PREQUALIFICATION OF BIRDERS Pursuant to the Multnomah County
Public Contract Review Board Administrative Rules (AR 40.030). Pre-
qualification shall be mandatory for this project for the following

Prequalification applications or statements must be prepared during
the period of one year piior to the bid date. Prequalification application
or proof of prequalification by the Oregon Department of Transportation
must be actually received or postmarked to Multnomah County by not

All bidders must comply with the requirements of the prevailing wage
law in ORS 279.350.

The Portland Development Commission is soliciting proposals from
qualified consultants to prepare a Natural Resource Management Plan
and supporting data for a Federal 404(b) Regional Permit application for
Columbia South Shore
The Columbia South Shore Urban Renewal Area (CSSURA), roughly
bounded by the Columbia River on the north, Sandy Blvd. on the south,
82nd Avenue to the west and 185th to the east, contains significant
natural resources including wetlands, sloughs and wildlife habitats. As
such, it is subject to extraordinary levels of regulation of development
on the local, state and federal levels.
The purpose of the Natural Resource Management Plan is to address
natural resource conservation on an area-wide basis and to guide
development activities in and around natural resource areas.
The Portland Development Commission encourages participation of
Minority/Women Business Enterprise contractors in its projects. The
established Commission goals tor participation is nine percent (9%) for
Minority Business Enterprises and nine percent (9%) for Women
Business Enterprises.
Copies of the proposal package and submission requirements will be
available at the PDC offices on August 26 from Connie Lively, 1120 S.W.
Fifth Avenue, Suite 1102, Portland, Oregon 97204, (505) 796-5271. A $25
refundable deposit will be charged for the proposal package which in­
cludes resource materials.
Proposals are due at the PDC offices no later than 3:00 p.m., Friday,

statement? of qualifications from consulting firms interested in con­
ducting remedial action activities at suspected and known hazardous
substance facilities throughout the state Remedial action activities
may include investigations, endangerment assessments, feasibility
studies, remedial design, oversight of consnuction activities, and com­
munity relations.
