B la cks were m ore lik e ly than w hites o r hispanics to have had a w o rk
d is a b ility in 1988, according to a report by the Com m erce D epartm ent’ s
Census Bureau. Fourteen percent o f B lacks aged 16 to 64 had a w o rk
d is a b ility in 1988, com pared w ith about 8 percent fo r W hites and Hispanics.
The p ro p o rtion s w ith a severe d is a b ility w ere 10 percent fo r B lacks, 6
percent fo r H ispanics, and 4 percent fo r W hites.
The re p o rt defines a disabled person as anyone w ith a d is a b ility that
prevents the person from w o rk in g o r w h ich lim its the k in d o r am ount of«
w o rk he o r she can do.
W h ite and B la ck w orkers w ith d is a b ilitie s were less lik e ly to be covered
by an e m p lo ye r-p ro vid e d health plan than persons w ith o u t a d is a b ility .
A b o u t 45 percent o f B la ck m ale w orkers w ith a d is a b ility w ere covered by
an e m p lo ye r health plan com pared w ith 61 percent o f B la ck males w ith no
w o rk d is a b ility . T h is pattern, h o w e ver, was not evident fo r Hispanics.
