NOTICE OF INTENT
The Oregon Department o f Transportation, Highway D ivisio n, Region 1
is seeking the services o f a graphic artist. The w ork shall consist ot providing
graphic art support in the form o f charts, publication drawings and maps,
diagrams, and other illustrative presentations.
The successful consultant w ill enter into a fle xib le services contract.
W ork w ill be assigned on an as needed basis. The contract period w ill be fo r
tw o years. A m inim um o f 2,000 hours is estimated at a rate o f $15/liour.

Request for Release of Funds
The C ity o f Portland w ill undertake the projects described above w ith
C om m unity Development Block Grant funds from the U.S. Dept. o f
Housing and Urban Development under Title I o f the Housing and Community
Development A ct o f 1974 as amended. The C ity is ce rtifyin g to H U D that
the C ity o f Portland and J.E. Bud C lark, in his o ffic ia l capacity as M ayor
consent to accept the jurisdictio n o f the Federal courts i f an action is brought
to enforce responsibilities in relation to environmental reviews, decision­
making and action; and that these responsibilities have been satisfied. The
legal effect o f the certification is that upon its approval the C ity may use the
grant funds and H U D w ill have satisfied its responsibilities under the
National Environm ental P olicy A c t o f 1969. H U D w ill accept an objection
to its approval only i f it is on the fo llo w in g bases: (a) that the certification
was not in fact executed by the ce rtifyin g o ffic e r or other o ffic e r o f applicant
approved by H U D ; or (b) that the applicant’ s environmental review record
for the project indicates omission or a required decision fin ding or step
applicable to the project. Objections must be prepared and submitted in
accordance w ith the required procedures (24 CFR Part 58) and may be
addressed to H U D at 520 S.W. 6th Ave., Portland, Oregon, 97204.
Objections to the release o f funds on bases other than those stated above
w ill not be considered by H U D . No objection received after July 22, 1989
