Prequalification shall be required for this project for the following class(es)
of work: Landscaping-Highways streeLsRoads, Parks and Rest Areas (Roadside
seeding, Lawn’s Shrubs, Trees, Irrigation Systems).
Prequalification applications or statements must be prepared during the
period of one year prior to the bid date. Prequalification application and
proof of prequalification by the Oregon Department of Transportation must
be actually received or postmarked to Multnomah County Purchasing
Section by not later than 10 days prior to bid opening.
All bidders must comply with the requirements of the prevailing wage
law in ORS 279.350.

Contractors and subcontractors must be licensed for asbestos abatement
work if the project involves working with asbestos.
NONDISCRIM INATION Bidders on this work will be required to
comply with the provisions of Federal Executive Order 11246. The require-
mehts for Bidders and Contractors are explained in the Specifications.
No proposal will be considered unless accompanied by a check payable
to Multnomah County, certified by a responsible bank, or in lieu thereof, a
surety bond for an amount equal to ten percent (10%) of the aggregate
proposal. The successful bidder shall furnish a bond satisfactory to the
Board in the full amount of the contract.
Multnomah County reserves the right to reject any or all bids.
The Housing Authority of the County of Clackamas will receive sealed,

deposit (if returned within three weeks). Sealed written bids must be

The Housing Authority of the County of Clackamas reserves the right to
reject any or all bids or to waive any informalities in the bidding. No bid
shall be withdrawn for a period of 30 calendar days subsequent to the
opening of the bids without the consent of the Housing Authority of the
County o f Clackamas.
The project is financed through the United Suites of America, Department
of Housing and Urban Development, and is subject to regulations o f the
Departments of Labor and Housing and Urban Development.
Attention is called to federal provisions of Equal Employment Opportunity
Affirmative Action, HUD Section 3 Requirements and payment of not less
than the minimum Davis-Bacon Wages.
Bidders shall submit with their bid a bid quaranty not less than 5 percent
of the amount o f the bid as provided in the Instructions to Bidders.
Contractor must furnish performance and payment bonds for 100 percent
of total bid price or options found in the supplementary instructions to
bidders.

PUBLIC NOTICE
This announcement will serve as notice of Washington State Department
of Transportation’s (WSDOT) 1990 annual Disadvantaged Business Enter­
prise (DBE) goal for contracting goods and services funded by the Federal
Highway Administration (FHWA), Urban Mass Transportation Admini­
stration (UMTA), and other departmental elements o f United States Depart­
ment of Transportation (US DOT). The 1990 Washington State Department
of Transportation DBE goal is 16 percent
This notice is published in accordance with Subpart D, Section 106(c) of
the surface Transportation and Uniform Relocation Assistance Act (STU-
RAA) of 1987.
The method used to establish the goal included past historical experience
and the disadvantaged business requirements of STRURAA (Section 106(c)).
The support documentation for determining this goal will be available for
inspection 8 a.m. to 5 p.m. at the Washington State Department of Transpor­
tation (WSDOT) for 30 days. WSDOT will accept comments on goals until
September 30,1989. Written comments should be submitted to Herminio

REQUEST FOR PROPOSAL
The Oregon Traffic Safety Commission is interested in contracting for
consultant services for a statewide youth traffic safety program, these
services would consist of the coordination and implementation of youth
extra-curricular and school-based traffic safety activities. Activities will
include the sustaining and development of Oregon Youth traffic safety
chapters, and instructor training and maintenance of existing POSSOM
PIPELINE and PEPPY POSSOM peer education programs.

Scaled bids are requested for labor and materials to overlay asphaltic
paving will be received at the HAP Maintenance Office,8910 N. Woolsey
AvenueRortland, OR. 97203, until 2:00 p.m., P.D.T., T hursday, August
31, 1989. Shortly thereafter, bids will be opened and publicly read. The
attendance o f bidders is welcomed.
The project is identified as Hillsdale Terrance Apartments and is located
at 6775 S.W. 26th, Portland, OR 97219. Work to be performed includes an
overlay of asphaltic paving to existing perimeter road and parking areas,
raising of catch basins and striping o f parking areas.
Interested bidders may obtain one set of bid documents at the HAP
Maintenance Office, 8910 N. Woolsey Avenue, Portland, OR 97203, upon
receipt of deposit of $40 which is refundable when documents are returned
to HAP in good condition within 10 days after bid opening. Additional sets
may be acquired for $20 each, which is not refundable.
A HAP Representative will conduct a pre-bid tour of the project
commencing at 10:00 a.m., Thursday, August 17,1989, and the attendance
of bidders is requested. Questions posed at that time, when not addressed in
the specifications, will be answered by addendum and mailed to all bidders.
No bid will be considered unless accompanied by bid security in the form
of certified check, cashier’s check, or surety bond payable to the Housing
Authority of Portland in an equal to 10% of the bid which is forfeited as fixed
and liquidated damages should the bidder neglect or refuse to enter into
contract or provide a suitable bond for the faithful performance o f the work
when bidder is notified o f contract award.
A minimum of 20% MBE participation in the execution of this project is
a HUD Region 10 and HAP goal and the methods the bidder proposes to
meet this goal shall be submitted on a notarized “ Certification of MBE
Participation” form which will become part of the bid.
No Bidder may withdraw bid after the hour set for opening thereof until
after the lapse of sixty (60) days from the bid opening.
The Housing Authority of Portland may reject any bid not in compliance
with the prescribed bidding procedures and requirements and may reject any
or all bids and waive all informalities if, in the judgment of HAP, it is in the
