NOTICE OF OPPORTUNITY
FOR PUBLIC HEARING
Notice is hereby given that upon request by any interested person a
public hearing will be held by the Tri-County Metropolitan Transpor­
tation District of Oregon (Tri-Met) at 3:30 p.m., Wednesday, February
28, 1990, at the Portland Building, 1120 S.W. 5th Avenue, Second
Floor, Meeting Room C, for the purpose of considering projects for
which federal assistance under Section 3 of the Urban Mass Transpor­
tation Act of 1964, as amended, is being sought. Anyone interested in
requesting that this hearing be convened should contact Kim Manley,
Tri-Met Public Services Division, by phone at 238-5849 or in writing at
4012 S.E. 17th Avenue, Portland, OR 97202 by Friday, February 9,
1990.
Tri-Met has a grant application pending which requests $ 18,100,000 for
the purchase of 92 buses. The proposed grant amendment would
reprogram these funds to purchase 107 buses and equipment to retrofit
2 buses to utilize compressed natural gas. The total budget requested in
this amendment would remain unchanged at $18,100,000.
Following are the proposed projects:
1.
Purchase of forty-three 30 ft. standard,
lift-equipped buses.
2. Purchase of sixty-four 40 ft. standard,
lift-equipped buses.
3. Vehicle marking and delivery.
4. Spare parts package for 30 ft. and 40 ft. buses.
5. Radio equipment and installation.
6. Vehicle on-site inspection.
7. Force account
8. Cost allocation.
9. Equipment for two compressed natural gas buses.
10. Contingency.

No persons, families or businesses will be displaced by these projects.
These projects are in conformance with comprehensive land use and
transportation planning in the area and will be programmed in the
Transportation Improvement Program.
A statement of Tri-Met’s charter bus service is available for inspection
at the Tri-Met Administration offices.
Tri-Met will not be engaging in school bus operations.
Private transportation enterprise will not be directly affected by these
projects.
These projects as currently under review by the state and district
clearinghouses.
At the hearing, Tri-Met will afford opportunity for interested persons or
agencies to be heard with respect to the social, economic and environ­
mental aspects of the projects.
A copy of the grant application for the proposed projects and a transit
development plan for the area are currently available for public inspec­
tion at Tri-Met, Public Services Division, 4012 S.E. 17th Avenue,
Portland, Oregon, 97202.

PROFESSIONAL PLANNING SERVICES

The Metropolitan Service District (Metro) is soliciting proposals for
professional planning services to assist Metro in preparing a model solid
waste facility siting ordinance. The ordinance must have clear and
objective standards for concluding whether a proposal for a solid waste
facility may be be approved.
The RFP is available at Metro’s Planning and Development Depart­
ment, 3rd Floor, 2000 SW First Avenue, Portland, OR 97201_5398.

ment no later than 5:00 p.m., PST, February 16,1990.
PORTLAND METROPOLITAN SERVICE DISTRICT (METRO)
ADVERTISEMENT FOR BIDS
FOR METRO SOUTH TRANSFER STATION MODIFIC ATIONS
The Portland Metropolitan Service District (Metro) is soliciting bids for
construction of Modifications to the Metro South Transfer Station,
located at the intersection of Highway 213 and Washington Street in the
City of Oregon City. Sealed bids must be delivered to Metro Center at
2000 S.W. First Avenue, Portland, OR 97201-5398, to the attention of
Rob Smoot, Senior Engineer, Solid Waste Department, no later than
3:00 p.m. PST, Wednesday, March 14,1990. At that time the bids will
be publicly opened and read in the Council Chambers at Metro Center.
The Work contemplated consists of constructing a building to house a
solid waste conveyor and two compactors (compactors supplied by
Metro); mechanical and electrical systems; roads, bridge, lift stations
and piping for stormwater and sewage, parking areas, and landscaping.
Contract Documents, including Drawings and Specifications depicting
the Work, may be examined beginning Monday, February 12,1990 at
Metro’s offices, Room 315, Monday through Friday, from 8:00 A.M. to
4:30 P.M. Copies of the Contract documents can be obtained from
Metro for a non-refundable fee of $100.00 per set. Checks or money
orders must be made payable to the Metropolitan Service District. If
mailing of the material is desired, the prospective Bidder must provide
a street address and a telephone number, in addition to a Post Office box
number, if any.
Metro may reject any proposal not in compliance with all prescribed
public purchasing procedures and requirements and may reject for good
cause any or all proposals upon a finding of the agency that it is in the
public interest to do so.
A Pre-bid Conference for Bidders will be conducted Monday, February
26,1990 at 10:00 A.M. PST at Metro Center, in the Council Chambers
at 2000 S.W. First Avenue in Portland.

Sealed bids for building renovations will be accepted by the Housing
Authority of Portland, Oregon at 8910 N Woolsey Avenue, Portland,
OR 97203 until 2:00 p.m., PST, February 20, 1990. After a short
interval, bids will be opened publicly and read aloud. Bidders may be
present during the bid opening.
490 Bed Replacement Hospital, Phase IV at VA Medical Center
Briefly, the work consists of remodeling two restrooms and installing
a wheelchair ramp for handicap accessibility and modifying a public
entry way.
Interested bidders may obtain one set of bid documents at 8910 N
Woolsey Avenue between 8 a.m. and 4 p.m., Monday through Friday,
upon deposit of $20, which is refundable only if doc uments are returned
in good condition by March 1,1990. Additional sets of documents may
be purchased at $10 each, which is not refundable. Business firms
outside of Portland may request documents by calling 283-4602 and
making arrangements for deposit by mail.
A HAP representative will conduct a tour of the jobsite at 8910 N
Woolsey Avenue on Tuesday, February 6,1990 a.m. Questions posed
at this meeting, if not addressed in the specifications, will be answered
by Addenda and mailed to all bidders.
A minimum of 20% MBE participation in the execution of this project
is a HAP goal. The methods the bidder proposes to meet this goal shall
be submitted on a notarized “ Certification of MBE Participation”
form which will become part of the bid.
No bid will be considered unless accompanied by bid security in the
form of a certified check, cashier’s check or surety bond payable to the
Housing Authority of Portland in an amount equal to 10% of the bid
which is forfeited as fixed and liquidated damages should the bidder
neglect or refuse to enter into contract or provide suitable bond for the
faithful performance of the work in the event the contract is awarded to
the bidder.
If the total amount of the bid exceeds $25,000, the successful bidder
will be required to furnish and pay for satisfactory Performance and
Payment Bond or separate performance and payment bonds, each for
50% or more of the contract price, or a 20% cash escrow, or a 25%
irrevocable letter of credit
Attention is called to the provisions for equal employment opportunity,
insurance requirements, and the payment of not less than the minimum
salaries and wages as set forth in the Specifications.
Any prevailing wage rate (including basic hourly rate and any fringe
benefits) determined under State or tribal law to be prevailing with
respect to an employee in any trade or position employed under the con­
tract is inapplicable to the contract and shall not be enforced against the
contractor or any subcontractor with respect to employees engaged
under the contract whenever either of the following occurs: (i) Such
nonfederal prevailing wage rate exceeds (A) the applicable wage rate
determined by the Secretary o f Labor pursuant to the Davis-Bacon Act
(40 U.S.C. 276a et seq.) to be prevailing in the locality with respect to
such trade; (B) an applicable apprentice wage rate based thereon
specified in an apprenticeship program registered with the Department
of Labor or a DOL-recognized State Apprenticeship Agency ; or (C) an
applicable trainee wage rate based thereon specified in a DOL-certified
trainee program; or (ii) Such nonfederal prevailing wage rate, exclusive
of any fringe benefits, exceeds the applicable wage rate determined by
the Secretary of HUD to be prevailing in the locality with respect to
such trade or position.
No bidder may withdraw bid after the hour set for the opening thereof
until after the lapse of 60 days from the bid opening.
The Housing Authority of Portland may reject any bid not in compli­
ance with all prescribed bidding procedures and requirements and may
reject any or all bids, and waive all informalities, if in the judgment of
HAP it is in the public interest to do so. Questions regarding this proj­
