preliminary engineering, mapping, develop alternate alignment designs,
and supporting environmental documentation. In addition, at the Depart­
ments option or at its direction, the work may include preparation of a draft
environmental impact statement, support services during the public hearing,
prepare the hearing study report, preliminary engineering and preparation
of construction plans and specifications.
