PREQUALIFICATION OF BIDDERS: Pursuant to the Multnomah County
Public Contract Review Board Administrative Rules (AR 40.030). Pre­
qualification shall be mandatory for this project for the following
class(es) of work: Building Alteration and Repair.
Prequalification applications or statements must be prepared during
the period of one year prior to the bid date. Prequalification application
or proof of prequalification by the Oregon Department of Transportation
must be actually received or postmarked to Multnomah County by not
later than 10 days prior to bid opening.
All bidders must comply with the requirements of the prevailing wage
law in ORS 279.350.
Details of compliance are available from the Purchasing Section, Divi­
sion of Administrative Services, 2505 S.E. 11th Avenue, Portland, OR
97202, (503) 248-5111.
Contractors and subcontractors must be licensed for asbestos abate­
ment work if the project involves working with asbestos.
MINORITY AND WOMEN BUSINESS UTILIZATION: All bidders are hereby
specifically advised that these conditions require a minimum of 10% of
the total bid amount for Minority Business Enterprise participation in
one or more of the following subcontract areas: bidders option, and 2%
of the total bid amount for Women Business Enterprises participation in
one or more of the following subcontract areas: bidders option.
NONDISCRIMINATION: Bidders on this work will be required to comply
with the provisions of Federal Executive Order 11246. The requirements
for Bidders and Contractors are explained in the Specifications.
No proposal will be considered unless accompanied by a check payable
to Multnomah County, certified by a responsible bank, or in lieu thereof,
a surety bond for an amount equal to ten percent (10%) of the aggregate
proposal. The successful bidder shall furnish a bond satisfactory to the
Board in the full amount of the contract.
Multnomah County reserves the right to reject any or all bids.

“America’s Most Wanted”
Comes To Portland To Assist
Local Police In Locating
Suspect Wanted For Murder
‘'America’s Most Wanted,” a
Fox Broadcasting program seen
on KPDX Sundays at 8:00 p.m.,
presents realistic re-enactments
of crimes whose prime suspect(s)
remain at-large. Law enforcement
agencies across the country have
applauded the efforts and assist­
ance of the program. To date,
“ America’s Most Wanted” has ex­
pedited the arrest of at least 42 in­
dividuals wanted in connection
with crimes.
A film crew will be in Portland,
Nov. 9, to shoot a segment of
“ America's Most Wanted” and
help Portland police discover the
whereabouts of Hien Tat Chu, a
38-year-old man, wanted in con­
nection with the slaying of his
girlfriend Bonnie Sue Rich.
On April 2, 1988 Rich died on
the Life Flight enroute to a local
hospital. Two eyewitnesses have
told police that her boyfriena and
father of her two young children
was responsible for the death. Chu
apparently shot the victim during
an argument in the victims car,
while holding their seven month
old son in his arms and their two
and a half year old daughter look­
ed on from the backseat.
The episode will be taped in
cooperation with the Portland
Police Bureau and will air in
December.
