Proposals Due: Thursday, April 26, 1990 until 5:00 P.M.
The Port of Astoria has initiated the schematic design included in this
document to establish the general concept of a New Office Building and
Site Development Plan. The Port of Astoria is now requesting proposals
from interested & qualified firms to complete the Design & Engineering
Documents & to Construct a New Office Building. Sealed proposals
will be received by the Port of Astoria, 1 Portway, Astoria, Oregon
97103 until 5:00 P.M., Thursday, April 26, 1990. Any proposals
received after the above specified time will not be considered.
No proposal will be considered unless accompanied by a certified
Check or Bid Bond executed in favor of the Port of Astoria, Astoria,
Oregon, in an amount equal to five percent (5%) of the amount of the
proposal, to be forfeited as fixed and liquidated damages should the
proposer neglect or refuse to enter into a contract and provide suitable
bond for the faithful performance of the work in the event the contract
is awarded to them.
No proposal will be considered unless the proposal contains a statement
by the proposer, as part of their proposal that the provisions, required by
ORS 279.350 through 279.354, relative to the prevailing wage rates,
shall be included in the contract

HERITAGE VILLAGE: HOUSE MOVING & WEATHERPROOFING
The City of Salem will receive sealed bids at the office of the City
Recorder, Room 205, City Hall, Salem, Oregon 97301, until, but not
after 11:00 a.m., April 11, 1990, at which time said bids will be
publicly opened and read in the City Council Chambers, Room 240,
City Hall, for the project specified herein.
Prime contractors interested in bidding on this project may receive
one copy of the specifications and other bid documents at the office of
the Purchasing Supervisor, 555 Liberty St. S.E./Room 330, Salem,
Oregon 97301-3503.
Bids must be submitted on the proposal forms furnished to the bidders.
Proposals shall be submitted in a sealed envelope plainly marked “ BID
QN HERITAGE VILLAGE: HOUSE MOVING & WEATHER­
PROOFING-Bid #3667“ , and show the name and business address of
the bidder.
Any objections to or comments upon the bid specifications must
be submitted in writing to the Office of the Purchasing Supervi­
sor, 555 Liberty St. S.E., Salem, OR 97301. They must be
icceivedno later than five (5) working davs before the bid closing
date.
A surety bond, cashier’s check, or certified check of the bidder in the
amount of ten percent (10%) of the bid must be attached to each
proposal as bid security. Unsuccessful bidders will have their security
refunded to them when the contract has been awarded.
No bid, EXCEEDING $10,000, will be received or considered by the
City of Salem or any of its officers unless the bid contains a statement
by the bidder (by signing his proposal) that the provisions of ORS
279.350 shall be included in his contract. Every contractor or subcon­
tractor is required to post the applicable prevailing wage rates in a
conspicuous and accessible place in or about the work-site for the
duration of the job. Contractors and subcontractors who intentionally
fail to post the PWR can be made ineligible to receive any public works
contract for up to three years.
RECIPROCAL PREFERENCE LAW: In compliance with ORS
279.029, bidders must state on their proposal whether they are a resident
or non-resident bidder. Proposals that fail to provide this information
will be considered non-resoonsive.
The City of Salem reserves the right to reject any or all bids, to waive
formalities and of postponing the award of the contract for thirty (30)
days. Prices quoted shall be firm foi a period of 30 days after the closing
date.
The attention of bidders is directed to the provisions of Chapter 97,
Salem Revised Code, concerning unlawful employment practices.
Violation of such provisions shall be grounds for immediate termina­
tion of this contract without recourse by the contractor.

Sealed proposals will be received, opened and publicly read by the
Columbia River People’s Utility District (P.U.D.), an Oregon Munici­
pal Corporation, at 64001 Columbia River Highway, Deer Island,
Oregon, 97Q54, on April 12,1990, at 10:00 a.m. Pacific prevailing time
for the following project:
The Contractor is to provide all material, equipment and labor neces­
sary to install the irrigation system and landscaping at the P.U.D.’s new
headquarters facility in full compliance with the contract documents.
This contract is fora public work subject to ORS 279.348 to 279.363 and
no bid will be considered unless the bid contains a statement by the
bidder that the provisions of ORS 279.350 shall be complied with.
The proposals are to be submitted per the contract documents to include
the specifications which may be obtained from the P.U.D. at P.O. Box
1193, St. Helens, Oregon 97051, or by calling (503) 397-1844. All bids
shall be accompanied by a certified check or bid bond made out payable
to the P.U.D. in the amount of 10% of the bid.
A $50.00 refundable deposit will be charged for each set of plans. When
the plans are returned in a usable condition within 7 days of the bid
opening, the refund will be made.
The bid shall be unit prices with extended totals and the P.U.D. reserves
the right to award either all or a portion of the work in order to keep the
project within the budget.
A pre-bid conference will be held at the P.U.D’s headquarters at 10:00
a.m., April 3,1990.
Award of contract will follow procedures provided by Oregon Law and
the P.U.D. reserves the right to reject any or all bids, to waive
informalities and to accept any bid deemed in the best interest of the
