Sealed bids are requested for labor and materials to construct site
renovations and w ill be received at the Housing A uthority o f Portland
(HAP) Maintenance O ffice, 8910 N. Woolsey Avenue, Portland,Or, 97203
until 2:00 p.m., P.D.T. Tuesday May 9,1989. Shortly thereafter, bids w ill
be opened and publicly read. The attendance o f bidders is welcomed.
The project is identified as Hillsdale Terrace Apartments, located at 6775
S.W. 26th, Portland, Or. p7219. W ork to be performed includes dem olition
o f concrete walks and asphalt paving, removal o f specified utilitie s, site
grading and drainages. New construction o f walks, stairs, and retaining
walls; exterior lighting, ;amdsca[e planting with irrigation and site lumishings;
replacement o f porch roofs, and new metal roofing throughout project. The
time allowed to complete the work is 220 calendar days after execution o f
the contract.
Interested bidders may obtain one set o f bid documents at the H AP
Maintenance O ffice, 8910 N. Woolsey Avenue, Portland, Or. 97203 upon
receipt o f deposit o f $75 which is refundable when documents arc relumed
to H AP in good condition w ill,in 10 days after bid opening. A d ditional sets
may be acquired for $40 each, which is not refundable.
A HAP Representative w ill conduct a pre-bid tour o f the project commencing
at 10:00a.m., Thursday, A p ril 27,1989, at the project site and the attendance
o f bidders is requested. Questions posed at that time, when not addressed
in the specifictions, w ill be answered by addendum and mailed to all
bidders.

No bid w ill be considered unless accompanied by bid security in the form
o f certified check, cashier’ s check, or surety bond payable to “ The Housing
A uthority o f Portland” in an amount equal to 10% o f the bid which is
forfeited as fixed and liquidated damages should the bidder neglect or refuse
to enter into contract or provide a suitable bond for the faithful performance
o f the w ork when bidder is notified o f contract award.
A m inim um o f 20% M B E participation in the execution o f this project is
a HU D Region 10 and HAP goal and the methods the bidder proposes to meet
this goal shall be submitted on a notarized “ Certification o f M BE Participation”
form which w ill become part o f the bid.
No bidder may withdraw bid al ter the hour set for opening thereof until
after the lapse o f sixty (60) days from the bid opening.
HAP may reject any bid not in compliance w ith the prescribed bidding
procedures and requirements and may reject any or a ll bids and waive all
inform alities if, in the judgm ent o f HAP, it is in the public interest to do so.

The Metropolitan Service District (Metro) Ls soliciting proposals for professional
technical services to quantify, characterize, and recommend management
options fo r select waste substream w ithin the Portland metropolitan area.
The waste analysis is expected to provide the necessary data for developing
the select waste Management Plan. Examples o f select waste substreams
arc: construction/dcmolition debris, non-hazardous industrial waste sludges,
asbestos, land clearing debris, and petroleum contaminated soil.

Request for Proposals (RFP) for qualified proposers to acquire and provide
a site for the Metro East Station (transfer and recycling center) and to design,
construct, start-up, shakedown, own and operate the M etro East Station
under a long term contract. The F acility (w hich is defined in the document,
and may be comprised o f more than one site) w ill be capable o f an
Acceptable Waste Throughput (as defined) o f at least tw o thousand five
hundred tons per day. The Metro East Station w ill be a m ajor component
in M etro ’s waste recycling and disposal system and w ill provide for a high
degree o f recovery o f recyclable materials. Proposals must be delivered to
