THE POSITION: Responsible for
gathering and analyzing information
in order to develop new system s or
modify present application systems.
W ork involves the analysis of work
systems and processes; the reduc­
tion of these processes into a series
of logical steps ; the writing of instruc­
tions for the ordeily execution of these
steps, both manually and on com ­
puter; and the developm ent of com ­
puter program s by reducing the
computer steps into specific machine
instructions. The City uses primarily
ADMINS/V32 programming software,
running under the VAX/VMS operat­
ing system.
QUALIFICATIONS: Three years
of progressively responsible experi­
ence in analyzing fiscal, accounting,
or managerial operations, and devel­
oping and maintaining procedural
systems and related com puterized
application programs. College-level
course w ork in data processing,
accounting, mathematics, business,
or sciences may be substituted for
up to 18 mo. experience. Preference
will be given to candidates with quali­
fying experience working with AD-
MINS/V32 program m ing software.
SALARY RANGE: $2,228-$3,135
per month, plus excellent benefits.

NOTICE TO PUBLIC
On January 19, 1989 the City of Portland will apply for $538,000 in
general funds from the U.S. Department of HUD to undertake the sixth year
of the Rental Rehabilitation Program. The purpose of this program is to: 1)
provide loan assistance for the rehabilitation of privately owned residential
rental property to be used primarily for housing lower income families, and
2) to increase the availability of housing for the use of voucher and certificate
holders in the Portland area.

Federal requirements set standards of 100% benefit to lower income
families; however, this standard may be reduced to 70% under certain
circumstances. The City’s program is intended to meet the 100% benefit
standard; but to avoid instances of tenant displacement and other unfore­
seen conditions, the City will certify to HUD that, at a minimum, 70% of the
program benefit will go to lower income families.
A public hearing before City Council regarding this application will be

LOW RENT HOUSING OPPORTUNITIES
The Linn-Benton Housing Authority will begin taking Section 8 Housing
Assistance Program applications from families who qualify fo rth e following:
1, 2 ,3 ,4 and 5 bedroom units in both Linn and Benton Counties.
Application taking will begin on Tuesday, January 24, 1989, at 8:30
A.M. at the Housing Authority office.
The Section 8 Exisiting Housing Program is a rent subsidy program
that allows eligible families and individuals to select their own rental units
from the existing housing market. The amount of assistance they receive is
based upon their annual income.
T he Housing Authority continues to accept applications for the Authority
owned 1 ,2 , and 3 bedroom units located in Brownsville and fo rth e 1 and 2
bedroom units located in Brownsville and for the 1 and 2 bedroom units
located in Scio. The Authority also continues to take applications for single
persons or couples interested in the Section 8 Mod Rehab projects as the
Julian Apartments and the Benton Plaza in downtown Corvallis.
