FOR METRO SOUTH TR ANSFER STATION
MODIFICATIONS
The Portland M etropolitan Service D istrict (M etro) is soliciting bids to
rebid the construction o f M odifications to the M etro South lransfer
Station, located at the intersection o f H ighway 213 and Washington Street
in the C ity o f Oregon C ity. Sealed bids must be delivered to M etro Center
at 2000 S W First Avenue, Portland, OR 97201-5398, to the attention o f Rob
Smoot, Senior Engineer, Solid Waste Department, no later than 11:00 a.m.,
PDT, Tuesday, May 22,1990. A t that tim e the bids w ill be pub licly opened
and read in the C ouncil Chambers at M etro Center.
The W ork contemplated consists o f constructing a building to house a solid
waste conveyor and tw o compactors (compactors supplied by M etro); me­
chanical and electrical systems; roads, bridge, lif t stations and piping tor
stormwater and sewage, parking areas, and landscaping. The cost for this
w ork is estimated to be between 2.3 and 2.7 m ilio n dollars.
The Contract Documents, including Drawings and Specifications, have
been revised to include a ll previous changes and corrections and are being
reissued for this rebid. Contract Documents may be examined beginning
Tuesday, May 1, 1990 at M e tro ’ s offices, Room 315, Monday through
Friday, from 8:00 a.m. to 4:00 p.m. Copies o f the Contract documents can
be obtained from M etro for a non-refundable fee o f $100.00 per set,
however, this fee w ill be waived for those who had paid for a complete set
during the previous bidding period. Checks or money orders must be made
payable to the M etropolitan Service D istrict. 11 m ailing o f the material is
desired, the prospective Bidder must provide a street address and a
telephone number, in addition to a Post O ffice box number, i f any.
M etro may reject any proposal not in compliance w ith all prescribed public
purchasing procedures and requirements and may reject for good cause any
or a ll proposals upon a finding o f the agency that it is in the public interest
to do so.
A Pre-Bid Conference fo r Bidders w ill be conducted Tuesday, M ay 1,1990
at 10:00 a.m. PD T at M etro Center, in the C ouncil Chambers at 2000 SW
F irst Avenue in Portland. This meeting w ill be mandatory to meet M etro’ s

Bids must be on the bid form w hich w ill be provided to prospective bidders and
must be accompanied by a certified or cashier’ s check drawn on a United
States bank or a bid bond payable to The Port o f Portland in an amount equal
to at least 10 percent o f the total amount bid.

The proposed w ork consists of: Saw cutting o f pavement, installing traffic
signal detector loop wires, feeder cables, conduit, junction boxes, and other
such incidental w ork as called fo r by the plans and specifications, and
appurtenant work.
Plans, specifications and other bid documents may be inspected and obtained
at the office o f the C ity o f Salem, Department o f Public W orks, 555 Lib erty
S treet, S .E., Salem, Oregon (503) 588-6211. The bidder shall not file the book
o f “ Standard Construction Specifications” w ith his bid.
Bids must be submitted on the proposal forms furnished to the bidders.
Proposals shall be submitted in a sealed envelope pla inly marked “ B ID ON

show the name and business address o f the bidder.
A n y objections to o r comments upon the bid specifications must be submitted

SE, Salem O R 97301. They must be received no later than five (5) w orking
days before the b id opening date.
A surety bond, cashier’ s check or certified check o f the bidder, in the amount
o fte n percent (10% ) o f the bid must be attached to each proposal as security.
Unsuccessful bidders w ill have their security refunded to them when the
contract has been awarded.
N o bids, exceeding $10,000, w ill be received or considered by the city o f
Salem or any o f its officers unless the bid contains a statement by the bidder
(by signing his proposal) that the provisions o f ORS 279.350 shall be included
in his contract. Every contractor or subcontractor is required to post the
applicable Prevailing Wage Rates (PW R) in a conspicuous and accessible
place in or about the work-site for the duration o f the job . Contractors and
subcontractors who intentionally fa il to post the PWR can be made ineligible
to receive any public works contract fo r up to three years.
