Advertisement for Bids
Sealed bids are requested for labor and materials to rehabilitate single family
residences located at scattered sites in Portland, Oregon. The work is divided
into two component parts, PART A consisting of 17 vacant houses located in
north and northeast neighborhoods, and PART B consisting of 6 vacant houses
located in southeast and outer northeast neighborhoods. Sealed bids for each
P an will be received at the Housing Authority of Portland (HAP) Develop­
ment Office, 1214 S.W. Washington, Portland, OR 97205 until 3:OOPM,PST,
March 19, 1990. Shortly thereafter, bids will be opened and publicly read.
The attendance of bidders is welcomed. Interested Bidders may bid oneither
PART A or B, or on both parts. Bids for each Pan must be submitted in
separate sealed envelopes plainly marked "BID ON REHABILITATION OF
SCATTERED SITES-PART A" or "BID ON REHABILITATION OF SCAT­
TERED SITES-PART B", and show the name and address o f the Bidder and
date and time of bid opening.
The work to be performed varies by site, but may include plumbing, electrical,
roofing, painting, siding, window replacement, vinyl floor covering and other
items necessary to correct building code violations, and to address deferred
maintenance conditions.
Licensed and bonded contractors may obtain one set of bid documents at the
HAP Development Office, 1214 S.W. Washington Street, Portland, Oregon
97205, Monday through Friday between 8:00 AM and 4:30 PM upon receipt
by HAP of the required deposit ($25 for PART A, $15 for PART B) which is
refundable only if documents are returned in good condition within ten (10)
day after bid opening. Additional sets of documents for either PART A or B
may be purchased for $15 each, which is not refundable.
A HAP Representative will conduct a pre-bid meeting and inspection tour of
PART A sites commencing at 8:30 AM on February 27 ata designated project
site. All PART A sites not visited that day will be inspected the following day.
A pre-bid meeting and tour of PART B sites will be held March 1, also
begining at 8:30 AM at a project site. The attendance of bidders is requested
on pre-bid tours, and questions posed at that time, when not addressed in the
specifications, will be answered by Addendum and mailed to all bidders. Pre­
bid site inspection schedules will be included with bid document packages.
No bid will be considered unless accompanied by bid security in the form of
certified check, cashier's check, or surety bond payable to "The Housing
Authority of Portland" in an amount equal to 10% of the bid which is forfeited
as fixed and liquidated damages should the bidder reglect or refuse to enter
into contract or provide suitable bond for the faithful performance of the work
and for payment of all obligations incurred in performing the work when
bidder is notified of contract award.
A minimum of 20% MBE participation in the execution o f this project is a
HAP Development goal and the methods the bidder proposes to meet this goal
shall be submitted on a notarized "Certification of MBE Participation" form
which will become part of the bid.
No bidder may withdraw bid after the hour set for opening thereof until after
the lapse of sixty (60) days from the bid opening.
The Housing Authority o f Portland may reject any bid not in compliance with
the prescribed bidding procedures and requirements of the Housing Author­
ity, and may reject any or all bids and waive all informalities if, in the
judgment of HAP, it is in the public interest to do so. Questions regarding this

NOTE: This project is 100% federally funded as part of a 4.17 million dollar
authorization obtained through the Department of Housing and Urban Devel­
opment for a program to acquire and rehabilitate of low-income housing.

INVITATION FOR BIDS
Sealed bids for building renovations will be accepted by the Housing
Authority of Portland, Oregon at 8910 N Woolsey Avenue, Portland,
OR 97203 until 2:00 p.m., PST, February 20, 1990. After a short
interval, bids will be opened publicly and read aloud. Bidders may be
present during the bid opening.
Briefly, the work consists o f remodeling two restrooms and installing
a wheelchair ramp for handicap accessibility and modifying a public
entry way.
Interested bidders may obtain one set of bid documents at 8910 N
Woolsey Avenue between 8 a.m. and 4 p.m., Monday through Friday,
upon deposit of $20, which is refundable only if documents are returned
in good condition by March 1,1990. Additional sets of documents may
be purchased at $10 each, which is not refundable. Business firms
outside of Portland may request documents by calling 283-4602 and
making arrangements for deposit by mail.

Public Hearing to Review Amendments
to Regulations Pertaining to
SPECIAL EVENTS PERMITS
Public Notice hereby is given that on Thursday, March 8,
1990, at 7:00 pm, in Council Chambers, City Hall, 1220
S.W. Fifth Avenue, the Special Event Task Force of the City
of Portland will hold a hearing to present amendments to
regulations pertaining to issuance of permits for marches, pa­
rades, and athletic events held on public streets. Included in
the draft is a proposal to increase application fees, and re­
quire permits for organized walking events
held on sidewalks.
The purpose of the hearing is to give interested parties the
opportunity to make comments and suggestions on the pro­
posal before it is submitted to City Council for consideration.

The Portland Metropolitan Service District (Metro) is soliciting bids for
construction of Modifications to the Metro South Transfer Station,
located at the intersection of Highway 213 and Washington Street in the
City of Oregon City. Sealed bids must be delivered to Metro Center at
2000 S.W. First Avenue, Portland, OR 97201-5398, to the attention of
Rob Smoot, Senior Engineer, Solid Waste Department, no later than

The Work contemplated consists of constructing a building to house a
solid waste conveyor and two compactors (compactors supplied by
