NOTICE OF OPPORTUNITY FOR PUBLIC
HEARING
Nolice is hereby given that upon request by any interest person a public
hearing will be held by the Tri-County Metropolitan Transportation District
of Oregon (Tri-Met) at 3:30 p.m., Wednesday, May 30,1990 at the Portland
Building, 1120 SW 5th Avenue, Second Floor, Meeting Room C, for the
purpose of considering projects for which federal assistance under Title 23,
U.S.C., Section 103 (e) (4) Interstate Transfer funds and Federal-Aid Urban
Systems funds, is being sought. Anyone interested in requesting that this
hearing be convened should contact Cythia Weston, Tri-Met, Public
Service Division, by phone at 238-4920, or in writing at 4012 SE 17th Ave­
nue, Portland, OR, 97202 by Friday, May 18, 1990.
This grant application requests funding for the procurement of three to four
light rail vehicles. The vehicles are intended to augment the current 26-car
fleet in service on the Portland region’s MAX light rail transit line. These
vehicles, plus five to six requested to be funded with Section 9 Capital As­
sistance, will enable Tri-Met to meet ridership demand growth in the 1990s.

This project is in conformance with comprehensive land use and transpor­
tation planning in the area and will be programmed in the Transportation
Improvement Program.
A statement of Tri-Met s charter bus service is available for inspection at
the Tri-Met Administration offices.
Tri-Met will not be engaging in school bus operations.
Private transportation enterprise will not be directly affected by this project.
This project is currently under review by the state and district clearing­
houses.
At the hearing, Tri-Met will afford opportunity for interested persons or
agencies to be heard with respect to the social, economic and environmental
aspects o f this project
A copy of the grant application for the proposed project and a transit devel­
opment plan for the area are currently available for public inspection at Tri-

On May 10, 1990 the Housing Authority of Portland will be accepting
applications for their Section 8 Housing Assistance Payment Program for
TW O BEDROOM families. The waiting list will be open for one day only.
Families eligible for two bedroom sized unites in the Section 8 Program
should call these numbers: 249-5519,249-5528,249-5535, 249-5536,249-
5537, or 249-5538 (hearing impaired TDD 284 -3557). Calls will be accepted
between the hours of 8:00 a.m. and 4:00 p.m. PHONE LINES W ILL BE
CLOSED FROM 11:30 a.m. to 1:00 p.m.
I he ST UDIO AND ONE BEDROOM lists are currently open. The FIVE
BEDROOM list is open to applicants with a Federal Preference.
Priority will be given to families who claim and qualify for a preference
under the Federal Preference law. Families who have been displaced through
no fault of their own, families living in substandard housing, or paying more
than 50 percent of their income for rent and utilities would qualify for a
preferred status.
Applicants on the present waiting list for Public Housing must specifically it.
apply for the Section 8 Rental Assistance Program if they wish to participate.
The Housing Authority only accepts applications by phone. We do not

Sealed bids for the Portland International Airport, Part 139 Airfield Signage
Upgrade, Installation - Phase I, will be received at the office of the manager,

Disadvantaged Business Enterprise (DBE) Program:
Bidders are required to show that small subcontractors, suppliers, or
manufacturers which have been certified by the Oregon Executive De­
partment as disadvantaged, minority, or women business enterprises
(collectively “ Disadvantaged Business Enterprises” or “ DBEs” )
will participate in not less than 5 percent of the total dollar amount bid.
Scope:
Provide concrete foundations and erosion pads for the installation of
aircraft guidance signs by others. The work includes surveying, exca­
vation, precase concrete and asphalt placement, demolition, under­
ground duct and junction can installation, and the removal and
installation of various paint striping.
