Improvements City o f Portland, Oregon, until 4:00 p.m..Pacific Standard
Time (PST) on A pril 30, 1990, at 1120 S.W. Fifth Avenue, Suite 1100,
Portland, Oregon 97204-1968, at which time and place all Bids w ill be
publicly opened and read aloud. A prebid conference w ill be held on A pril

Contract Documents, including Drawings and Specifications, are on file at
the office o f the Portland Development Commission, by depositing $50.00
(fifty dollars) for each set of documents so obtained. Each such deposit
w ill be refunded i f the drawings and contract documents are returned,
unmarked and in good condition within ten (10) days after the Bid Open­
ing.
A ll bidders must comply with the provision o f Chapter 279, Oregon
Revised Statutes, relating to the qualifications o f bidders. The bidder’ s
prequalification statements shall be prepared and presented on the C ity of
Portland Prequalification Application and filed with the Portland Devel­
opment Commission not later than nine (9) business days prior to the bid
opening time for classifications suitable, in the Commission s opinion, for
this work.
A certified check or bank draft, payabe to the order o f the Portland Devel­
opment Commission, negotiable U.S. Government Bonds (at par value),
or a satisfactory Bid Bond executed by the Bidder and an acceptable
Surety, in an amount equal to ten percent (10%) o f the total bid shall be
submitted with each Bid.
The successful Bidder w ill be required to furnish and pay for satisfactory
Performance and Payment Bond or Bonds. Attention is called to the fact
that not less than the minimum salaries and wages as set forth in the
Contract Documents must be paid on the Project, and that the Contractor
must ensure that employees and applicants for employment are not dis­
criminated against because of their race, color, religion, sex or national
origin, and that the Contractor must comply with all provisions required by
ORS 279.348 through ORS 279.356.
The Portland Development Commission is committed to taking affirm a­
tive action to encourage and facilitate the participation o f M inority and
Women Business Enterprises in Commission projects and operations. To
help meet Commission goals, prime contractors are encouraged to con­
sider and utilize qualified MBE/WBE subcontractors in this project. The
Commission’s goal for this project has been established as 10% M inority

The Portland Development Commission reserves the sole right to reject

The Portland Development Commission (PDC) on behalf o f the building
owner, Innovative Housing Inc. (IH I), seeks statements o f qualifications from
general contractors for the renovation o f the Foster Apartments. The building
is part o f the City o f Portland Downtown Housing Preservation Program
(DHPP) commitment and is located on southern half o f Block 17, and area
bounded by N.W. Davis S t and Third and Second Avenues.
The building includes approximately 96 units o f housing on two floors plus a
ground level lobby space and basement. Statements of qualification from
general contractors w ill be evaluated and the three to five most qualified w ill

NOTICE OF INTENT
The Oregon Department o f Transportation, Highway Division, is seeking
Statements o f Qualifications from consulting firms with experience in one o f

perform services in one or more o f these three areas. Successful Consultants
w ill enter into flexible personal service contracts. The Roadway Section w ill
