period o f one year prior to the bid date. Prequalification application and
proof o f prequalification by the Oregon Department of Transportation
must be actually received or postmarked to Multnomah County Pur­
chasing Section by not later than 10 days prior to bid opening.
A ll bidders must comply with the requirements of the prevailing wage
law in ORS 279.350.

Notice is hereby given that upon request by any interested person a
public hearing w ill be held by the Tri-County Metropolitan Transpor­
tation District o f Oregon (Tri-M et) at 3:30 P.M., Wednesday, January
31,1990 at the Portland Building, 1120 S.W . 5th Avenue, Second Floor,
Meeting Room C, for the purpose o f considering projects for which
federal assistance under Section 3 o f the Urban Mass Transportation
Act o f 1964, as amended, is being sought. Anyone interested m
requesting that this hearing be convened should contact Kim Manley,
Tri-M et, Public Services Division, by phone at 238-5849, or in writing
at 4012 S.E. 17th Avenue, Portland, OR, 97202 by Friday, January 19,
1990.
This grant application requests funding for the Gresham Joint Develop­
ment Project, to be located on a site east o f the Gresham City Hall on
both sides o f the Metropolitan Area Express (M A X ) line. The project is
a "private-public partnership” between Tri-M et and the Winmar
Company, a private developer, to utilize joint development to reduce
operating cost subsidy for M A X . A new light rail station and other
improvements w ill be incorporated into a regional shopping center to be
constructed and operated by Winmar. Project components include
property acquisition, station building, bus facility, site preparation,
utilities, walk ways, open space/buffers, building foundations, and
professional services and fees for the total project cost o f $19,600,000,
with $14,700,000 federal share and $4,900,000 local match.
It is not anticipated that any persons, families or businesses w ill be
displaced by this project; however, final site planning for th joint
development project could result in displacement o f one to three
after the lapse o f sixth (60) days from the bid opening.
The Housing Authority of Portland may reject any bid not in com pli­
ance with the prescribed bidding procedures and requirements and may
reject any or all bids and waive all informalities if, in the judgment of
