A ballot title and explanatory statement have been received
for an initiative petition in Multnomah County. Any elector
dissatisfied with the ballot title or explanatory statement
may file a challenge with Multnomah County Circuit Court
prior to October 13, 1989. if a challenge is filed with the
Circuit Court, the challenger must notify the Multnomah
County Elections Office.
Sealed bids will be received until 9 a.m. on October 26, 1989,

STATEMENT OF MAJOR EFFECT: This ordinance requires major
newspaper publishers within Multnomah County to use minimum
percentages of ''paperstock'' in their newsprint. ''Paper-
stock' ' is defined as ' 'De-inked paperstock, recycled was-
tepaper.''

Only newspaper publishers with circulation of at least
5,000 copies per week would be required to comply with these
minimum ''paperstock'' percentages in their newsprint:
1. 25% minimum by 1993.
2. 50% minimum by 1995.
3. 75% minimum by 1997.
Violators would be subject to daily fines of $1,000 for non-
compliance .

This initiative ordinance encourages re-cycled use of news­
print (or other usable paper) which has been processed into
''paperstock'' suitable for producing new newsprint. The im­
mediate effect would be to require increased ''paperstock''
content in newsprint of major-circulation newspapers (of over
5,000 copies per week) by making mandatory certain minimum
percentages of ''paperstock'' in newsprint, ranging from 25%
(by 1993) to 75% (by 1997).
Publishers who fail to comply with mandatory minimum
percentages of ' 'paperstock'' would be subject to fines of
$1,000 per day of violation.
