Sealed proposals will be received by the City Engineer, at the City Hall,
1333 N.W. Eastman Parkway, Gresham, Oregon 97030, until Thurs­
day, March 15, 1990, at 10:00 A.M., Pacific Standard Time, at which
time they will be opened, for the construction of the CHERRY PARK
ROAD WATERLINE PROJECT #4113, POWELL VALLEY ROAD
WATER DISTRICT INTERTIES PROJECT #4114, AND INTERME­
DIATE-UPPER SERVICE LEVEL MODIFICATIONS PROJECT #4115.

Contractor for this work shall furnish all labor at current State of Oregon
prevailing wage rates, materials and equipment and services o f all kinds
to complete the work in accordance with the plans and specifications
therefore.
Plans and specifications may be examined at the office of the Gresham
City Engineer, 1333 N.W. Eastman Parkway, Gresham, Oregon. Cop­
ies of said plans and specifications may be obtained upon application to
the City Engineer and by posting a non-refundable fee of $25.00 with
the City Engineer for each set of plans and specifications requested.
The Private Industry Council serving Multnomah and Washington
Counties and the City of Portland will submit its two year job training
plan to the State of Oregon Job Training and Partnership Administration
on April 13, 1990. The Private Industry Council will seek approval of
its job training plan at its March 14,1990 board meeting. The March 14,
1990, 7:30 A.M. meeting of The Private Industry Council Board of
Directors, is open to the public and oral comments concerning the job
training plan are welcome. The Private Industry Council is authorized
to administer Job Training Partnership Act (JTPA) allowable under
Title IIA and EDWAA (Dislocated Workers) as defined in the Act.
A mix o f activities including basic skills training, classroom training,
customized training and on-the-job training will provide approximately
2000 low income youth and adults who are residents of Multnomah and
Washington Counties and the City of Portland who face significant
barriers to employment with the skills needed as defined by employers,
to obtain long-term employment and economic self-sufficiency.
Funding for Title IIA for the first year of the two year plan beginning
July 1, 1990 and ending June 30, 1990 will be $3,711,432.
A copy of the draft plan may be obtained after March 14, 1990, by
calling or writing The Private Industry Council, 520 S.W. Sixth Ave­
nue, Suite 400, Portland, Oregon 97204 (503) 241-4600. Written
comments concerning the job training plan will be accepted until April
13, 1990.
In determining the lowest responsible bidder, the public contracting
agency shall, for the purpose of awarding the contract, add a percent
increase on the bid of a nonresident bidder equal to the percent, if any,
of the preference given to that bidder in the state in which the bidder
resides.
Each bid must contain a statement as to whether the bidder is a resident
bidder, as defined in ORS 279.029.
Each bid must contain a statement by the bidder that the provisions of
ORS 279.350 will be complied with.
Each bidder must file with his bid an affidavit of non-collusion.
The City of Gresham reserves the right to reject any and/or all bids,
waive informalities or to accept any bid which appears to serve the best
interests of the City.

Metro Electrical JATC will accept application week­
days from 9:30am to 4:00pm starting April 2,1990 and
ending April 13, 1990. Minimum requirements are
high school graduate with a 2.0 GPA or GED of 230
and a “C” grade for one year of algebra. (Official tran­
scripts must be mailed to metro by the school, and
college transcripts are helpful.) Score of “ high” or
VG score of 45 on aptitude test, must be 18 years or
older and resident of the committee's area.
Starting pay is $7.26 per hour. Accepted apprentices
must certify they are physically able to do electrical
construction work and will be subject to substance
abuse testing.
