The Housing Authority o f the County o f Clackamas reserves the right to
reject any or all bids or to waive any informalities in the bidding. No bid
shall be withdrawn for a period o f 30 calendar days subsequent to the
opening o f the bids without the consent o f the Housing Authority o f the
County o f Clackamas.
The project is financed through the United States o f America, Department
o f Housing and Urban Development, and is subject to regulations o f the
Departments o f Labor and Housing and Urban Development.
Attention is called to federal provisions o f Equal Employment Opportunity,
Affirm ative Action, HUD Section 3 Requirements and payment o f not less
than the minimum Davis-Bacon Wages.
Bidders shall submit with their bid a bid quaranty not less than 5 percent
o f the amount o f the bid as provided in the Instructions to Bidders.
Contractor must furnish performance and payment bonds for 100 percent
o f total bid price or options found in the supplementary instructions to
bidders.
A ll bidders shall be prequalified through the Housing Authority A t least
10 days prior to bid opening. Prequalification applications may be obtained

There w ill be a mandatory pre-bid meeting at the site on August 14,
1989 at 1:30 p.m.
PUBLIC NOTICE
This announcement w ill serve as notice o f Washington State Department
of Transportation’ s (WSDOT) 1990 annual Disadvantaged Business Enter­
prise (DBE) goal for contracting goods and services funded by the Federal
Highway Administration (FHW A), Urban Mass Transportation A dm ini­
stration (U M TA), and other departmental elements o f United States Depart­
ment o f Transportation (USDOT). The 1990 Washington State Department
o f Transportation DBE goal is 16 percent.
This notice is published in accordance with Subpart D, Section 106(c) of
the surface Transportation and Uniform Relocation Assistance Act (STU-
R A A )o fl9 8 7 .
The method used to establish the goal included past historical experience
and the disadvantaged business requirements o f STRURAA (Section 106(c)).
The support documentation for determining this goal w ill be available for
inspection 8 a.m. to 5 p.m. at the Washington State Department o f Transpor­
tation (WSDOT) for 30 days. WSDOT w ill accept comments on goals until

The City o f Salem w ill receive sealed bids at the office of the City

The proposed work consists of: 205 lineal feet o f bore/tunneling, a 36-
inch steel casing, 815 lineal feet o f 18-inch PVC pipe, 1,263 lineal feet of
15-inch PVC pipe, 1,381 lineal feet o f 12-inch PVC pipe, 27 lineal feet of
10-inch PVC, 441 lineal feet o f 8-inch PVC pipe, 31 service connections,
and 13 manholes complete with other appurtenant work.
Plans, specifications and other bid documents may be inspected and
obtained at the office o f the City o f Salem, Department o f Public Works, 555

shall not file the book o f “ Standard Construction Specifications” with this
bid.
Bids must be submitted on the proposal forms furnished to the bidders.

Any objections to or comments upon the bid specifications

A surety bond, cashier’ s check or certified check o f the bidder, in the
amount o f ten percent (10%) o f the bid must be attached to each proposal as
security. Unsuccessful bidders w ill have their security refunded to them
when the contract has been awarded.
No bids, exceeding $10,000, w ill be received or considered by the City
o f Salem or any o f its officers unless the bid contains a statement by the
bidder (by signing this proposal) that the provisions o f ORS 279.350 shall
be included in his contract.
Every contractor or subcontractor is required to post the applicable
Prevailing Wage Rates (PWR) in a conspicuous and accessible place in or
about the work-site for the duration o f the job. Contractors and subcontrac­
tors who intentionally fail to post the PWR can be made ineligible to receive
any public works contract for up to three years.
RECIPROCAL PREFERENCE LAW : In compliance with ORS 279.029,
bidders must state on their proposal whether they are a resident or nonresi­
dent bidder. Proposals that fail to provide this information w ill be consid­
ered nonresponsive.
The City o f Salem reserves the right to reject any or all bids, to waive
formalities and o f postponing the award o f the contract for thirty (30) days.
Prices quoted shall be firm for a period of 30 days after closing date.
The attention o f bidders is directed to the provisions o f Chapter 97, Salem
Revised Code, concerning unlawful employment practices. Violation o f
such provisions shall be grounds for immediate termination of this contract
without recourse by the contractor.

The Port o f Portland has an immediate opening for an Aviation Marketing
Associate to develop and implement marketing objectives/strategies that
generate maintenance-related aviation prospects to lease land and/or
facilities in the Airtrans Center at Portland International Airport, to
coordinate specific marketing assignments as appropriate, with mainte­
nance customers, internal staff and others as necessary. Duties include
