bidder.
A n y Contract awarded under this Advertisement fo r B id is expected to
b e funded in part by grants and/or loans from the U nited States Environ­
mental Protection Agency (EPA). Neither the United States, nor the
State o f Washington, nor any o f their departments, agencies, or em ploy­
ees is or w ill be a party to this Advertisement fo r B id or any resulting
C o n tract
Before a Contract w ill be awarded, compliance w ith a ll EPA require­
ments specified in the Contract Documents w ill be subject to EPA
review and approval. The Contractor is subject to compliance w ith and
review by Department o f Ecology (DO E) and EPA during the course o f
construction.
The successful bidder prior to the entry into the Contract shall provide
w ritten p ro o f that it possesses a ll necessary licenses and permits as may
be required by state law or city ordinance.
Before Contract award fo r the w ork described herein, the Owner may
conduct an investigation to determine the performance record and
a b ility o f the apparent low Bidder and designated subcontractors to per­
form the size and type o f w ork specified under this Contract. Upon
request, the Bidder shall submit such inform ation as deemed necessary
by the Owner to evaluate the B idder’s and subcontractors’ qualifica­
tions.
A prebid conference w ill be held prior to the date o f bid opening.
Attendance is recommended to a ll bidders. Inform ation on the date,
tim e, and place fo r the prebid conference w ill be sent by certified m ail
to registered holders o f Bidding Documents.
The attention o f Bidders is directed to the applicable Federal and State
requirements and conditions o f employment to be observed and m in i­
mum wage rates to be paid under the Contract.

A ll b id proposals shall be accompanied by a bid proposal deposit in
ce rtifie d check, cashier’ s check or surety bond in an amount equal to
ten percent (10% ) o f the amount o f such b id proposal. Should the
successful bidder fa il to enter into such Contract and furnish a satis­
factory performance bond w ith in t he tim e stated in the Specifications,
the b id proposal deposit shall be forfeited to the C ity o f Camas.
The C ity o f Camas reserves the rig ht to reject any o r a ll bids and to
w aive irregularities in the bid or in the bidding.
I f the funds w hich are anticipated by the parties as being the source o f
payment fo r the services provided hereunder are to be received by the
C ity from a source other than the general tax revenues o f the C ity, then
in that event the parties agree, i f fo r whatever reason these funds are
not received by the C ity, then it is agreed the C ity shall be relieved o f
its responsibility to pay the monies established hereunder to the
extend that the funds are in fact not received and the other party shall
be relieved o f the duty to perform to the same extent the C ity is
relieved o f the duty to pay.
N o bidder may w ithdraw his proposal after the hour set fo r the opening
thereof, or before award o f Contract, unless said award is delayed for
a period exceeding sixty (60) days.
Upon the award o f Contract, the bid bond o f the three bidders
determined to be lowest and best bidders shall be relumed. B id bonds
o f the bidders determined to have provided the second and third best
bids may be held fo r the less o f sixty (60) days or the date upon which
the Contract is executed and the C ity received the appropriate
performance bonds so as to allow the C ity, in the event that the
in itia lly chosen bidder fails to do properly and tim ely execute the
Contract and provide the necessary documents, to consider the award
o f the bid to the party then determined to be the lowest and best bidder.
