Notice is hereby given that sealed bids are invited in single contract proposals
for the construction of the Restroom/ shower Building at Floras Lake Camp­
ground, near Langlois, Oregon. Work consists of a masonry building of
approximately 750 sq. ft. and miscellaneous site work.
Bids will be accepted at the office of the Curry County Commissioners at the
Curry County Courthouse, Gold Beach, OR until 10:30 a.m., February 26,
1990. Bid opening will be conducted at the same place, date, and time.

No bid will be considered unless completed in the manner provided in the "In­
structions to Bidders" upon the bid form provided by the Architect and
accompanied by bid security in the form of a cashier’s check issued in favor of
the Owner or a bid bond issued by a bonding company acceptable to owner.
Bid security must be for 10% of the amount of the bid and guarantee bids for
a period of 30 days after bid opening.
The provisions of O.R.S 279.350 relative to prevailing wage rates shall be
complied with by the successful bidder and all subcontractors, and appropriate
certificates indicating copliance will be required.
The Curry County Board of Commissioners will not consider a proposal unless
it contains a statement as to whether a bidder is a resident bidder as defined in
ORS 279.029.
The Curry County Board of Commissioners, Gold Beach, Oregon reserves the
right to reject any or all bids and to waive all informalities. No bidder may
withdraw or modify his bid after the hour set for the opening and thereafter
until the lapse of ten (10 days from the bid opening.

Sealed bids for the Hamilton Hall Kitchen Alteration, University of Oregon,

ACRES SEWER PROJECT
It is required that the person doing the work is a registered Civil Engineer in
the State of Oregon.
The project consists of approximately 5000 feet of 8" sewer line with appur­
tenances. The construction time for the project will be 120 calendar days.
The City will furnish a man from the utilities crew for full time on the site
inspection. The engineer will be required to supervise the project, and do
construction layout, furnish pay estimates and complete "as built" drawings
with final certification.
Proposal shall be submitted to the City of Gold Beach no later that4:00 PM,
February 26th, 1990.
All proposals shall be submitted in duplicate and shall include at least the
following information:
1. Proposed work program and schedule, including an indication of antici­
pated time frames (start to finish) for engineering services as outlined.
2. Estimated cost with hourly rates, per diem, & mileage
3. Experience and qualifications of the firm and of personnel to be assigned
to the project. (Information on previous projects of a similar size or nature,
as well as those involving federal funding, should also be referenced.)
The City encourages local, small, and minority-owned firms to submit pro­
posals. All firms wishing to be considered should include in their proposals
a statement demonstrating their commitment to equal employment oppor­
tunity.
Proposals will be reviewed and evaluated by the City of Gold Beach. Those
firms submitting the most competitive proposals may be asked to appear
before an interview panel consisting of City of Gold Beach City Councilors.

The City of Salem will receive sealed bids at the office of the City Recorder,
City Hall, Room 205, Salem, Oregon, until but not after 1 1:00 a.m ., F ebruary
28,1990, at which time said bids will be publicly opened and read aloud in the

The proposed work consists of: 2,615 lineal feet of 10-inch pipe, 5 fire hydrants,

A surety bond, cashier's check or certified check of the bidder, in the amount of
ten percent (10%) o f the bid must be attached to each proposal as security.
Unsuccessful bidders will have their security refunded to them when the
contract has been awarded.
No bids, exceeding $ 10,000, will be received or considered by the City of Salem
or any of its officers unless the bid contains a statement by the bidder (by signing
his proposal) that the provisions of ORS 279.350 shall be included in his
contract. Every contractor or subcontractor is required to post the applicable
Prevailing Wage Rates (PWR) in a conspicuous and accessible place in or about
the work-site for the duration of the job. Contractors and subcontractors who
intentionally fail to post the PWR can be made ineligible to receive any public
works contract for up to three years.
RECIPROCAL PREFERENCE LAW: In compliance with ORS 279.029, bid­
ders must state on their proposal whether they are a resident or nonresident
bidder. Proposals that fail to provide this information will to considered
nonresponsivc.
The City of Salem reserves the right to reject any or all bids, to waive formalities
and of postponing the award of the contract for thirty (30) days.
Prices quoted shall be firm for a period of 30 days after closing date.
The attention of bidders is directed to the provisions of Chapter 97, Salem
revised Code, concerning unlawful employment practices. Violation of such
provisions shall be grounds for immediate termination of this contract without
recourse by the contractor.

Advertisement for Bids
Sealed bids are requested for labor and materials to rehabilitate single family
residences located at scattered sites in Portland, Oregon. The work is divided
into two component parts, PART A consisting of 17 vacant houses located in
north and northeast neighborhoods, and PART B consisting of 6 vacant houses
located in southeast and outer northeast neighborhoods. Sealed bids for each
Part will be received at the Housing Authority of Portland (HAP) Develop­
ment Office, 1214 S.W. Washington, Portland, OR 97205 until 3:00PM ,PST,
March 19,1990. Shortly thereafter, bids will be opened and publicly read.
The attendance of bidders is welcomed. Interested Bidders may bid oneither
PART A or B, or on both parts. Bids for each Part must be submitted in
separate sealed envelopes plainly marked "BID ON REHABILITATION OF
SCATTERED SITES-PART A" or"BID ON REHABILITATION OF SCAT­
TERED SITES-PART B”, and show the name and address of the Bidder and
date and time of bid opening.
The work to be performed varies by site, but may include plumbing, electrical,
roofing, painting, siding, window replacement, vinyl floor covering and other
items necessary to correct building code violations, and to address deferred
maintenance conditions.
Licensed and bonded contractors may obtain one set of bid documents at the
HAP Development Office, 1214 S.W. Washington Street, Portland, Oregon
97205, Monday through Friday between 8:00 AM and 4:30 PM upon receipt
by HAP of the required deposit ($25 for PART A, $ 15 for PART B) which is
refundable only if documents are returned in good condition within ten (10)
day after bid opening. Additional sets of documents for either PART A or B
may be purchased for $15 each, which is not refundable.
A HAP Representative will conduct a pre-bid meeting and inspection tour of
PART A sites commencing at 8:30 AM on February 27 at a designated project
site. All PART A sites not visited that day will be inspected the following day.
A pre-bid meeting and tour o f PART B sites will be held March 1, also
begining at 8:30 AM at a project site. The attendance of bidders is requested
on pre-bid tours, and questions posed at that time, when not addressed in the
specifications, will be answered by Addendum and mailed to all bidders. Pre­
bid site inspection schedules will be included with bid document packages.
No bid will be considered unless accompanied by bid security in the form of
certified check, cashier's check, or surety bond payable to "The Housing
Authority of Portland" in an amount equal to 10% of the bid which is forfeited
as fixed and liquidated damages should the bidder reglect or refuse to enter
into contract or provide suitable bond for the faithful performance of the work
and for payment of all obligations incurred in performing the work when
bidder is notified of contract award.
A minimum of 20% MBE participation in the execution o f this project is a
HAP Development goal and the methods the bidder proposes to meet this goal
shall be submitted on a notarized "Certification of MBE Participation" form
which will become part of the bid.
No bidder may withdraw bid after the hour set for opening thereof until after
the lapse of sixty (60) days from the bid opening.
The Housing Authority of Portland may reject any bid not in compliance with
the prescribed bidding procedures and requirements of the Housing Author­
ity, and may reject any or all bids and waive all informalities if, in the
judgment of HAP, it is in the public interest to do so. Questions regarding this

NOTE: This project is 100% federally funded as part of a 4.17 million dollar
authorization obtained through the Department of Housing and Urban Devel­
opment for a program to acquire and rehabilitate of low-income housing.
