The city of G resham plans to retain consultant services to prepare a
Water Utility Rate Study. The rate study will include a cost-of-service
analysis and will recommend equitable rates to finance the capital improve­
ment program and operation and maintenance cosls .
Interested consulting firms shall submit to the Gresham City Engineer s
office, 1333 N.W. Eastman Parkway, Gresham, Oregon 97030, by 5:00
p.m., Tuesday, October 3,1989, three copies of Statement of Qualifications
which shall include:
1. Name of firm, year established, types of service qualified to perform
and size of staff. A general brochure may be submitted.
2. Qualifications of the firm. Describe recent projects of a similar size
and type. A list of references may also be submitted.
3. Indicate which of the staff will be utilized for this project, their project
responsibility, their individual qualifications and percentage of time to be
spent on this projecL Pertinent resumes o f assigned persons may also be
submitted.
The City staff will review the letters of interest and request three or four
consulting firms to submit proposals within two weeks after notification. An
oral interview will be scheduled prior to final selection. It is intended that
a consultant be hired by November 15,1989.

GENERAL INFORMATION
• These jobs are with the Oregon State Police Regional Dispatch Centers at
Portland, Medford, Bend, and Salem.
• This recruitment will be used to establish a list of qualified people. The list
will be used to fill openings as they occur.
GENERAL DESCRIPTION OF DUTIES AND RESPONSIBILITIES

The State Police Dispatcher is responsible for providing Information to and
receiving information from police officers on patrol, as well as supplying the
public with general information. The Dispatcher serves as a communication J
link between the officer in the field and his/her station and the public.

work if the project involves working with asbestos.

SUPERVISOR SYSTEMS SPECIALIST
(Software Applications Supervisor)
The Liquor Commission is looking for an experienced Software Applica­
tions Supervisor, to lead a team of eight professional staff made up of
programmers and systems analysts in the development of new software
applications. Knowledge of 4/5/th GL Case development technology is
preferred. The current operating environment is a statewide system using
two Data General MV computers with several applications running on
the State’s IBM 3081 under CICS.
MINIMUM REQUIREMENTS include one year of experience equivalent
to a Supervising Systems Specialist or a Senior Systems Analyst which
provided knowledge of system conversion techniques AND skill in man­
aging projects and conducting feasibility and cost/bcnefit studies for the
development of new systems OR two years experience as a fully
proficient Systems AnalysL
Additional preferred experience includes retail operations experience,
mini-computer experience, IBM CICS experience, PC programming
with dBase III and/or FOXBASE+, and POS system experience.
