INVITATION FOR BIDS
SUB-BIDS REQUESTED
Proposal Due: December 6,1988-2:00 p.m. (PST) At which time
and place all Bids will be publicly opened and read aloud.
Contract documents, including Drawings and Specifications, are on
file at the office of the PORTLAND DEVELOPMENT COMMISSION, at 1120
S.W. Fifth Avenue, Suite 1102, Portland, Oregon 97204-1968.
Copies of the Contract Documents may be obtained at the PORT­
LAND DEVELOPMENT COMMISSION, by depositing $50.00 for each set of
documents so obtained. Each such deposit will be refunded if the Drawings
and Contract Documents are returned in good condition within ten (10) days
after the Bid Opening.
All bidders must comply with the provision of Chapter 279, Oregon
Revised Statutes, relating to the qualification of bidders. The bidder's pre­
qualification statements shall be prepared and presented on the City of
Portland Pre-qualification Application and filed with the Portland City Engi­
neer not later than nine (9) business days prior to the bid opening time.
A certified check or bank draft, payable to the order of the PORT­
LAND DEVELOPMENT COMMISSION, negotiable U.S. Government
Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and
an acceptable Surety, in an amount equal to ten percent (10%) of the total Bid
shall be submitted with each Bid.
The successful Bidder will be required to furnish and pay for satisfac­
tory Performance and Payment Bond or Bonds.
Attention is called to the fact that not less than the minimum salaries
and wages as set forth in the Contract Documents must be paid on the
□roject, and that the Contractor must ensure that employees and applicants
or employment are not discriminated against because of their race, color,
religion, sex or national origin, and that the Contractor must comply with all
provisions required by ORS 279.348 through ORS 279.356.
Minority/women business enterprises will be afforded full opportunity
to submit bids in response to this invitation and will not be discriminated
against on the grounds of race, color or national origin in consideration for an
award of any contract entered into pursuant to this advertisement.
Recognizing that the Portland Development Commission has
adopted Resolution No. 3455, which establishes a policy of Minority and
Women Business Enterprise recruitment, the Contractor will agree to abide
by the mandates of Exhibit “A" - Minoritv/W omen Business Enterprise Rfiz
cruitment Guidelines and Bid Conditio ns for Direct Comm i ssion Construction
Projects, which is included in these bid documents. The commission's
adopted percentage recruitment requirements as of this date are IQ percent
Minority Business Enterprise and Z3. percent Women Business Enterprise.
These percentages are to be applied to the total dollar amount of this contract.
The PORTLAND DEVELOPMENT COMMISSION reserves the
right to reject any or all bids or to waive any informalities in the bidding.
Bids may be held by the PORTLAND DEVELOPMENT COMMIS­
SION for a period not to exceed thirty (30) days from the date of the opening
of bids for the purpose of reviewing the bids and investigating the qualification
of the bidders prior to awarding the contract.
Bidder shall be certified as an EEO Affirmative Action Employer as
prescribed by Chapter 3.100 of the Code of the City of Portland.

Contractor for this work shall furnish all labor at current State of Oregon
prevailing wage rates, materials and equipment and services of all kinds to
complete the work in accordance with the plans and specifications therefor.
Plans and specifications may be examined at the office of the Gresham City
Engineer, 1333 N.W. Eastman Parkway, Gresham, Oregon. Copies of said
jlans and specifications may be obtained upon application to the City
Engineer and by posting a non-refundable fee of $25.00 with the City
Engineer for each set of plans and specifications requested.
Contractors must pre-qualify for waterline construction with the City of
Gresham, as required by laws of the State of Oregon, before the date of a bid
opening. Otherwise, their proposal may not be given consideration.
All proposals must be submitted on the regular forms furnished by the City of
Gresham, addressed and mailed or delivered to the Engineering Division,
City of Gresham, in a sealed envelope plainly marked, "SEALED BID ON N.
MAIN AVENUE WATERLINE PROJECT NO. 4084” and bearing the name
and address of bidder. Each must be accompanied by a certified check,
cashier’s check or bid bond in the amount not less than ten percent (10%) of
the total bid. A performance and payment corporate surety bond in the full
amount of the contract shall be required to guarantee faithful performance of
the terms of the contract at the time of contract execution.
The City of Gresham reserves the right to reject any and/or all bids, waive
informalities or to accept any bid which appears to serve the best interests of
the City.
