P age 4 P o r tla n d O b s e rv e r O C T O B E R 26, 1989 News Around Town Anti-Drug Act Funds Awarded The Tri-County Region Block-By-Block Weatherization Project in Kenton Neighborhood G overnor Neil G oldschm idt yester day announced the awarding of $172,000 in drug enforcem ent funds to the Re gional O rganized Crime N arcotics Task Force ("RO C N ") for 1989-90. The funds are part o f the $1.5 m il lion that the State o f O regon received under the federal 1988 Anti-Drug Abuse Act. Those funds are being distributed consistent w ith the state's 1989 Law E nforcem ent Drug and V iolent Crime Strategy that was developed after a se ries o f statew ide com m unity hearings this past summer. M ichael D. Schrunk, M ultnomah County D istrict Attorney and Chairman o f the ROCN Control Board, welcomed the G overnor's news. "These funds will enable the Task Force to effectively target its day-to-day investigations and prose cutions. Illegal drug activity ignores the political boundaries o f any area, so it is essential that law enforcem ent authori ties coordinate their work. Money is always a great incentive to bringing people together, and these state funds are being used precisely as they shoudl be - lever aging scarce dollars to produce large results." During the last year, the Anti-Drug Act funds previously aw arded to ROCN resulted in: * Execution o f 33 search warrants and 30 arrests. * 13 federal prosecutions. * 13 state prosecutions. * Seizures ofdrugs valued at $2,077,510. * Seizures o f currency am ounting to $246,080. * Seizures o f 19 vehicles. * Seizures o f 64 weapons. The ROCN Task Force is one of seven Regional Anti-Drug Enforcem ent task forces in the state. They were cre ated to pool together scarce law enforce m ent resources in the m ulticounty area and target specific illegal drug activity for investigation, apprehension and prose cution. The work of the T ask Force is coordinated by a ROCN Control Board which is made up o f the following indi viduals: Mr. Charles Turner, United States A ttorney; C hief Richard W alker, Port land Police Bureau; Mr. Larry M cKin ney, Resident Agent in Charge, DEA; Mr. Scott Upham, W ashington County D istrict A ttorney; Mr. Jim O'Leary, Clackam as County District Attorney, C hief A rt Knori, G resham Police Bu reau; M ajor L.R. Howland, Oregon S tate P o lic e ; S h e riff R o b e rt S k ip p er, M ultnomah County; Sheriff Bill Prob- stfield, W ashington County; Sheriff Bill Brooks, Clackam as County. The ROCN Task Force is composed o f law enforcem ent officers from these local, state and federal agencies. In addition, the Milwaukie and Lake Oswego Poiicc Departm ents currently have offi cers as 'gned to ROCN operations as does the Im m igration andN aturalization Service.
