A portion o f this project is financed through the Community Develop­
ment Block Grant Program with funds obtained from the U.S. Department
o f Housing and Urban Development. The entire contract w ill be subject to
regulations o f the Department of Labor and Housing and Urban Develop­
ment.
Attention is called to Federal provisins for Equal Employment Opportu­
nity, Affirm ative Action, HUD Section 3 requirements, and the minimum
wages as set forth in the contract documents.
Sealed proposals w ill be received only at the office o f the City Engineer,
second floor, City Hall, 205 SE Second, Hillsboro, OR. Until 11:00am. June
15, 1989.
The general nature & approximate quantities are as follows:
SCHEDULE A:
Constructapproximately 700‘ of 36' ft. wide street including curb and
gutter and 5'sidewalks both sides, storm sewer and other similar and
associated work items. Approximately 60' o f 6" D .l. waterline with associ­
ated appurtenances.
SCHEDULE B:
Construct wheel chair ramps and sidewalks, approx. 7600 S.F.
Contract documents may be obtained from the office o f the City
Engineer, City Hall, 205 SE Second Avenue, Hillsboro, OR, 97123, at the
cost o f S I0.00, non-refundable, plus an additional S3.00 for mailing.
No bids w ill be considered unless the bidder states that provisions o f ORS
279.350 and Federal Fair Labor Standards shall be complied with.
Each bid must contain a statement as to whether the bidder is a resident
bidder as defined in ORS 279.029
Prequalification applications must be submitted eight (8) hours in
advance o f the bid submittal date and time noted above.
Any or all bids may be rejected for good cause.

Sealed bids are requested for labor and materials to construct apartment
renovations and w ill be received at the HAP Maintenance Office, 8910 N.
Woolsey Avenue, Portland, OR. 97203, until 2:00 pm. PDT, Tuesday, June
13, 1989. Shortly thereafter, bids w ill be opened and publicly read. The
attendance o f bidders is welcomed.
The project is identified as Iris Court, located at 400 N Sumner, Portland,
OR 97217. Work to be performed includes demolition o f existing concrete
walks and paving, removal o f abandoned sprinkler system and specified
utilities, site grading and drainage, new construction o f walks and patios,
exterior lighting, landscape planting with irrigation, and site furnishings.
Interested bidders may obtain one set o f bid documents at the HAP
Maintenance Office, 8910N. Woolsey Avenue, Portland, OR 97203, upon
receipt o f deposit o f $75 which is refundable when documents are returned
to HAP in good condition within 10 days after bid opening. Additional sets
may be acquired for $40 each, which is not refundable.
A HAP Representative w ill conduct a pre-bid tour o f the project com­
mencing a 10:00 am, Tuesday, May 30,1989, and the attendance o f bidders
is requested. Questions posed at that time, when not addressed in the
specifications, w ill be answered by addendum and mailed to all bidders.
No bid w ill be considered unless accompanied by bid security in the form
o f certified check, cashier’ s check, or surety bond payable to the Housing
Authority o f Portland in an amount equal to 10% o f the bid which is forfeited
as fixed and liquidated damages should the bidder neglect or refuse to enter
into contract or provide a suitable bond for the faithful performance o f work
when bidder is notified o f contract award.
A minimum of 20% M BE participation in the execution o f this project is
a HUD Region 10 and HAP goal and the methods the bidder proposes to
meet this goal shall be submitted on a notarized “ Certification o f MBE
Participation” form which w ill become part o f the bid.
No bidder may withdraw bid after the hour set for opening thereof until
after the lapse o f sixty (60) days from the bid opening.
The Housing Authority o f Portland may reject any bid not in compliance
with the prescribed bidding procedures and requirements and may reject any
or all bids and waive all informalities if, in the judgment o f HAP, it is in the

The proposed work consists of: installing approximately 273 lineal feet
o f 8-inch, 321 lineal feet o f 10-inch, and 500 lineal feet o f 12-inch sewer
pipe, constructing 3 manholes, constructing sewer services, correcting
existing pipe grade in 11 locations, patching pavement trenches where
sewer and backfill were completed previously, and appurtenant work.
