While the Los Angeles Lakers are
making their statement to Western
Conference foes, the Detroit Pistons, the
defending World Champs are still the
team to beat in the east.
Behind the Pistons success as of late
is Dennis Rodman, the dunking/rebound-
ing/fmger-pointing guy known by his
nickname, “ The Worm.” No, does not
squirm under pressure when taking on
N.B.A. foes, he wiggles like a worm
when he plays the pinball machine. True
story.
The Pistons are playing some of the
best basketball in the league since their
January 21 loss to the Lakers. In that
game, Piston forward Mark Aguire col­
lided with James Worthy. Since the
Dennis Rodman has been the starting
forward and he will probably be there
until the season is over. Until their
recent skid, the Pistons had won 24 of 25
games with “ The W orm” in the lineup.
The Piston have a four game lead over
the Chicago Bulls and “ A ir” Jordan.
In Denver, " F a t” Leuer is cur­
rently leading the Nuggets in scor­
ing, rebounding, and assists. Should
he maintain that pace, he will join
Larry Bird, John Havlicek, Michael
Jordan, Wilt Chamberlain, Elgin
Baylor, Dolph Schayes, and Maurice
Stokes as the only players to accom­
plish that feat.

“ A sa starter I think I add some extra
intensity,” said Rodman about running
with the first squad, * ‘and work as far as
playing man to man defense, and some
extra rebounds.” Rodman is currently
leading the Pistons in rebounding and he
ranks among the league leaders in offen­
sive rebounds.
“ I’m not a powerf ul guy or real physi­
cal,” said the NBA All-Star. “ It’s just
determination. I like getting beat up
inside so I can cam some respect from
my teammates and opponents. I’ve got
a will to survive, and I’m willing to sac­
rifice myself to help us win another
cham pionship.. . ”
It’s tough enough for a seven-footer
in the NBA under the basket, even tougher
when he goes shopping. Kevin Willis,
center for the Atlanta Hawks, along with
his college friend and Michigan Slate
teammate, have opened up “ Willis &
W alker” in Atlanta. They specialize in
leather and suede goods, as well as cus­
tom-made suits and goods. They also
make average-sized clothes.

Malone, Kevin Duckworth, Joe Barry
Carroll, Ken Norman, Reggie Theus,
Magic Johnson, Ron Harper, and Char­

When the Philadelpha 76ers traveled
to Hartford, Conneticut to play the Bos­
ton Celtics, Rick Mahom got only the
second chance to play in front of his
hometown fans and family. While there,
Mahom showed Charles Barkley the town,
including a restaurant with some inter­
esting names on the menu.
“ Rick is very big in this town,” said
Barkley. This hamburger place had a
Rick Mahorn buger, a Michael Adams
burger, and a Marlon Starling burger. I
haven’t got anything like that at home in
Alabama.”
Replied Rick Mahorn, “ that’s be­
cause they can’t make a burger big enough

Notice is hereby given by the Tri-County Metropolitan Transportation District
of Oregon (Tri-Met) that the Environmental Assessment for a Foster Road Ter­
minal Site is available for public review. The Assessment addresses the
impacts of construction on the site at the NW comer of SE 136th and Foster
Road.
Public comment on the document is invited. Comments must be received
by Tri-Met no later than May 7, 1990.
A public hearing on the document may be requested by any interested person.

PREQUALIFICATION OF BIDDERS Pursuant to the Multnomah County
Public Contract Review Board Administrative Rules (AR 40.030) Prequalifi­
cation shall not be required for this project for the following class (es) of work:
Prequalifiction applications or statements must be prepared during the period
of one year prior to the bid date. Prequalification application and proof of pre-
qualification by the Oregon Department o f Transportation must be actually re­
ceived or postmarked to Multnomah County Purchasing Section by not later
than 10 days prior to bid opening.
All bidders must comply with the requirements of the prevailing wage law in
ORS 279.350.

Contractors and subcontractors must be licensed for asbestos abatement work
if the project involves working with asbestos.

until 4:00 p.m., Pacific Standard Time (PST) on April 18, 1990, at 1120 S.W.
Fifth Avenue, Suite 1102, Portland, Oregon 97204-1968, at which time and
place all Bids will be publicly opened and read aloud. A preconstruction
conference will be held on April 11,1990 at the Portland Development Commis­
sion office. The jobsite tour will be held on April 11, 1990.
Contract Documents, including Drawings and Specifications, are on file at the
office of the Portland Development Commission, at 1120 S.W. Fifth Avenue,
Suite 1102, Portland, Oregon 97204-1968. Inquiries should be directed to
Christian Steinbrecher.
Copies of the Contract Documents may be obtained at the Portland Develop­
ment Commission.
All Bidders must comply with the provision of Chapter 279, Oregon Revised
Statutes, relating to the qualification of bidders. The bidder’s prequalification
statements shall be prepared and presented on the City of Portland Prequalifi­
cation Application and filed with the Portland City Engineer not later than nine
(9) business day prior to the bid opening time for classifications suitable, in the
Commission’s opinion, for this work.
A certified check or bank draft, payable to the order of the Portland Develop­
ment Commission, negotiable U.S. Government Bonds (at par value), or a sat­
isfactory Bid Bond executed by the Bidder and an acceptable Surety, in an
amount equal to ten percent (10%) of the total Bid shall be submitted with each
Bid.
The successful Bidder will be required to furnish and pay for satisfactory Per­
formance and Payment Bond or Bonds.
Attention is called to the fact that not less than the minimum salaries and wages
as set forth in the Contract Documents must be paid on the Project, and that the
Contractor must ensure that employees and applicants for employment are not
discriminated against because of their race, color, religion, sex or national
origin, and that the Contractor must comply with all provisions required by ORS
279.348 through ORS 279.356.
The Portland Development Commission is committed to taking affirmative
action to enourage and facilitate the participation of Minority and Women
Business Enterprises in Commission projects and operations. To help meet
Commission goals, prime contractors arc encouraged to consider and utilize
qulified MBE/WBE subcontractors in this project. The Commission’s goal for
this project has been established as 10% Minority Business Enterprise and 2.5%
Women Business Enterprise utilization as a percentage of the total dollar
amount of this contract.
The Portland Development Commission reserves the sole right to reject any or
all bids or to waive any informalities in the bidding.
Bids may be held by the Portland Development Commission for a period not to
exceed forty-five (45) days from the date of the opening of bids for the purpose
of reviewing the bids and investigating the qualification of the bidders prior to
awarding the contract.

Sealed proposals will be received by the City Engineer, at the City Hall, 1333
N.W. Eastman Parkway,Gresham, Oregon 97030, until Friday, April 13,1990,
at 10:00 A.M., Pacific Standard Time, at which time they will be opened, for
the construction of the CHERRY PARK ROAD WATERLINE PROJECT
#4113, POWELL VALLEY ROAD WATER DISTRICT INTERTIES PROJ­
ECT #4114, AND INTERMEDIATE-UPPER SERVICE LEVEL MODIFI­
CATIONS PROJECT #4115.
The major quantities involved are as follows:
12" Ductile Iron pipe, in place 750 L.F.
8" Ductile Iron pipe, in place 250 L.F.
6" Standard fire hydrant assembly 1 Each
Contractor for this work shall furnish all labor at current State of Oregon pre­
vailing wage rates, materials and equipment and services of all kinds to com­
plete the work in accordance with the plans and specifications therefor.
Plans and specifications may be examined at the office of the Gresham City
Engineer, 1333 N.W. Eastman Parkway, Gresham, Oregon. Copies of said
plans and specifications may be obtained upon application to the City Engineer
and by posting a non-refundable fee of $25.00 with the City Engineer for each
set of plans and specifications requested.
Contractors must prequalify for waterline construction with the City of
Gresham, as required by the laws of the State of Oregon, before the date of a
bid opening. Otherwise, their proposal may not be given consideration.
All proposals must be submitted on the regular forms furnished by the City of
Gresham, addressed and mailed or delivered to the Engineering Division, City
of Gresham, in a scaled envelope plainly marked, “ SEALED BID ON S.E.
CHERRY PARK ROAD WATERLINE PROJECT #4113, POWELL VAL­
LEY ROAD WATER DISTRICT INTERTIES PROJECT #4114, AND IN­
TERMEDIATE-UPPER SERVICE LEVEL MODIFICATIONS PROJECT
#4115 bearing the name and address of the bidder. Each must be accompanied
by a certified check, cashier’s check or bid bond in an amount not less than ten
percent (10%) of the total bid. A performance and payment corportate surety
bond in the full amount of the contract shall be required to guarantee faithful
performance of the terms of the contract at the time of contract execution.
In determaining the lowest responsible bidder, the public contracting agency
shall, for the purpose of awarding the contract, add a percent increase on the bid
of a nonresident bidder equal to the percent, if any, of the preference given to
that bidder in the state in which the bidder resides.
Each bid must contain a statement as to whether the bidder is a resident bidder,
as defined in ORS 279.029.
Each bid must contain a statement by the bidder that the provisions of ORS
279..350 will be complied with.
Eash bidder must file with his bid an affidavit of non-collusion.
The City of Gresham reserves the right to reject any and/or all bids, waive in­
formalities or to accept any bid which appears to serve the best interests of the
