The C ity o f Salem w ill receive sealed bids at the o ffice o f the C ity
Recorder, C ity H all, Room 205, Salem, Oregon, until but not after 11:00 am,
March 29, 1989, at which tim e said bids w ill be publicly opened and read
aloud in the C ity Council Chambers, Room 240, 555 Liberty Street SE,
Salem, Oregon for the project specified herein.
The proposed w ork consists of: 2,550 lineal feet o f 8-inch ductile iron pipe,
2 fire hydrant assemblies, 52 services, and appurtenant work.
Plan specifications and other bid documents may be inspected and obtained
at the office o f the C ity o f Salem, Department o f Public W orks, 555 Liberty
Street SE, Room 325, Salem, Oregon. The bidder shall not file the book o f
“ Standard Construction Specifications” w ith his bid.
Bids must be submitted on the proposal forms furnished to the bidders.
Proposals shall be submitted in a sealed envelope plainly marked “ B ID ON
S A G IN A W STREET W A TE R M A IN PROJECT - Bid #3491,“ and show
the name and business address o f the bidder.
Any objections to or comments upon the bid specifications must be
submitted in w ritin g to the Department o f Public Works, Room 325, 555
Lib erty Street, SE, Salem, OR 97301. They must be received no lateRthan
five (5) w orking days before the bid opening date.
A surety bond, cashier’ s check or certified check o f the bidder in the amount
o f ten percent (10%) o f the bid must be attached to each proposal as security.
Unsuccessful bidders w ill have their security refunded to them when the
contract has been awarded.
No bids, exceeding $10,000, w ill be received or considered by the C ity
o f Salem or any o f its officers unless the bid contains a statement by the
bidder (by signing his proposal) that the provisions o f ORS 279-350 shall be
included in his contract. Every contractor or subcontractor is required to
post the applicable Prevailing Wage Rates (PW R) in a conspicuous and
accessible place in or about the w ork-site for the duration o f the job.
Contractors and subcontractors who intentionally fail to post the PWR can
be made ineligible to receive any public works contract fo r up to three years.
R EC IP R O C A L PREFERENCE L A W : In compliance w ith ORS 279.029,
bidders must state on their proposal whether they are a resident or non
resident bidder. Proposals that fail to provide this inform ation w ill be
considered nonresponsive.
The i tty o f Salem reserves the right to reject any or a ll bids, to waive
form alities and o f postponinag the award o f the contract fo r th irty (30) days.
Prices quoted shall be firm fo r a period o f 30 days after closing date.
The attention o f bidders is directed to the provisions o f chapter 97, Salem
Revised Code, concerning unlaw ful employment practices. V io la tio n o f
such provisions shall be grounds for immediate termination o f this contract
w ithout recourse by the contractor.

B rie fly, the work consists o f installing two prepurchased used Carrier
steam absorption chillers 379 ton and 432 ton) on a site adjacent to the west
o f the University B oiler Plant. The ch ille r w ill be housed in a new enclosure
(approx. 60 ft x 16 ft) to be furnished and erected by the owner. The
foundations, concrete flo or slab and support pilings w ill form part o f this
project. Steam, condensate, chilled water, condenser water and drain piping
w ill be interconnected w ith the existing systems in the B o ile r/C hille r plant.
In addition, some pipe m odifications, additions and dem olition w ork is
required to the existing chilled water piping in the plant. Space fo r routing
and supporting piping in the ch ille r plant and new building is confined.
W ork is to progress w hile the existing chilled water system remains in
operation w ith m inim al downtime fo r shutdowns. Coordination w ith the
owner on the shutdown o f existing utilities w ill be exuemely im portant
Alternate No. 1 - An Alternate forms part o f this w ork and can be

On M a rc h 21 and 22,1989, the Housing A u th ority o f Portland w ill be
accepting applications for their Section 8 Housing Assistance Payment
Program for O ne,Three and Five Bedroom fam ilies. The Program w ill
remain open u ntil 4p.m., March 22,1989.
Those families eligible for those bedroom sizes in the Section 8 Program,
should call these special numbers: 287-1189 and 287-7691. Calls w ill be
accepted between the hours o f 8:00 a.m.to 4:00 p.m. Phone Lines W ill Be
Closed From 11:30 a.m. to 1:00 p.m.
