publicly opened and read in the City Council Cham bers, Room 240,
City Hall, for the project specified herein.

one copy o f the specifications and other bid docum ents at the office of
the Purchasing Supervisor, 555 Liberty St. S.E./Room 315, Salem,
Oregon 97301.
Bids must be submitted on the proposal forms furnished to the bidders.
Proposals shall be submitted in aselaed en velope plainly marked "BID
ON W AREHOUSE POLE BUILDING - Bid #3623. and show the
name and business address o f the bidder.
Any objections to or com m ents upon the bid specifications
must be submitted in writing to the O ffice o f the Purchasing
Supervisor, 555 Liberty St. S.E., Salem, O R 97301. They
must be received no later than five (5) working days before the
b id c lo s in g d a te ,
A surety bond, cashier's check, or certified check o f the bidder in the
amount o f ten percent (10% ) o f the bid must be attached to each
proposal as bid security. U nsuccessful bidders will have their security
refunded to them when the contract has been awarded.
No bid, EXCEEDING S 10,000, will be received or considered by the
City of Salem or any o f its officers unlessthe bid contains a statem ent by
the bidder (by signing his proposal) that the provisions of ORS 279.350
shall be included in his contracL Every contractor or subcontractor is
required to post the applicable prevailing wage rates in a conspicuous
and accessible place in our about the w ork-site for the duration o f the
job. Contractors and subcontractors who intentionally fail to post the
PWR can be made ineligible to receive any public works contract for up
to three years.

The successful contractor will propose a research methodology, under­
take necessary investigations, prepare conclusions and recom m enda­
tions, and oversee geotechnical work as may be necessary.

The Bureau o f Environmental Services is requesting proposals fo ra fa­
cilities plan o f the sanitary and storm sewer systems for Hayden Island.
NOTICE TO CONTRACTORS
There are some existing sewers of various types o f material and
condition on the island. The facilities planning services will, in general,
involve the following work.
Sealed Bids will be received at the City o f Eugene Public Works
Facilities Development, 1 st Floor Reception Counter, 858 Pearl Street,
Eugene, Oregon 97401 until 1:30 P.M ., W ednesday, November 1,
1989.
1.) Developm ent o f alternative m ethods of servicing the entire area
and ranking alternatives for the system through cost-effective analysis.
For the D epartment o f Public Safety, Range Cover/Short Mountain
Project, located at the Short M ountain Landfill Site, Peebles Road,
South o f G oshen, Oregon. Bids will be publicly opened and read aloud
at the 1st Floor Conference Room at the time stated above. Bids
received after the stated time will not be considered.
Briefly, the work is described as the construction o f two firing range
cover/1 storage buildings plus installation o f range lighting and soil
erosion protection system. Work includes carpentry, masonry, doors,
and electrical work.
Bids shall be on a lump sum basis plus Alternates.

2.) Determine basin boundaries and establish sew er line layout for the
selected plan showing pipe sizes and pump stations that will provide
service to the entire area utilizing to the extent possible the existing
system.
3.) Define environmental characteristics. Identify direct and indirect
impacts o f the project on the area and measures o f mitigation if
necessary.
4.) Develop a drainage plan for the area incorporating the existing
system where possible and addressing proposed EPA regulations for
storm water discharge.
The Bureau of Environmental Services requests statem ents of qualifica­
tions from consulting engineers with expertise in the above service
areas. This request is not an offer, but a request for qualification
statements. From the submittals the bureau will select 3 or 4 firms for
interviews for the project.

to undertake a brief historical investigation and environm ental testing
program for three properties, together com prising approximately 2.5
acres, in the area north o f Burnside in vicinity o f Union Station. Thie
work will be done in phases, with PDC authorizing each stage o f the
work.
The Housing Authority may reject any proposal not in com pliance with
