IN VARIOUS LOCATIONS
PHASE II 1988-89
The City of Salem, will receive sealed bids at the office of the City
Recorder, City Hall, Room 205, Salem, Oregon, until but not after 11:00
am, April 5 1989, at which time said bids will be publicly opened and read
aloud in the City Council Chambers, Room 240, 555 Liberty Street S.E.,
Salem, Oregon for the project specified herein.
The proposed work consists of: Saw cutting of pavement, installing
traffic signal detector loop wires, feeder cables, conduit, junction boxes, and
other such incidental work as called for by the plans and specifications, and
appurtenant work.
Plans, specifications and other bid documents may be inspected and
obtained at the office of the City of Salem, Department of Public Works, 555
Liberty Street S.E., Room 325, Salem, Oregon. The bidder shall not file the
book of “ Standard Construction Specifications” with his bid.
Bids must be submitted on the proposal forms furnished to the bidders.
Proposals shall be submitted in a sealed envelope plainly marked “ BID ON
INSTALLATION O F TR A FFIC SIGNAL DETEC TO R LOOPS IN
VARIOUS LOCATIONS, PHASE I I 1988-89-Bid#3489.” and show the
name and business address of the bidder.
Any objections to or comments upon the bid
specifications must be submitted in writing
to the Department of Public Works, Room 325,
555 Liberty Street, SE, Salem, OR 97301.
They must be received no later than five (5)
working days before the bid opening date.
A surety bond, cashier’s check or certified check of the bidder, in the
amount of ten percent (10%) of the bid must be attached to each proposal as
security. Unsuccessful bidders will have their security refunded to them
when the contract has been awarded.
No bids, exceeding $10,000, will be received or considered by the City
of Salem or any of its officers unless the bid contains a statement by the
bidder (by signing his proposal) that the provisions of ORS 279.350 shall be
included in his contract. Every contractor or subcontractor is required to
post the applicable Prevailing Wage Rates (PWR) in a conspicuous and
accessible place in or about the work-site for the duration of the job.
Contractors and subcontractors who intentionally fail to post the PWR can
be made ineligible to receive any public works contract for up to three years.
RECIPROCAL PREFERENCE LAW: In compliance with ORS 279.029,
bidders must state on their proposal whether they are a resident or nonresident
bidder. Proposals that fail to provide this information will be considered
on

CITY OF TIGARD, OREGON
ALTERATIONS AND ADDITIONS TO TIGARD
SENIOR CENTER
Notice is hereby given that the City of Tigard, Oregon, will receive
sealed bids until 3:00 PM, April 26, 1989, for construction of Alterations
& Additions to Tigard Senior Center.
The project includes: stairway and elevator addition, office area enclosure
and alterations, HVAC systems additions, electrical service alterations,
food storage and loading dock addition, and re-finishing interiors.
The Contract Documents for the project may be obtained after March 23,
1989 at the Tigard Civic Center, 13125 S.W. Hall Blvd., Tigard, Oregon. A
deposit of $ 150.00 in the form of a certified check made out to the City of
Tigard is required for two complete sets o f documents. Additional copies
of documents may be purchased at a cost of $2.00 per 36" x 24" drawing and
$0.20 per 8-1/2" x 11" document.
Contractor’s Qualification Statement 1986 Edition AIA Document A3O5
is required to be completed prior to the issuance of documents for bidding.
Copies may be obtained from the AIA office at 215 SW 1st Avenue,
Portland, Oregon. Telephone 223-8757 at a cost of $1.80 each.
A Bid Bond in the amount of 5% percent of the total collective bid is to
be submitted, with the bid, using the Bid Bond AIA Document A310-1970
EO.
Bids will not be considered unless completed according to the provisions
of the Invitation Bid, Instructions to Bidders and Supplementary Instructions
to Bidders.
The city of Tigard reserves the right to reject any or all bids or to waive
any informalities in the bidding.
Deposits for Bid Documents are completely refundable if returned to the
point of origin in good condition before ten days after the bid opening.
This project is partially financed through the Community Development
Block Grant Program with funds obtained from the U.S. Department of
Housing and Urban Development The contract will be subject to regulations
of the Departments of Labor and Housing and Urban Development.
Attention is called to federal provisions for Equal Employment Opportunity,
HUD Section 3 Requirements, and the minimum wages as set forth in the
documents.

Prices quoted shall be firm for a period of 30 days after closing date.
The attention of bidders is directed to the provisions of Chapter97, Salem

such provisions shall be grounds for immediate termination of this contract
without recourse by the contractor.

law in ORS 279.350.

to Multnomah County, certified by a responsible bank, or in lieu thereof, a
