m ake re s titu tio n or go in to a drug
re h a b ilita tio n program or s tic k to
th e ir house arrest. And at the
o th e r end w hen w e relieve the in ­
fe c tio n I w ant to get them jo b s so
that the to o th w ill be fixe d per­
m anently and w ill not get in fe cte d
again. W e have g o t to have both. _
Still: D rugs are the fuel of
crim es. They are m ost e ffe ctive in
lo w e r s o c io - e c o n o m ic a re a s
where there is a feeling of hope­
lessness. Drug abusers steal to
s u p p o rt th e ir a d d ic tio n . The
po lice bureau needs strong m an­
agem ent. The p o lice bureau fo r a
num ber o f years has had those
w ho talked about problem s. Even
now the present ch ie f is involved
in a slapping in cid e n t w h ich is de­
m eaning, stu p id , asinine, etc.,
etc., etc. W e need to d o th in g s
blem area in to so m e th in g good.

the Em anuel H ospital area be­
c a u s e th a t is p a rt o f th e

Still: H ow we really w ork at
the basis of th is problem is
through education. T hat is w hy in
my ju d g e m e n t it is a tw o pronged
approach. (1) The e ducatio n and
o p p o rtu n ity part and (2) is the ag­
gressive enforcem en t. It’s like
w hen you call firem en to put o u t a
fire, you d o n ’t w ant to hear about
prevention at that m om ent. You
w ant the firem an to put out the
fire firs t and then sit dow n and
ta lk about prevention. The fire ­
man should have been there be­
fore the fire to talk about preven­
tion. The w ay we deal w ith drug
abuse is th a t we give people an
o p p o rtu n ity to see it anothe r way.
And w e educate them so that they

roads. People w ho broke in to cars

knew there was no ja il space. Our
p o lic e are arresting the sam e peo­
ple again and again. Its like a den­
tis t. Say you've g o t a to o th w ith a
very bad in fe c tio n and it needs to
